ABSTRACT This article seeks the construal of sounds local democracy and public service improvements in Indonesian decentralization context by bringing the example of wastewater management in Bandung Municipality. Data collected through series of interviews with respected individuals involved in wastewater service, particularly those who directly engage in water and sanitation projects funded by local and external funding sources. Despite the positive view on decentralization could create a more powerful local government in overseeing local development for more effective public service delivery. It also could be tested by the fragile administrative system and the immature local democracy. In the case of wastewater service in Bandung Municipality, for example, the respected institution called PDAM Tirtawening (Bandung Municipality Water Supply Agency) shows less efficient use of fund compared to the same project funded by the AusAID (Australian AID) as one of Indonesian development partners. Sound governance and administrative reform should be employed to achieve better public service performance. Salah satu bentuk kepedulian publik (masyarakat) dalam pengelolaan lingkungan hidup adalah partisipasinya dalam penataan ruang di mana mereka berada. Proses penataan tata ruang sebagai bagian dari suatu sistem publik, seringkali menghadapi kepentingan yang sangat beragam. Sudut pandang pemerintah saja dianggap tidak cukup untuk menerjemahkan proses pembangunan suatu negara di mana masyarakat juga berada di dalamnya. Oleh karena itu, partisipasi publik atau peran publik sendiri yang timbul atas kehendak dan keinginan sendiri di tengah publik untuk berminat dan bergerak dalam penataan ruang menjadi suatu keharusan. Tulisan ini disusun dengan menggunakan studi literatur, dimana penulis melakukan kajian referensi dan dokumentasi yang terkait dengan partisipasi publik (masyarakat) dalam penataan ruang, khususnya partisipasi publik dalam penataan ruang kawasan perkotaan di Indonesia. Partisipasi publik (masyarakat) dalam penataan ruang kawasan perkotaan dapat diwujudkan dalam bentuk pengajuan usul, memberi saran, atau mengajukan keberatan kepada pemerintah. Dalam mengajukan usul, memberikan saran, atau mengajukan keberatan kepada pemerintah dalam rangka penataan ruang bagian Kawasan Perkotaan dapat dilakukan melalui Focus Group Discussion dan pembentukan forum kota, yang melibatkan asosiasi profesi, media massa, LSM, lembaga formal kemasyarakatan sampai tingkat lembaga perwakilan rakyat.

After the fall of the Suharto regime, the TNI's existence as a socio-political force was sued by many parties. They assume that TNI should not occupy positions outside of Hankam that should be a portion of civilian groups. According to Bilveer Singh, in most western societies, the role of the military is essentially to support the political aspirations of society under civilian leadership. This statement is based on the opinion of Samuel P. Hutington who said that the majority of military professionals in the west accept civil power as a right that should exist. Therefore, when the military "deviates" and interferes in civil affairs, then, as Taufik Abdullah says, there is a concern based on the assumption that illegal acts have been committed. Thoughts that place the military as a civic-supporting force to carry out the affairs of its "part" are not fully applied in third world countries including Indonesia. Studies showing military intervention in politics show that military interests and the crisis facing a country push the military to interfere in civil affairs. Military intervention in politics can not be separated from military control in other fields such as economics.
