Abstract

Notion of civil society referring to different thing from time to time. Theoretically the term is used to refer to four different things: (1) as the facet within the formation of the state, (b) as a hegemonic power of the dominating class, (c) as autonomous societal associations capable of controlling the state, and (d) as ethical spirit of in governing the public. Islamic community attempt to enrich the discourse and frame the process of democratization by mobilizing ethical spirit outlined as egalitarianism, pluralism, tolerant and deliberation. This article attempts to trace its both the religious and historical bases for advocating the notion of 'Madanian society' (widely used in Indonesia as masyarakat niadani) instead of its original term 'civil society'.

Abstract

The origin of state has been the most intricate debate in political sciences since there is a scarcihy of strong physical evidence of what and how state initially horn and formated. It then explains why the discourse of state origin theory in political sciences featured is abstract-speculatif character, rather than empirical-based theory. The Contract Social theory is one of the most widely-known of the origin of state theory. In fact the theory of social contract is not merely western-based theory, yet it is also found the eastern political sphere, in Hindu tradition. This paper will examine thoroughly the social contract theory existing both in western and eastern academic tradistion. It compares Hobbes thought on Leviathan, and Kautilya, a scholar from the Hinduism tradition, who used to be a Prime Minister of Candragupta of Maurya Dinasty around 321-300 BC. This paper found that there is a similarihy between these two scholars on the certain stage of state origin namely the State of nature, a stage before the existence of state. Hobbes describes this stage as homo hoinoni lupus. The holy book Artasastra, written by Knit tilya has a similar content. Kau tilya used fish life as a metaphor, and calls his theory as the fish law, to describe the state of nature as "the small fishes are eaten by the bigger one", to argue the state of nature. This paper is an attempt to explore and appreciate the alternative school of thought from the east.

Abstract

This article briefly discusses an alternative strategy to develop enteurpreneurship of rural communities which is considered as an important part of human resources development. The main problem in the development of human resources is not only to improve people's education but also to develop their enteurpreneurship. This strategy could he achieved by shifting the paradigm of development from planned (top down) towards etno development (bottom up). By this, the focus of rural development is to develop economic activities which is based on a self supporting of rural communities. It is suggested that the existing of rural community enterprises that have been neglected in the past years, have to give priority in rural development process in the future years. The advantage of this approach is not only able to improve welfare of rural communities but also to form learning community (social learning) which is an important process in composing the enterpreneurship of rural communities.

Abstract

The currently well-established study of policy-making has been recultant to accept the contribution of post-modernist's point of view, even though' the state of the art of study is prone to numerous criticism. This article argues that the on going attempt to reorient of the role of the state would be conducive for the postmodernist perspective in policy-making, especially policy formulation.

Abstract

The term local self-reliance is chosen to incorporate the three concepts widely discussed on local politics in Indonesia: local autonomy, federalism and separatist movement. This article offers a critical assessment on the discourse on the issues by showing various blunders in interpreting am! then implement key political concept, such as the strength of the state, state-society relationship, and the relationship of local-central agencies. These blunders are rooted from the preoccupation of the instrumentality of the state. Aware of those blunders, this article suggests to analyse the issue from the framework of political movement.

As a politically-active segment of the society, university students take part in shaping how political system works. Historical tracing of student movement during the post-independent period offered in this article provides an empirical and contextual basis for the student to decide, whether the movement is constructed as political movement or moral movement.
