Abstract

The problems in this research are: (1) How to implement the Republic of Indonesia Government Regulation Number 27 of 2014 concerning State/Regional Property Management, in Lampung Province, (2) What are the aspects that hinder the implementation of the Republic of Indonesia Government Regulation Number 27 of 2014 concerning Management of State / Regional Property, in Lampung Province.The research method used in this research is to use a qualitative research type with descriptive analysis method. The use of this method is to study and describe qualitatively how the implementation of the Republic of Indonesia Government Regulation Number 27 of 2014 concerning State / Regional Property Management in the Lampung Provincial Government. All data were obtained directly from informants in the field using interviews and observations. The results show that the implementation of the Republic of Indonesia Government Regulation Number 27 of 2014 concerning State / Regional Property Management in the Lampung Provincial Government, has been implemented but has not been optimal because, the implementation of its program activities and financing is still fully sourced from top-down or top-down instructions, so that the implementer is only carry out the orders of stake holders only.Aspects that hinder Government Regulation of the Republic of Indonesia Number 27 of 2014 concerning State / Regional Property Management in Lampung Province, namely (1) Operational planning, has not been implemented in accordance with the plan. (2) Inventory of facilities and infrastructure has not been able to be data properly due to lack of funds prepared so that the implementer has not been able to carry out properly, (3) Maintenance of facilities and infrastructure has not been implemented properly assigned to manage state/ regional property, so that they cannot reach all state / regional assets.

Abstract

Public problems are problems that concern the interests of many people which are very crucial to be handled by the government, so that they require serious and alternative handling to solve these public problems. One of the public problems that require serious handling is the problem of education. Every child has the right to education and teaching in the context of personal development and the level of intelligence according to their interests and talents. Early childhood education has an important meaning for the future of children in helping to apply good knowledge and discipline in early childhood, as well as assisting the development of children's character through the process of understanding children's character and social skills with their surroundings. To support the operational activities of education, the government provides Operational Assistance for the Implementation of Early Childhood Education which functions to improve quality education services.Based on the formulation of the problem above, the aim of this study is "Design of Education Operational Fund Control Model for Early Childhood Education with Soft System Methodology Approach in the Education Office of South Lampung Regency". The conclusions obtained from this study are (1) The process of controlling at the South Lampung Regency Education Office starts from requests for assistance to reporting the use of through a long, convoluted and ineffective process. (2) There are still some institutional operators who are not yet skilled in dapodic data processing, proposal preparation and accountability reporting, thus delaying the submission process to reporting the use of funds. (3) Lack of facilities and infrastructure in most institutions, such as computers and internet connections, which affect the delivery of Dapodic Data to the Ministry of Education is slow. (4) The slow completion of the is because all institutions must be present in the process of signing to the Education Office and the delay in the verification process by officials at the Education Office which is deemed ineffective. (5) With the model development process it is expected that the control at the South Lampung District Education Office will be 4 weeks, while the 6 (six) stages (real condition) system has a length of service time of up to 7 weeks, so that the ontrol process becomes faster and more effectiveBased on the formulation of the problem above, the aim of this study is "Designing a Model of Operational Fund Control for Early Childhood Education with Soft System Methodology Approach in the Education Office of South Lampung Regency". The conclusions obtained from this study are (1) The control process at the South Lampung District Education Office, starting from requests for assistance to reporting on its use, is a long, convoluted and ineffective process. Abstract

The problems in this research are: (1) How is the Environmental Condition of the Organization at the Metro City Trade and Market Office. (2) What aspects support and hinder the Organizational Environment in Supporting Public Organization Performance at the Metro City Trade and Market Office.The research method used in this research is descriptive qualitative method. The use of this method is to describe the Organizational Environment in Supporting the Performance of Public Organizations at the Metro City Trade and Market Office, to study qualitatively, how all data is obtained directly from informants in the field using interviews and document studies.The results show that the organizational environment of the Metro City Trade and Market Office is one of the causes of success in carrying out a job, because the organizational environment can affect workers, especially the organizational environment that is psychological in nature. The organizational environment at the Metro City Trade and Market Office aims to provide maximum work comfort, so that employees in providing quality services, in the sense that if employees work and the results of the work get appreciation and recognition, then the work must be of high quality.Supporting and inhibiting aspects in efforts to improve the organizational environment at the Metro City Education and Culture Office. These aspects can occur both internally and externally to the organization. Internal factors include elements contained in the body of the organization, namely the Metro City Trade and Market Office. Then the external factors that come from outside the Metro City Trade and Market Office, such as local governments, relevant agencies and the community. This happens because a good organizational environment has been strived for, but it has not materialized as expected because there are still employees who are not fully comfortable with the existing organizational environment, such as air circulation, noise in the workplace.

Abstract

The problems in this study are: (1) Does coordination have a positive effect on employee performance at the West Lampung District Legislative Council Secretariat (DPRD), (2) Does work motivation have a positive effect on employee performance at the Regional Representative Council Secretariat (DPRD) of the Regency West Lampung, (3) Does coordination and work motivation affect employee performance at the Secretariat of the Regional People's Representative Council (DPRD) West Lampung Regency.In this study, using an explanatory survey method, by analyzing the influence of the coordination variable and work motivation as the independent variable on employee performance as the dependent variable. Researchers use a research approach in accordance with the objectives to be achieved, namely in addition to describing and describing the empirical facts found in the field, they will also carry out a qualitative analysis between the independent variables and the dependent variable.The results showed that there was a significant influence both coordination and work motivation on employee performance partially as well as, coordination and work motivation together had an effect on employee performance at the Secretariat of the Regional People's Representative Council (DPRD) West Lampung Regency. According to the results of the assessment criteria, the coordination variables and employee motivation on employee performance are in the good enough category, but not yet optimal. This is because there are other variables that influence but are not researched

Abstract

The problems in this research are: (1) How is the quality of service in making building permits at the One Stop Investment Service, Pesisir Barat Regency. (2) What aspects support and hinder the quality of services in making building permits at the One Stop Investment Service, Pesisir Barat Regency.The research method used in this research is to use qualitative research with descriptive analysis method. The use of this method is to study and describe qualitatively, how is the quality of service in making building permits at the One Stop Investment Service, Pesisir Barat Regency. All data were obtained directly from informants in the field using interview and observation techniques, according to the research objectives to be achievedThe results showed that the measurement of service quality variables in the making of building permits at the One Stop Investment Service, Pesisir Barat Regency. Shows that, it has been implemented, but not optimal, this is due to (1) Relatively lack of officers who supervise and socialize the building permit management program, because the work area is so wide that it is difficult to reach all of these areas (2) there is no public awareness to take care of a building permit before building a house, so that the number of buildings that have a building permit is still relatively small, even then only around the city center that takes care of building permits.

Abstract

Management of village funds requires an aspect of good governance where one of the pillars is accountability. It is hoped that a large enough village fund will have a significant impact on the welfare of the village community, and can truly be reported and accounted for. Village financial management is carried out based on governance principles, namely transparent, accountable and participatory. This research was conducted in Bawang Sakti Jaya Village in the area of Tulang Bawang Regency. With the number of informants 20 (twenty) people, namely the Assistant Inspector Region 1, Young Auditor, Camat, District Secretary, Village Officials, Community Leaders, LPMD, Female Leaders, BPD.This research uses descriptive qualitative method. The method used is the method used is content analysis and technical analysis used is reduction, data presentation and drawing conclusions. The results of this study indicate that the accountability of village fund management in Bawang Sakti Jaya Village has been implemented based on transparent, accountable and participatory principles. In reporting and accountability, it has been carried out in accordance with the mechanism based on the provisions, although there are still negligence from village officials and technical managers of activities. Competence of management resources is still a major obstacle, so that local government assistance is still needed. To increase accountability in the management of village funds in Bawang Sakti Jaya Village, continuous guidance, training, monitoring and evaluation are needed for village officials.

Abstract

Congestion is a problem that often occurs in cities in Indonesia, Bandar Lampung City is one of the major cities in Indonesia that does not escape this problem. To overcome this bottleneck, the Bandar Lampung city government appointed the Department of Transportation to address the problem. One of the latest breakthroughs of the Bandar Lampung City Transportation Agency is to organize an Area Traffic Control System program.This study aims to look at the Strategy of the Department of Transportation in the Implementation of the APILL in the Area Traffic Control System in Bandar Lampung City in maintaining orderliness and smooth traffic in Bandar Lampung City. Strategy Implementation System according to Higgins which offers a Strategy system which is considered to be able to solve various problems in its implementation, namely: (1) Integral Planning and Control Systems, (2) Leadership, Motivation, and Communication Systems, (3) Human Resource Management, Organizational Culture . The method used is Qualitative Research, with Data Collection Techniques Through Interviews, Documentation, Observation.The results showed that the overall strategy of the Department of Transportation has been going well but there are still inhibiting aspects of the Department of Transportation's Strategy in Implementing Traffic Giving Tools Based on Area Traffic Control System in Bandar Lampung City. Not yet comprehensive socialization throughout the general public, especially road users, has caused many people not to know the Area Traffic Control System. in addition to the limited budget and the high cost of installing traffic control system areas, the development and addition of app traffic control system areas in the city of Lampung can not be fully implemented. the communication system that is established between the transportation office of the city of Lampung and the employees who handle the traffic control system is well established but the external communication with the parties involved has not been well established. the absence of a human resource development program that would hinder employees in terms of operating the components of the traffic control system area.
