Abstract

Smoking results in the emergence of diseases with a risk of 2 up to 4 times as much as coronary heart disease and has a higher risk of lung cancer and another non-contagious disease. There is a higher percentage as much 21.2% for population aged ? 10 years who smoke every day in the Special Region of Yogyakarta. The policy of the smoke-free areas at school is regulated by Bantul Regent Regulation No. 18, 2016. The purpose of this research is to find out the aspects of communication, resources, disposition, and bureaucratic structure in policy implementation. The study was conducted at MAN 3 Bantul using descriptive qualitative methods through interviews and observations. Validity checking is carried out by the triangulation method. The results showed that the implementation of the policy of smoke-free areas in schools had not been the provisions. The communication process by doing the installation of a smoking ban sign and conducting socialization, but it has not involved the authorities yet. In implementing the policy, it is not supported by adequate resources and the commitment of the leaders by establishing policies and SPOs. The support in the aspect of communication in the form of posters for smoking restrictions and dispositions in the form of reprimand sanctions. While the inhibiting factors in the aspect of communication in the form of policy rules, resources in the form of teams, the budget disposition in the form of lack of awareness, reluctance to reprimand, and bureaucratic structure in the form of SPO also did not yet exist for smokers at schools.

Abstract

For the regions that have tobacco farming, the tobacco has economic potential for them. It means that the better the productivity of tobacco farming, the better the regional economy will be. The government has, therefore, set up the Revenue Sharing Fund of Tobacco Products Excise scheme to drive tobacco agricultural productivity in every area that produces tobacco. This study uses an econometric approach to examine the effect of DBHCHT on the regional economy, both aggregate and sectoral in Rembang Regency. Rembang Regency is known as one of the tobacco producers in Central Java. The economic sectors analyzed are the agriculture, industry, and health sectors. The results show that DBHCHT has a positive effect, both aggregate and sectoral, with varying degrees of magnitude. Further collaborations on these results are entirely presented in this article.

Abstract

This research uses descriptive qualitative, by describing in detail the process of implementing policies related to the formulation of youth development policies. This research was conducted based on the Edward III policy implementation model, where Edward III assessed implementation policy with four variables in public policy namely Communication, Resources, dispositions or attitudes, and bureaucratic structure. It can be denied that the Medan Municipality Youth and Sports Agency has not yet implemented Law No. 40 of 2009 concerning optimal youth, especially in terms of giving attention to youth organizations in developing and empowering youth in their communities. This study also found Law No. 40 of 2009 concerning Youth has not yet got a place in the Department of Youth and Sports (Dispora) Medan as a leading and strategic leader, in the development of youth development in Medan. This causes youth development by the Medan City Youth and Sports Agency to proceed slowly in directing youth development policies to realize Medan City to be a City of Youth where is youth development one of the priority programs of the Ministry of Youth and Sports in improving the quality of youth standardization throughout Indonesia.

Abstract

The rise of corruption cases in Indonesia at this time every year is always increasing, this causes the community to feel uneasy with corruptors who are still rampant everywhere. The percentage and network of corruption Edy of the supreme court judge?s Decision no.23 /Pid.Sus-TPK/2019/Pn Mks is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Edy corruption case in the supreme court?s decision no.23/Pid.Sus-TPK/ 2019/Pn Mks. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the supreme court decision no.23/Pid.Sus-TPK/2019/Pn Mks and previous research relating to the corruption of edy. the results of this discussion the conclusions that the author can take from the presentation of the analysis above are based on the decision of the supreme court no.23 / Pid.Sus-TPK/2019/Pn Mks analyzed with nvivo12 Plus in general from the four processes above can be seen corporate 44%, Government 52%.

Abstract

After the political transition of Myanmar in 2011, China?s engagement strategy toward Myanmar has led the changes from the state-to-state relations into the multi-layered relations. At the same time, Myanmar?s foreign policy has also challenged Beijing?s economic and political interests in Myanmar in terms of the Myit-Sone Dam suspension by Myanmar?s first reform government. Later, the Aung San Suu Kyi?s government looks more closely with the PRC under the framework of the Belt and Road Initiative. In this sense, it could be interesting to find Myanmar?s policy on China?s engagement and China?s responses to Myanmar?s development. Moreover, Myanmar has agreed to the China-Myanmar Economic Corridor (CMEC) which is a strategically important economic corridor under the umbrella of China?s Belt and Road Initiative (BRI). Among various China?s BRI projects in Myanmar, every case has a different characteristic, pattern, and situation, in terms of the different fundamental interaction relations among the state, market, and society. It means that China?s interest in Myanmar is a complicated and complex situation during Myanmar?s new political order. In this sense, the China-Myanmar bilateral relations have the multidimensional factors and it was shaped by the diverse state-holders? interaction. Therefore, this paper will seek the China-Myanmar bilateral relations from the political economy perspective. At last, this paper will argue that the changing relations among state-market-society in Myanmar will play a crucial role in China-Myanmar bilateral relations by using the two-level game theory.

Abstract

The purpose of this study was to examine the effect of leadership style and compensation on work motivation and its implications for the performance of the staff of the Merangin Regency Secretariat, Jambi, Indonesia. Research on 245 respondents from the Merangin Regency Secretariat staff, Jambi, Indonesia. The research method uses descriptive research and survey methods. The analysis model uses SEM (Structural Equation Modeling) analysis. The results showed: (1) There was a positive and significant influence of leadership style on work motivation, (2) There was a positive and significant effect of compensation on work motivation, (3) There was a positive and significant influence of leadership style on employee performance. (4) There is no effect of compensation on employee performance, (5) There is a positive and significant effect of work motivation on employee performance. From the results of the analysis of direct and indirect effects, motivation in this study is an intervening variable. The work motivation variable is intervening, especially for the compensation variable. It is recommended to the Merangin Regency Secretariat, Jambi, to improve employee performance, it is necessary to pay attention to the variables of leadership style, compensation, and work motivation.

Abstract

This study will analyze the readiness of the Yogyakarta City Government in Jogja Smart Service services. This study will use the E-Readiness approach to measure government preparedness. The four indicators of the E-Readiness model are Policy, infrastructure, financial resources, and human resources. This research uses a qualitative approach. The findings show the Yogyakarta City Information and Bath Communication Office is ready in the implementation process in developing the concept of the smart city through the Jogja Smart service application. Policy readiness can be seen from the availability of the legal basis stated in Yogyakarta Mayor Regulation No. 15 of 2015 concerning e-Government and the decision of the mayor of Yogyakarta number 373 regarding the application of Jogja smart services related to the position, duties, and functions of technical managers. From the aspect of the development of Jogja Smart Service application infrastructure, it is ready to implement the application of Jogja smart service. It is intended that the infrastructure has been available from previous years. Overall readiness of musty budget resources can be seen from a very significant budget allocation from year to year where the application of these funds comes from the budget, and there is no allocation of funds from the private sector. If viewed from the aspect of internal human resources, there is still a lack of human resources in the field of programmers so that the government cooperates with programmers in developing Jogja Smart Service applications.
