Abstract

One of the most important promises of decentralization is to bring government closer to the people through improved public services and decision making. In contrast to this promise, the implementation of decentralization in Indonesia seems to create farther distance between government and the people resulting in the paradox of distance. This article argues that the paradox of distance in decentralized Indonesia is institutionally engineered. It is due mainly to unclear mechanisms for the people to hold government accountable and this stems from two main factors. The first one refers to the politics of functional assignment between central and local governments which benefits central government more than local government. The second factor is the macro institutional arrangements on the relationships between local government and the people where there is almost no way for local people to hold their government accountable or punish the underperformed local government. This article recommends significant transformation in the way the central government manages functional assignment to enable local governments to be more responsive to local people as well as reform of key political arrangements to make them more responsive and accountable to local people.

Abstract

The currently well-established study of policy-making has been recultant to accept the contribution of post-modernists point of view, even though the state of the art of study is prone to numerous criticism. This article argues that the on going attempt to reorient of the role of the state would be conducive for the postmodernist perspective in policy-making, especially policy formulation.

Abstract

Nation-state has now been challenged by many forces for not be able to fully meet its citizens aspirations. These challenges have put the fate of national integration on the brink of bankruptcy. But beyond that challenges, nation-state has systematically grown as a strong actor in both national and international arena. The question is how to bridge those two contradictory phenomena. Herein, several strategic interventions of public policy can be adopted Consociational democracy, representative bureaucracy, local autonomy and federalism are but some suggested alternatives. For Indonesia, the last two alternatives are far more feasible than the first two. But since federalism is sometimes resisted by central government and used no more than a political arsenal by those of politicians, then local autonomy comes to the fore to be the focal agenda. Thus, the challenge ahead is to realize local autonomy by accommodating those strategic values of federalism such as opening power window to broader public participation, respecting pluralism, and enforcing political and economic justice. This last point is the theme of this paper.

Abstract

Terrorism has become a real challenge to democracy. Despite all the costs it brings, however, measures to handle terrorism until the very recent times are less effective. Defensive measures are sometimes oversupplied while more aggressive ones are undersupplied. Both measures fail to reveal the very essential question of terrorism. Therefore, there needs to be an alternative way of looking at terrorism. Here, terrorism can be captured as an institutional problem at both national and international level. In this stance, terrorism can be put into democracy discourse where democracy is assumed to provide both incentive and constraint to terrorism. In such framework, democratic consolidation is urgently accomplished for terrorism to be eliminated from the society. Such measure is much more reliable and sustainable as it attacks the central question of terrorism in three areas concomitantly: institutional, behavioral, and performance aspects. Once these three aspects are realized, democracy will be the only game in town which consequently can eliminate terrorism.

Abstract

This study aims at acquiring data and information regarding why there is an increasing annual trend of HIV/AIDS in the city of Palu. In order to answer the aforementioned question, this research focused on the relation established among stakeholders involved in HIV/AIDS response. The ongoing trend of HIV/AIDS in the city of Palu has always been confronted with HIV/AIDS response policies in the form of: (1) fnding as much cases as possible; (2) preventive measures; (3) policies on medication, support and treatment/care; and (4) empowerment policy. However, research results show that the increasing trend of HIV/AIDS found in the Palu Municipality is due to the poorly established relation among stakeholders, be it key stakeholders, primary stakeholders, or secondary stakeholders. In addition to the poor relationship established among stakeholders being observable through a number of negative characteristics seen in their interactional and relational paterns, it was also found that the said relation was influenced by each of the stakeholders’ power and interests.

Abstract

AbstractLaw No. 26 Year 2007 on Spatial Planning (UUPR) mandated that all levels of government administration, ranging from the national, provincial, district/ city are obligated to prepare Spatial Plan (RTR). Until 2012, Central Kalimantan is one of the provinces which have not completed its Spatial Plan; one of the reasons was the lack of spatial integration of forestry spatial planning and provincial spatial planning of Central Kalimantan. The absence of spatial integration of forestry and provincial spatial planning of Central Kalimantan has the implication in triggering conflicts of land use. Forest areas were converted into oil palm plantations without any official procedures. There are 282 units of oil palm companies, occupying 3.9 millions hectares of forest area, with non-procedural procedures to convert forest area into oil palm plantation. To resolve this problem, the Government has revised the regulation of forest conversion by issuing PP No. 60/2012, provides opportunities for oil palm plantations, which under the Law of Forestry located in forest area but based on RTRWP of Central Kalimantan lies on APL or cultivation area, given the opportunity to re-apply the permit/license.
