Abstract

In fact, unitary state and federal state system has similarity in the reladon between nation orpusat and states or daerah, emphasizing in power sharing, negotiation and distribution of income. New federalism shows how the states have more authority than the dual federalism and cooperative federalism. The applied of federal system as in the new federalism (a model that represents a return of powers and responsibilities to the state/daerah) will solve the conflict and dichotomies whether the desire as the unitary state (Negara Kesatuan) or developing federal state (Negara Federal) is still in the consideration.

Abstract

Since the Indonesian Army successfully has increased nation-state economic and welfare level (hand in hand with technocrats and foreign capitals), it has to face a new challenge, that is "discontinuity track". This has been remarked by two social paradoxes: (I) global competitions that have expressed in severalhumanity issues (human rights democracy, environment) in front of the existence of national development as political legitimation of the New Order rezim; (2) domestic phenomena; society's struggles in gaining autonomy space in front of centralization of power by the state through various instrumental ways. In this point, the Army has to react those challenges, not only external (toward political, economic, judicial and cultural issues) but also internal ways (self-regulation by scientific understanding and awareness of objectivity on humanity issues). Although facing a tricky real politic canstelation, the Army has to answer those social paradoxes creatively and appropriately, it still wants to get political legitimation for it's power domination. Finally, the main problem is how to formulate the correct answer should be done.

Abstract

(Press Between Two Neighbouring Countries) Cultural differences between the Indonesian and Australian media sometimes create complaints and tensions. While the Australian media are generally regarded as being aggressive, fond of conflict, eager to get to the core of issues quickly and playing "supervisory" role, the Indonesian media are portrayed as being government's microphone and leaving the fact and the truth. The problem to be discussed centre on how the various views of the neighbouring countries' press emerge. By brushing aside the reasons to rationalise and the existed opinions, this paper shows that both the Indonesian and Australian press have implemented a good professional standard of journalism.

Abstract

This article, the first of two articles, maintains that federalism is a democratic solution to problems of governance in contemporary Indonesia, despite its present abuse as a term. Four reasons are introduced as to why "federalization" should be included in the process of democratization in Indonesia. Theyare: (I) federalism unveils power; (2)respcects social and political pluralism, (3) facilitates a just and participatory development, and (4) avoids disintegration.

Abstract

This article aims to scruntinize more closely Jean Baudrillard work on media reception. This work is important because Jean Baudrillard is one of the most stimulating and provocative contemporary thinker. In his views, similar in some respects to John Fiske's , consumers (audiences) do resist the media. Far from claiming that media reception is passive and alienated, Baudrillard sees in some reception a resistive response to the media. When understood in the light of media reception perspective, both Baudrillard and Fiske have significant contributions to making the theory of mass communication.
