Abstract

The interpretation of identity politics as a source and political means in the implementation of the election is well recognized by the candidates for regional head. In the Local Election North Maluku  2013 identity politics occurs at the practical level that is used as a tool-manipulation tool to raise political power to achieve an interest. This study looks at how the mapping of identity politics ethnic and religious backgrounds that occurred in North Maluku election in 2013. This research uses qualitative research methods with the type of descriptive analysis research. This research data is obtained from interviews and articles related to research conducted. The results of this study indicate that in the election there is a mapping of identity politics based on ethnic and religious identity. Ethnic identity and religious identity become a tool for raising political power to each candidate of regional head, so that the candidate of the head of region only excels in ethnic or religious base areas.Keywords: Identity, political identity, ethnic idenitity, religion identity.

Abstract

This paper examined the experiences of children in conflict with the law (CICL) in the light of the lower-class-based theories of delinquency and labeling theory. Information on the current circumstances of the youth offender in the local context should prove useful as basis of concrete recommendations for policy decisions and courses of action for those concerned with children’s welfare. The same information are vital for agencies and stakeholders in the five pillars of the justice system such as the law enforcement, the prosecution, the court, the penal system and the community.The study focused on the Tipanoy Jail under the BJMP and the Pag-asa (Hope) Youth Centre, the detention and rehabilitation centre of Iligan City. The study covered a total of two semesters.The Lower-Class-Based Theory of Delinquency and the Labelling Theory provided the framework of this study.   These theories explicate why youth offenders seem dominant in the lower-class sector of the population and how devastating the effects of labelling on them as individuals.Data were gathered from a sample of 15 CICL and 15 non-CICL.  Key informants from the DSWD, PNP, BJMP, RTC as well as parents of CICL were also involved. Personal interview, questionnaire, FGDs and case studies were utilized in data collection In turn, these were analyzed qualitatively whenever necessary and applicable, frequencies and percentages were used and data were displayed in tables and graph. Recommendations were offered based on findings.The findings are as follows: theorized factors such as overcrowding, poor housing, house ownership and type of home (broken home) were found to have influenced the commission of crimes, while migration status, employment status of father and mother were found to have nothing to do with commission of crimes.

Abstract

This article addresses nongovernment organizations (NGOs) accountability, relationship with stakeholders, and what kind of mechanisms - tools or processes have NGOs put in place to ensure all types of accountabilities. The assumption in this study is that Palestinian NGOs, individually and collectively, are more accountable to their donors and to the Palestinian Authority to a lesser extent as NGOs need these two which are the only stakeholders with a real power to exercise on the NGOs and enforce their accountability requirements. The research argues that stakeholders’ power is therefore determining NGO accountability. The findings highlighted the failure of NGOs in meeting the most pressing needs of the public and the poor in particular. The upward-accountability also signals of the sector’s inability to consolidate its legitimacy or define an agenda or develop down-ward accountability. On top of that, political parties’ involvement in the non-profit organizations is another factor that has compounded the sector’s lack of public accountability, negative competitiveness, fragmentation, self-serving leadership, and exploitation as a substitute of political arena.  In NGOs’ opinion, the relationships to various stakeholders range from satisfactory to good especially where the PA, foreign donors, and political factions are concerned. The PA’s hostility towards NGOs stems from suspicion of their political or donor affiliations and NGOs critique of PA policies and performance. However, NGOs accountability flows towards two powerful external stakeholders, the donors and the PA. Consequently, the NGOs are more concerned with upward accountability than with down-ward ones such as to the general public and the non-profit sector as a whole.  Finally, NGOs accountability dilemma is both a cause and a result of low level of public participation in NGOs affairs due to public’s lack of trust and the general feeling that NGOs are distant, self-absorbed, and wasting foreign funds on activities lacking sufficient relevance to actual needs.This conclusion based on huge investigation, a combination of qualitative and quantitative methodologies, survey, interview, focus groups in the West Bank, gathering huge data to build a theory from the field.

Abstract

This study aims to determine the perception of the community on the implementation of Village Fund Allocation that is used for the Implementation of Village Governance, Village Development, empowerment of rural communities, and Community Activities. with the influence of moderation good governance. The purpose of village fund allocation in principle to improve the welfare and equity of village development through improving public services in the village, promoting the village economy, overcoming the inter-village development gap and strengthening the village community as the subject of development. This is in accordance with the substance of Village Law No. 6/2014 to grant greater autonomy to the village in order to become self-reliant. currently there are still many parties who do not understand the use of village funds. There needs to be an appropriate and understandable media for village community can see and know the village government has done in the use of the village budget. This study uses secondary data collected from village administration, while primary data is collected from Bantul village community. Data analysis used Structural Equation Modeling based variance with the help SmartPLS software. The results showed that the simultaneous administration of village funding for all programs has a positive and significant impact on the perception of the village community perception, while the program partially for each funding does not significantly affect. Good governance as an independent variable significantly influences the perceptions of village communities, but the role of  Governance for the implementation of each partial funding program has no significant effect on community village perception.

Abstract

Salah satu prinsip penting dari penyelenggaraan pelayanan publik adalah pelayanan bagi masyarakatnya, artinya pelayanan publik memuat prinsip-prinsip keadilan/equity dimana semua masyarakat berhak atas pelayanan publik yang sama tanpa adanya perlakukan diskriminatif. Pelayanan diberikan tanpa memandang status, pangkat, golongan dari semua masyarakat. Namun tidak dapat dipungkiri beberapa sektor pelayanan publik masih memberlakukan pembedaan pelayanan melalui penciptaan kelas, salah satunya adalah pelayanan di rumah sakit. Demi terwujudnya pelayanan prima dan memuat prinsip adil/equity RSUD Wates menerapkan inovasi baru yaitu pelayanan rawat inap tanpa kelas bagi keluarga miskin (Gakin). Adanya inovasi tanpa kelas bagi masyarakat miskin nantinya bisa menciptakan pelayanan yang memuat prinsip-prinsip keadilan/equity, sehingga masyarakat mendapatkan pelayanan public yang sama dan tidak ada kata diskriminatif terhadap pelayanan publik. Pelaksanaan rumah sakit tanpa kelas bagi masyarakat miskin relative berjalan dengan lancar, hal ini ditunjukkan dengan tidak adanya syarat yang menyulitkan pasien untuk mendaftarkan diri. Setiap masyarakat yang menggunakan kartu jaminan kesehatan berhak mendapatkan pelayanan yang sama dan tidak ada perbedaan. Hal inilah yang dilakukan di RSUD Wates dalam pelaksanaan pelayanan tanpa kelas bagi masyarakat miskin.

Abstract
