Handwriting stroke reflects the personality and emotional condition. Graphology is scientific method to evaluation personality through handwriting. There are many features in graphology to identify personality. Several previous researches used page margins, spacing, baseline, vertical zone, font size, and the type of unique letter t. Other research also identify the personality of signatures. This research uses feature writing speed and the type of letters a, d, i m, and t to identify personalities using structural analysis and artificial neural networks. To improve accuracy, image writing extracted using wavelet transform. The system is built with the approach of the structure and symbol has been implemented in software. The results show a unique type of letter recognition by 74%, and the speed feature by 60% recognition. Variations training data greatly affect recognition results.

This paper proposes The Use of KPI in Group Decision Support System Model of ICT Projects Evaluation at Local Government Agency in Indonesia. This study is a part of the attempt to improve local government performance in Indonesia, especially for Local Government Agencies (SKPD) involved in Decision Support System (SPK), which should be optimized through Information Technology. Different from the prior research, in this paper we try to describe how to determine KPI in an ICT project at local government agency and the applicable evaluation model. Generally, this paper will discuss how to make an performance indicator, so that the output of an ICT project product can result the expected outcome, benefit, and impact. Furthermore, it will be explained in regard to the Group Decision Support System (GDSS) evaluation model by considering the applicable legislation aspect, which facilitates decision makers such as: Government Institution Executives, ICT Managers Unit, Business Process Owner Unit, and Society represented by Regional House of Representative, to give assessment or evaluation upon the implementation of ICT Projects at Local Government Agency. As the research support, survey and interview have been conducted to stakeholders in decision-making. The proposed model is expected to be able to give ideas and solutions in evaluating ICT Projects done at local government agencies in Indonesia.

We present a possible method and tool to supportthe novice designers in the design tasks. Although in literaturestated that practitioners depend on memory and experiences,novice designers would take time to learn to acquire sufficient experience. The purpose of this research is to help novicedesigners to fulfill the usability goals that have determined by theexpert in designing a system. The proposed methodology and toolcan be considered as an assistance tool for novice designer indecision making in regards to prototype selection as well as thetask-pattern mapping template for pattern selection in fulfillingthe usability goal targeted. The tool was designed to manage thedecisions information and to recommend the chosen prototypebased on the Analytical Hierarchical Process (AHP) technique. Inoverall, about 87% of expert evaluators and prospective userswere agreed with the suggestion of prototype selection from theproposed tool. The findings from this study revealed that thecooperation from industry experts was valuable in determinedthe usability goal and direction and getting accumulativefeedbacks both from users and experts.

The purpose of this research is to developinformation system which forecast bandwidth network demandby using Fuzzy time series Singh. Data were taken in StatePolytechnic of Sriwijaya during learning hour starting from07.00 am - 06.00 pm from Monday to Saturday in odd semesterof Academic Year 2011/2012. Next, the data were processed byfuzzy time series Singh in order to get forecasted data. Then,the forecasted data were compared to the actual data in orderto get validity of the data. The forecasted data using fuzzy timeseries Singh was nearly precise to the actual data with meanabsolute percentage error of 8.523 %.

The main purpose of this paper is to examine theeffectiveness of Half-Sweep Gauss-Seidel (HSGS) method forSpace-Fractional diffusion equations. The Caputo’s derivativeand implicit finite difference scheme will be used to discretizelinear space-fractional equation of the first order to constructsystem linear equation. The basic formulation and application ofthe HSGS iterative method are also presented. Two numericalexamples and comparison with other iterative methods showsthat the present method is effective. Based on computationalnumerical result, the solution obtained by proposed iterativemethod is in excellent agreement, it can be concluded that theproposed iterative method is superior to the Full-Sweep Gauss-Seidel (FSGS) iterative method

In this paper, we will generalize the multi link internet charging scheme in multi class QoS network. This scheme is designed according to the base price, quality premium and quality of service to help the service provider to set up the parameters to optimize the service provider’s profit and to serve better quality of service. The objective function is formed by setting up the base price as a constant and setting up quality premium as a parameter and a variable. Models are in form of Mixed Integer Nonlinear Programming Problem and are solved by using LINGO 13.0 to obtain the optimal solutions. The results show that in case when we set up the base price as a parameter with varying the quality premium, fixing the sensitivity price of user I in class j and also varying the sensitivity of class j, the highest optimal solution was achieved. The modified model also gives better optimal solution compared to original model. It means that by fixing base price, ISP is able to goal its objective by recovering cost and promoting certain services.

Open source server operating system mostly still usestext-based user interface and it makes hard to learn to new userin Vocational High School of Computer Network Department.This problem will be dealt by providing Graphical User Interface(GUI) in the server operating system accompany Command LineInterface feature. This paper describes the development of opensource server operating system which provides serverconfiguration in text mode and graphics mode. This researchmethod involves the study of literature and the development ofoperating systems with remastering concept including selectingfeatures, selecting graphics display, selecting the basic system,remastering, and testing to the Server PC. Research productcalled Net.OS (Network Technology Server OS) was tested incomputer networks to validate the server functions. The resultsshow that all functions can work successfully. Net.OSimplementation can provide a user friendly to configure theserver in a web-based graphical mode, text mode, moreover itbecomes a bridge of Linux newbie to learn the serverconfiguration using GUI.

APBD is a systematic detailed list of receipts,expenditures and local spending within a year arranged inPERMENDAGRI No. 16 of 2006, so that the data of APBD canbe used as guidelines for governments and local expenditures incarrying out activities to raise revenue to maintain economicstability and to avoid inflation and deflation. Governmentfinancial institutions in areas such as DPKA Padang, experienceddifficulties in identifying the relevance of each archive data onAPBD, that result in a data warehouse. In addition, to theadministration, APBD in the government of Padang have notbeen effective. To minimize the difficulty in identifying dataarchive of APBD, then the data warehouse can be used toproduce knowledge using the techniques of Data Mining (DM).The method that is used are clustering and forecasting.Clustering performed using the K-Means Algorithm whileforecasting is done by using multiple linear regressions. Thesemethods intended to classify and identify the data in the budgetthat have certain characteristics in common, and can predict thevalue of APBD for the following years.

In this paper, a critical view of the utilization ofcomputational intelligence approach from the text steganalysisperspective is presented. This paper proposes a formalization ofgenetic algorithm method in order to detect hidden message on ananalyzed text. Five metric parameters such as running time, fitnessvalue, average mean probability, variance probability, and standarddeviation probability were used to measure the detection performancebetween statistical methods and genetic algorithm methods.Experiments conducted using both methods showed that geneticalgorithm method performs much better than statistical method,especially in detecting short analyzed texts. Thus, the findings showedthat the genetic algorithm method on analyzed stego text is verypromising. For future work, several significant factors such as datasetenvironment, searching process and types of fitness values throughother intelligent methods of computational intelligence should beinvestigated.

In a campus community, mostly is younger people andstay in University hostel without cooking facilities then have to getfrom canteen for foods and beverages. In office hour with limitedbreak time either breakfast or lunch everyone is rushing to get foodand crowded situation are happen. One of the issues is paymentsystem use manually (cash) and queue at the cashier to pay foods,sometime need to wait a few minute until to get the turn. Cashlesspayment such as token or credit system is implementing in some ofrestaurant and food courts but does not applicable in Universitycanteen that most of customers are students with small transaction,only a few dollars and cents. Nowadays, mobile phone or smartphone is not a luxury thing and most of student carries it for phonecall, message, email, or browsing internet. Most of smart phone alsoembedded with Near Field Communication (NFC) reader inside thephone, thus by using this phone with NFC enable to do paymentsystem at the canteen. The credit is deducted from mobile phonebalance for pre-paid system or billed in monthly for postpaid andthis system have working together to the cellular phone operator.Confirmation on payment system is shows whether customerapprove payment or not then a notification is sent to user.With thissystem be able to overcome several issues such as queue at cashierfor payment and risk of student to carry cash money while buyingfoods.
