Abstract

Various regulations have been issued by the government to develop the village since 1948 by Law No. 22 on Local Government. The final rule is Law No. 6 of 2014 on the Village. The genesis of Law No. 6 of 2014 is the embodiment of a decentralized system. This paper intends  to  explain  how  the  decentralization  system  provided  by  Law No. 6 of 2014 gives effect to undertake rural development as a whole. Through this legislation anyway been delegated from thecentral state to local governments to lead to the village government can be realized. With the delegation of authority from the central government to village government,  the  village  government  has  the  power  to  manage  all matters  relating  to  his  village  and  ended  up  giving  a  significant influence in the development  of the  village. Nevertheless,  the overall rural development may occur when leader and staff of the village can create policies that impact on rural development which is determined according to the priorities in the Minister of Rural No.5 of 2015.

Abstract

Tasikmalaya is an area that strives to formalize the  Shari'ah in  the  form  of  regional  regulation.  Some  rules  are  made  in order  to support  such  efforts.  In  looking  at  the  effectiveness  of  the enforcement of the law, the legal system is used as a perspective in this study.  The  paper  looked  at  the  implementation  of  the  Regional Regulation  Sya'riat  Islam  in  the  three  elements  of  the  legal  system. Based on the substance of the law, there are several provisions of the regulations that contain bias and allow violence against minorities, such as  the  word  Muslim  and  misleading.  In  terms  of  legal  structure, authorities in charge of ensure the entry into force of these regulations, do not seem to serious in performing their duties. Whereas in the case of the legal culture of society Tasikmalaya provide enormous support in the implementation of the Regulation of Islamic Shari'ah. However this issue is reaping the pros and cons.

Abstract

It is generally known that  the rights  of inmates have  been well  executed  by  the  Wirogunan  penitentiary  in  Yogyakarta.  Some caveats  need  to  be  evaluated  by  the  Ministry  of  Justice and  Human Rights especially Directorate General of Corrections, there are medical service, less availability of decent food, the high cost of prison canteen food,  unresponsive  response  to  gripe,  complicated  remission procedure.It  also  needs  to  be  considered  in  developing  inmates  that some inmates never be the member of correctional institution before, upgrading facilities, coaching personality and autonomy theinmates it self.
