Abstract

This research aims to determine the implementation attribute authority of the Subdistrict Head in the community empowerment activities in the Subdistrict Bontonompo of the Regency Gowa and the factors that influence. To achieve that goal, used method of research qualitative with parse the data is descriptive. The technique collection of the data by observation, interview, as well as document and archives by using technical analysis descriptive qualitative.The result of the research showed: First, impelementation attribute authorityof the Subdistrict Head in the implementation of government in the Subdistrict Bontonompo of the Regency Gowa can be said good enough and is based on the national legislation. But in the implementation there are indicators are not maximal yet, as like encourage public pastisipation in the Musrembang forum. Second, the factor that influence implementation attribute authority of the Subdistric Head in the Subdistrict Bontonompo of the Regency Gowa include the factor inhibiting and supporters. The factors inhibiting are limitedness budget and the lack of capabilities of human resources. The factors that be supporting are leadership of Subdistrict Head and Government policy

Abstract

Abstract: Batam is free trade zone (FTZ) prepared into the main door of freight traffic and international shipping to be a free port that can fulfill the vision and mission of Batam became the area manager's best investment destination in Asia Pacific. Problem of infrastructure, limited human capital, and licensing that has not been integated have become obstacles to make Batam as an international port and international hub port. The purpose of this study is to determine the management of Port of Batam City and port infrastructure development as a way to increase international based standard. The method used in this study is a qualitative method. Metode penelitian yang digunakan ialah metode kualitatif. Abstract

This paper will analyze the power of the nobles who had differences in the results of the executive and legislature in Bone regency. The argument that the authors have built is the persistence of aristocratic power in the executive, but declined in the legislature due to several things, one of which, the declining power of Golkar in the legislature. Although, basically remained in power Golkar executive evident during the Election Day since 2003 in the district Bone current period (2013-2018) the candidate regent and deputy regent who win elections have never stretcher parties other than Golkar. Golkar Party, the nobility, and Bone did have a close bond complex to be separated. Bone is a barn Golkar in South Sulawesi.

Abstract

Abstract: This paper tries to see the phenomenon of “politik aliran” in party politics in Bali. The key concept in the analysis of this paper begins from the understanding of the social cleavage on how the structure of society becomes the locus of the emergence of the party. After mapping the social locus where the social base of the party grows, attention will then be given to how the fundamental social conflict is manifested in the choices the party as a channel of interest. The research showed that the choice at the local level illustrates the pattern of choice at the national level, so that the configuration of local politics can be understood as a reflection of national politics. Issues and campaigns at the national level to influence the pattern of choice at the local level. Keywords:politikaliran, political party, social cleavage, voting behavior                                                                                           Abstrak: Tulisan ini berusaha melihat fenomena aliran dalam politik kepartaian dalam politik lokal di Bali.Konsep kunci dalam analisis tulisan ini berangkat dari pemahaman terhadap social cleavage atas bagaimana struktur masyarakat menjadi lokus kemunculan partai. Setelah memetakan lokus sosial masyarakat dimana basis sosial partai tumbuh, perhatian kemudian akan diberikan kepada bagaimana konflik sosial yang fundamental ini termanifestasi dalam pilihan-pilihan  partai sebagai penyalur kepentingan. Hasil penelitian ini menunjukkan bahwa pilihan di tingkat lokal menggambarkan pola pilihan di tingkat nasional, sehingga konfigurasi politik lokal dapat dipahami sebagai cermin dari politik nasional.Isu dan kampanye di tingkat nasional dapat memengaruhi pola pilihan ditingkat lokal. Kata kunci: politik aliran, partai politik, pembelahan sosial, perilaku memilih

Abstract

This study aims to describe and analyze how the performance of the Regional Income Agency in the management of local taxes in Barru regency and to analyze what factors affect the management of local taxes that do not reach the target and that exceed the target in Barru regency. The results show that the management of Local Taxes in Barru District has not been effective. It is shown that the target and realization of local tax revenues have not reached the target and some even exceed the target. The factors that cause it are: 1) Planning done by the Regional Revenue Board is less than maximum because so many other activities undertaken by the Regional Revenue Board. 2) Organizing undertaken by the Regional Revenue Board is not maximal because the number of personnel or tax officers owned is very limited. 3) In the stage of mobilization or implementation in tax management is also less than the maximum because some of the taxpayers do not want to pay taxes in accordance with the imposition of a predetermined tax. 4) Supervision conducted by the Regional Revenue Agency is not maximal due to the large number of taxpayers who must be supervised or controlled.

Abstract: This study aims to to know and to analyze the role of the city government makassar for reducing poverty of the program and know and analyze of factors affect the implementation of the pro­gram .Research methodology used is the method the qualitative study , which is a analysis who seek relations and the meaning of the data expressed in the form of statements , tafsiran-com­mentary on after obtain information from informants who selanjut based on the research done that has been done , the role of the city government makassar for reducing poverty basically have dilaksana-right by a work unit (skpd ) sample in research were department of social city Makassar. As for poverty reduction programs referred to are very poor empowerment program the assistance programs productive economic undertakings ( uep ) and assistance programs joint business group ( kube ). Then the being deficient in the implementation of the program ter-sebut that is a number of targets in indicators target which is not attainable fully .And in fact overall both these programs done relatively well.Keywords: proverty, joint economy enterprise, productive economic groupAbstrak: Penelitian ini bertujuan untuk mengetahui dan menganalisis peran pemerintah kota Makassar dalam pengentasan kemiskinan yang berupa program serta mengetahui dan menganalisis faktor yang mempengaruhi pelaksanaan program tersebut. Metode penelitian yang digunakan adalah metode penelitian kualitatif, yaitu suatu analisis yang berusaha mencari hubungan dan makna dari data yang dinyatakan dalam bentuk pernyataan-pernyataan, tafsiran-tafsiran setelah menggali informasi dari para informan yang selanjut Berdasarkan hasil penelitian yang telah dilakukan, peran pemerintah kota Makassar dalam pengentasan kemiskinan pada da­sarnya telah dilaksana-kan oleh Satuan Kerja Perangkat Daerah (SKPD) yang menjadi sampel dalam penelitian yaitu Dinas Sosial Kota Makassar. Adapun program pengentasan kemiskinan yang dimaksud adalah program pemberdayaan fakir miskin yakni program bantuan usaha ekonomi produktif (UEP) dan program bantuan kelompok usaha bersama (KUBE). Kemudian yang menjadi kekurangan dalam pelaksanaan program tersebut yaitu adanya beberapa target pada indikator sasaran yang tidak dicapai sepenuhnya. Namun secara keseluruhan kedua pro­gram ini telah terlaksana dengan cukup baik.Kata kunci: kemiskinan, usaha ekonomi bersama, kelompok ekonomi produktif

Abstract

This study aims to determine the relationship between government, private, and community partnership in the implementation of Corporate Social Responsibility (CSR) programs of PT. Vale Indonesia Education and Health field in East Luwu Regency as well as influential factors in it. The research method used is qualitative research by parsing data descriptively. Data collection technique is done by observation, interview, literature study, and documentation by using qualitative descriptive analysis technique. The results of this study indicate that partnerships built in the implementation of Corporate Social Responsibility (CSR) between the Government, Private and society especially in the field of education and health is not maximized. This can be seen from the communication between the two actors in the cooperation run harmoniously and lasted in two direction. However, such cooperation is not written into the Memorandum of Understanding (MoU), so partnership is false. The pattern of partnership that is built is certainly influenced by several factors that support or inhibit. Supporting factors include policies related to Corporate Social Responsibility (CSR), Government involvement, private, and community as actors in the management of CSR programs. Inhibiting factors include Communication and Related Coordination of CSR Program in the Education and Health Sector.

Abstract: This paper about poverty, Poverty is one of the major unresolved problems in Indonesian. Policy was limited and the government is failing to cope, so that no single point of certainty when it will be receding row of poverty. This study used a qualitative approach. The results showed the general implementation of the program in the district Raskin Tanete Riattang West Regency Bone has been going well, as for the problems that arise in the process of implementing the first. Raskin, appropriate list of the names of RTS-PM is not appropriate; secondly, the lack of coordination between the organizers implementation raskin distribution; third, the lack of government oversight authority over the process and the final distribution of Raskin lack of socialization natural order Raskin distribution program.Keywords: policy implementation, rice, poorAbstrak: Tulisan ini mengenai kemiskinan, Kemiskinan merupakan salah satu pernasalahan besar yang belum terselesaikan di Indonesia. Kebijakan pemerintahpun terasa terbatas dan gagal dalam menanggulanginya, sehingga tidak ada satu titik kepastian kapan akan surutnya deretan angka kemiskinan. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan secara umum implementasi program raskin di kecamatan Tanete Riattang Barat Kabupaten Bone sudah berjalan dengan baik, adapun permasalahan yang timbul dalam proses implementasi raskin yakni pertama, penepatan daftar nama-nama RTSPM yang tidak sesuai; kedua, kurangnya koordinasi antara pihak penyelenggara pelaksanaan distribusi raskin; ketiga, kurangnya pengawasan pemerintah yang berwenang terhadap proses penyaluran raskin dan yang terakhir kurangnya sosialisasi alam rangka program penyaluran raskinKata kunci: implementasi kebijakan, beras, miskin
