Abstract

IKD or Identitas Kependudukan Digital is electronic information used to represent population documents and return data in digital applications via mobile phones. This study aims to determine the utilization of the Identitas Kependudukan Digital (IKD) application in administering the Residence Identification Card in Bone Regency. This study used descriptive qualitative research methods. The data collection techniques used were observation, interviews, and documentation. The location of this study was at the Civil Registry Service Office of Bone Regency. The result of this study indicate that the utilization of the IKD can be measuring using indicators of implementation of E-Government in public services, such as (1) efficiency, the utilization of IKD in Bone Regency runs efficiently, as proven by the use of IKD that makes it easier for the public to use the Identification Card; (2) effectiveness, IKD services in Bone Regency have been realized quite well as proven by the use of IKD that is very effective and practical as it can be used anywhere and anytime; and (3) transparency, publication of IKD services products makes it easy for the public to follow, monitor, and control the development of services provided using the IKD application.

Abstract

This study aims to determine the Role of the Department of Agriculture in Empowering Corn Farmers in Tellusiattingnge District, Bone Regency. The research method used is qualitative research and the number of informants is 12 people. This study uses data analysis techniques consisting of: data reduction, data presentation, and drawing conclusions. The results of this study indicate that the Bone District Agricultural Service has carried out empowerment by carrying out counseling and coaching programs, providing infrastructure and facilities, as well as monitoring and evaluation in accordance with the stages in the empowerment process according to Bone Regent Regulation Number 69 of 2017. For Tellusiattingnge District there are three the villages that are centers of corn cultivation according to the highest level of corn production in the Tellusiattingnge District are: Ulo Village, Pongka Village, and Palongki Village. Seeing the potential possessed in Tellusiattingnge Subdistrict for corn plantations, it is necessary to empower the government in a sustainable manner by conducting counseling and coaching, providing infrastructure and facilities, as well as monitoring and evaluation in collaboration with farming communities in order to create the lives of farming communities, especially superior and prosperous corn farmers.

Abstract

Clean water is water used for daily needs whose quality meets health requirements and can be drunk when it has been cooked. Clean water that is healthy and of good quality and continuously flowing is really needed by the community because it can improve the quality of people's lives. The purpose of this study is to determine the role of the government in providing clean water and the factors that influence the provision of clean water. This research uses a qualitative approach with descriptive research type. Data collection techniques were carried out through interviews, observation, and documentation methods. The data obtained were then analyzed through several stages, namely data reduction, data presentation, and conclusion drawing. The results obtained show that the Public Works Office as one of the local government instruments in providing clean water has role indicators, namely (1) planning activities in the field of clean water, (2) implementing activities in the field of clean water, (3) distributing tasks and controlling the implementation of activities in the field of clean water. From these indicators, it is found that the implementation of the role of the Public Works Office is still not optimal. This is based on the condition of the Untia Village area which is located in a coastal area so that the provision of clean water through the drilling system is still difficult to obtain clean water. Based on the analysis of primary and secondary data, the researcher identified several solutions that can encourage the success of clean water supply, namely providing clean water infrastructure in the form of tools or machines that can reduce underground salt levels for coastal areas, collaborating with clean water supply agencies, and making a master plan for clean water supply that is more planned and integrated.

Abstract

The Government's Role in Empowering UMKMs in Palopo City. UMKM activities cover almost all business fields so that the existence of UMKM is very important, especially for increasing income for low-income groups of people. This study aims to find out how the Government carries out its role as a facilitator, as a regulator, and as a catalyst on the 8 indicators mentioned in the Regional Regulations of the City of Palopo, especially in the development of UMKMs in the City of Palopo. The type of this research is qualitative research by explaining events that actually occurred in the field during this research. In this study there were 9 informants consisting of heads of cooperatives and SMEs, 1 head of the UMKM sector, 1 staff of the Cooperatives and UKM Office of Palopo City and several UMKM business actors. Data collection was carried out by direct field observations, interviews and documentation with informants. The results of this study indicate that the government's role in empowering UMKMs is carried out by the Office of Cooperatives and UKM and The City of Palopo in carrying out its role as a Facilitator, Regulator, and as a Catalyst has had a major influence in carrying out the empowerment given so that it can help UMKM actors to maintain and improve their business by providing access to financing and capital, promotion, coaching, mentoring training, and growing the business climate. by looking at the condition of UMKMs, especially micro-type businesses that have grown densely in various areas in Palopo City.

Abstract

Supervision of Village Fund management is an essential effort to establish transparent, accountable, effective, and corruption-free village governance. As the Government Internal Supervisory Apparatus (APIP), the Inspectorate plays a strategic role in ensuring that Village Fund management is carried out in accordance with applicable laws and regulations. This study aims to analyze the role of the Inspectorate in supervising Village Fund management in Bacu Village, Barebbo District, Bone Regency. The study employed a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation involving informants from the Bone Regency Inspectorate and the Bacu Village Government. Data were analyzed using descriptive qualitative techniques through data collection, reduction, presentation, and conclusion drawing. The findings indicate that the Inspectorate's supervision of Village Fund management has been implemented through several stages, including inspection, investigation, testing, supervision implementation, monitoring and evaluation, preparation of Audit Reports (Laporan Hasil Pemeriksaan), and supervision of Village Fund allocation. Overall, these supervisory activities have been carried out in accordance with applicable regulations and have contributed to improving the accountability of Village Fund management. However, several challenges remain, including limited supervision budgets, inadequate competency of village officials, incomplete supporting documents, and delays in the follow-up of audit findings. Therefore, strengthening human resource capacity, enhancing coordination between the Inspectorate and village governments, and optimizing supervisory mechanisms are necessary to support more effective and accountable Village Fund management.

Abstract

More optimal guidance and supervision in the management of village funds is an important agenda to carry out so that deviations and misuse can be avoided. The role of the Regional Inspectorate in supervising and guiding the management of Village Funds in Soppeng Regency is very important to ensure that the use of Village Funds is on target and can be accounted for. This research uses a qualitative descriptive research method. The data collection techniques used were observation, interviews and documentation. The research location was at the Inspectorate office in Soppeng district and samples were taken in three villages, namely Belo village, Mattabulu village and Rompegading village, Soppeng district. The research results show that the Regional Inspectorate has an important role in the development and supervision of village funds in Soppeng Regency. In coaching, the inspectorate functions as a facilitator who provides training and counseling, technical assistance, and follow-up on inspection results to village officials. Apart from that, the role of the Soppeng Regency Regional Inspectorate in carrying out supervision is through auditing and examining village financial reports as well as monitoring and evaluating the implementation of programs and activities funded by village funds. However, limited human resources and lack of APIP capacity are obstacles in providing optimal and comprehensive guidance and supervision of the management of the Soppeng Regency Village Fund. Apart from that, cooperation with related parties such as the Financial and Development Audit Agency (BPKP) and the Community and Village Empowerment Service (DPMD) needs to be increased to strengthen supervision and guidance so that village fund management can be transparent and accountable.
