Abstract

Ideology as a basic process, globally leading to neoliberalism, ideological circle is the main thing to be reckoned with. The Unitary State of the Republic of Indonesia was founded with the spirit of Pancasila, which is based on the value of mutual cooperation. Therefore, this study aims to know and analyze the existence of neoliberalism in contextualization of good university governance (GUG) and also to know from the existence of neoliberalism in GUG at Hasanuddin University. This research uses a qualitative approach that puts emphasis on text and image data. Based on the research process, it can be concluded that the existence and measurement of neoliberalism in GUG at Hasanuddin University is evidenced through a process of higher education reform that encourages autonomy and manages non-APBN information sources, enabling access to universities to enter the market. Furthermore, the impact is greater than academic and non academic policies, efforts to increase environmental awareness, deregulation, commodification, through good university governance with participative, transparency, and accountability at Hasanuddin University.

Abstract

Abstract: This paper is about of local government in empowering coastal communities throughly empowerment programs that have been run in Polewali. Data accumulation methods is used in this study is the method of observation, documentation, and Interview. The results of research that has been done to prove that the role of the local Government in Coastal Community Empowerment through empowerment programs in Polewali been implemented in full in accordance with applicable regulations. Although there is a lack of coordination in the dissemination of this program. Helpful assistance fund to help financial problems (capital) and improving the productivity of fishermen.Keywords: empowerment, coast, fishermanAbstrak: Tulisan ini mengenai peran pemerintah daerah dalam memberdayakan masyarakat pesisir melalui program pemberdayaan yang telah dijalankan di Kecamatan Polewali. Metode pengumpulan data yang digunakan dalam penelitian ini adalah metode observasi, dokumentasi, dan wawancara. Hasil penelitian yang telah dilakukan membuktikan bahwa Peran Pemerintah Daerah dalam Pemberdayaan Masyarakat Pesisir melaui program pemberdayaan di Kecamatan Polewali telah dilaksanakan secara utuh sesuai dengan peraturan yang berlaku. Walaupun ada sedikit kurang koordinasi dalam sosialisasi program ini. Dana bantuan bermanfaat membantu masalah keuangan (permodalan) dan meningkatkan produktifitas nelayan.Kata kunci: pemberdayaan, pesisir, nelayan

Abstract

Abstract: This paper tries to see the phenomenon of “politik aliran” in party politics in Bali. The key concept in the analysis of this paper begins from the understanding of the social cleavage on how the structure of society becomes the locus of the emergence of the party. After mapping the social locus where the social base of the party grows, attention will then be given to how the fundamental social conflict is manifested in the choices the party as a channel of interest. The research showed that the choice at the local level illustrates the pattern of choice at the national level, so that the configuration of local politics can be understood as a reflection of national politics. Issues and campaigns at the national level to influence the pattern of choice at the local level. Keywords: politik aliran, political party, social cleavage, voting behavior           Abstrak: Tulisan ini berusaha melihat fenomena aliran dalam politik kepartaian dalam politik lokal di Bali.Konsep kunci dalam analisis tulisan ini berangkat dari pemahaman terhadap social cleavage atas bagaimana struktur masyarakat menjadi lokus kemunculan partai. Setelah memetakan lokus sosial masyarakat dimana basis sosial partai tumbuh, perhatian kemudian akan diberikan kepada bagaimana konflik sosial yang fundamental ini termanifestasi dalam pilihan-pilihan  partai sebagai penyalur kepentingan. Hasil penelitian ini menunjukkan bahwa pilihan di tingkat lokal menggambarkan pola pilihan di tingkat nasional, sehingga konfigurasi politik lokal dapat dipahami sebagai cermin dari politik nasional.Isu dan kampanye di tingkat nasional dapat memengaruhi pola pilihan ditingkat lokal. Kata kunci: politik aliran, partai politik, pembelahan sosial, perilaku memilih

Abstract

This study aims to determine and to analyze the effort of local government to overcome poverty in Maros regency and factors that influence it. To achieve the objectives the researcher using a method of qualitative research and exploring data descriptively. The data collecting technique was done through observation, in-depth interview, document and archieveby using qualitative analysis technique. The result study shows two things: first, the effort of local government to overcome poverty that conducted by Department of Social, Labor and Transmigration and Department of Cooperation, Industrial and Trading of Marod regency through the poverty overcoming program includes Expectancy Family Program (PKH), the Poor Empowerment Program (KUBE-FM) and Micro, Small, Medium-Sized Enterprise Empowerment Program. Second, in its implementation there are several factor that influence it, consist of supporting and inhibiting factor. The supporting factor is the presence of commitment between state and local government, good coordination inter actor who involved, the cooperation between related parties, the motivation of each members to participate in each activities, integrated organization structure and technological utilization. And the inhibiting factors is the lack of poor understanding about sanction if violate the obligation, restricted budget, the lack of human resources quality, the lack of relationship for each member, the lack of ability that owned by bussines actor and inadequate means and infrastructure.

Abstract

Abstract: This paper about the implementation of good governance and the factors that affect implementation of good governance in the public service in the District Panakkukang Makassar. The method used in this study is a qualitative and quantitative methods, otherwise known as mixed methods. Based on the results of research and data analysis conducted by researchers in the analysis Implementation of Good Governance in the Public Service in the District Panakkukang Makassar City goes well. It can be seen from the process of implementation in accordance with the principles of good governance which should be applied such as their participation in the activities program districts. Given any form of transparency is quite good and effective as provide information about the possible extent of public services through the paper leaflets and through media such as internet. Accountability given to the public is also quite good, although not yet realized its full potential, such as the lack of funds in various activities pelakanaan districts, the supreme law of the expected does not work effectively.Keywords: good governance, implementation, public serviceAbstrak: Tulisan ini mengenai implementasi good governance dan faktor-faktor yang mempengaruhi implementasi good governance dalam pelayanan publik di Kecamatan Panakkukang Kota Makassar. Metode yang digunakan peneliti dalam penelitian ini adalah metode kualitatif dan kuantitatif atau dikenal dengan sebutan mixed methods. Berdasarkan hasil penelitian dan analisis data yang dilakukan oleh peneliti, dalam analisis Implementasi Good Governance dalam Pelayanan Publik Di Kecamatan Panakkukang Kota Makassar berjalan dengan baik. Hal ini dapat dilihat dari proses pelaksanaannya yang sesuai dengan prinsip-prinsip good governance yang harus diterapkan seperti adanya partisipasi masyarakat dalam berbagai program kegiatan kecamatan. Bentuk transparansi yang diberikan pun cukup baik dan efektif seperti memberikan informasi seluas luasnya tentang pelayanan publik baik melalui selembaran kertas maupun melalui media seperti internet. Akuntabilitasi yang diberikan kepada masyarakat juga cukup baik meski belum terlaksana secara maksimal, seperti kurangnya dana yang dalam pelakanaan berbagai kegiatan kecamatan, supreme hukum yang diharapkan tidak berjalan secara efektif.Kata kunci: good governance, implementasi, pelayanan publik

Subdistrict of Pangkep Regency to see the management process of BUM Desa Mandiri so that it will generate the original income of the village along with factors influencing the management of BUM Desa Mandiri Desa Kassiloe. The research method used is qualitative research method by describing and explaining the result of research in written form. Data collection is done using literature study techniques, observation, interviews, and search data online. This research describes the management process of BUM Desa Mandiri consisting of management organization, capital, business activity, profit sharing and supervision. Abstract

Otonomi daerah sesudah lengsernya Suharto pada 21 Mei 1998  yang seiring dengan berhembusnya angin reformasi, diselenggarakan dengan mengacu kepada Undang-Undang (UU) Nomor 22 tahun 1999 tentang Pemerintahan Daerah. Dalam UU ini otonomi daerah ditempatkan secara utuh di Kabupaten/ Kota atas dasar otonomi luas, nyata dan bertanggung jawab, dan pada daerah otonom provinsi diselenggarakan atas dasar otonomi terbatas. Saat ini acuan yang digunakan adalah Undang-undang Nomor 32 tahun 2004 yang merupakan pengganti dari UU No.22 tahun 1999. epanjang sejarah penyeleng-garaan pemerintahan di Indonesia, otonomi daerah selalu menjadi masalah sentral yang diperdebatkan oleh berbagai kalangan. Ada era yang ditandai dengan pemberian otonomi yang seluas-luasnya dan ada era lain yang mencatumkan pemberian otonomi yang nyata, dinamis dan bertanggung jawab, namun dengan kecenderungan yang lebih mengarah pada pergeseran kuat menuju pengutamaan dekonsentrasi.

Abstract

Abstract: This paper aims to explain the efforts made by unions and employers' organizations in influencing policy Sleman minimum wages in 2013. The method used is a qualitative method. Data were collected through interview and document study. The results showed that in the effort to influence policy Sleman district minimum wage in 2013, the employers' organization represented Apindo not do a lot of advocacy action. Advocacy is only done through negotiations in the wage councils and lobbying session with the Labour union and the government outside wage session at the district level. Meanwhile, the Labour union did a lot of advocacy action maneuver that is negotiated at the district wage councils, KHL independent surveys, lobbying and hearings to the governor, provocations on the Internet, seminars and demonstrations. Moreover, the action of advocacy done by labor unions gain from the momentum that demand wage increases above one million for all districts in Yogyakarta and the new KHL standard-setting moment with more kinds of needs.Keywords: policy advocacy, the district minimum wage, public policyAbstrak: Tulisan ini bertujuan untuk menjelaskan upaya yang dilakukan oleh serikat pekerja dan organisasi pengusaha dalam mempengaruhi kebijakan penetapan upah minimum Kabupaten Sleman Tahun 2013. Metode yang digunakan adalah metode kualitatif. Data dikumpulkan melalui metode wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa dalam upaya mempengaruhi kebijakan upah minimum kabupaten sleman tahun 2013, organisasi pengusaha yang diwakili Apindo tidak banyak melakukan aksi advokasi. Advokasi hanya dilakukan melalui negosiasi dalam sidang dewan pengupahan dan lobbi dengan serikat pekerja dan pemerintah diluar sidang pengupahan di tingkat Kabupaten. Sementara itu, serikat pekerja melakukan banyak manuver aksi advokasi yaitu melakukan negosiasi di dewan pengupahan kabupaten, survei KHL independent, lobbi dan audiensi ke Gubernur, profokasi di Internet, seminar dan demonstrasi. Selain itu, aksi advokasi yang dilakukan oleh serikat pekerja mendapatkan keuntungan dari momentum yang tepat yaitu tuntutan kenaikan upah diatas satu juta untuk semua kabupaten di DIY dan moment penetapan standar KHL baru dengan jenis kebutuhan yang lebih banyak.Kata kunci: advokasi kebijakan, upah minimum kabupaten, kebijakan publik

Abstract

The result of the research showed: First, process management of ADD, include planning, implementation, structuring, reporting, and accountability. The management of ADD is done by go- vernment of the Village Abbatireng of the District Gilireng of the Regency Wajo has followed the rules of the technical have been set out in the legislation. But in the process of reporting is not optimal yet. This is evident from the reporting and accountability that has been delayed. For the prosess reporting realization the use of ADD is not appropriate with the existing schedule, so it causing delays liquefaction of fund for the next stage. And so it is with the accountability the use of the ADD so the society can not evaluate the result the work of the Government of the village and accountability to the Local Government is not exact time. Secondly, the factor that influence Management Allocation Of Fund OF The Village (ADD) in the Village Abbatireng of the District Gilireng of the Regency Wajo include the factor supporter and the factor inhibiting. The factor supporter is The  As for the factor be supporter that is participation society in terms of donate the lands to the Government of the village and facilities and infrastructure is adequate. But the factor inhibiting is human resources in terms officials government of village in the Village Abba- tireng average are hightschool cause the lack of knowlegde about management of ADD, directive of technical management of ADD every year is changing. It is cause the team of the activities of ADD have difficulties in the impelemtation their duty and communication  in terms society that is less able to express opinions in public.

Abstract

AbstractThis study aims to identify and analyze the strategic issues that arise in governance, rural de­velopment, fostering community, and community empowerment in addition to analyzing the implementation of the strategic issues in governance, rural development, fostering social and community development in the District Pitumpanua Wajo. The results showed that the issues that arise from RPJMDesa starategis, musrembang as well as priority issues by the community found a number of problems that the village inadequate infrastructures, especially rural roads, village information, sports infrastructure, and skills training for the community. Keywords: strategic issues, development, rural AbstrakPenelitian ini bertujuan untuk mengetahui dan menganalisis isu-isu strategis yang muncul da­lam penyelenggaraan pemerintahan, pembangunan desa, pembinaan kemasyarakatan, dan pemberdayaan masyarakat selain itu untuk menganalisis pelaksanaan isu-isu strategis dalam penyelenggaraan pemerintahan, pembangunan desa, pembinaan kemasyarakatan, dan pem­berdayaan masyarakat di Kecamatan Pitumpanua Kabupaten wajo.
