Abstract

The poor representation of women in nearly each policy-making facet of life is a universal matter. In the entire world, women are represented in government in poor ratio to their entire populace. A component of representative democracy is that irrespective of gender, all people have equal prospects to partake in the political arena. In elective points, better representation of women of power is a matter of fairness and parity. Yet, representation of women in many parliaments is often limited. Democracy cannot embellish without a rational representation of women in the parliament, which is the most influential organization of democratic states. The analytical structure of this study undertakes that the presence of women in parliament does not inevitably turn into the functional picture rather it is a result of organizational, sociological and institutional facets. This has failed to make an effective impact on the representation of women in Parliament in a particular political situation. Therefore, the issues that impede or enable women’s representation in elective points differ with the issue of socioeconomic progress, culture and the form of political arrangement. The author has taken a modest endeavor to disclose about the significant matters linked to women’s poor representation in Bangladesh Parliament.

Abstract

This paper examined the experiences of children in conflict with the law (CICL) in the light of the lower-class-based theories of delinquency and labeling theory. Information on the current circumstances of the youth offender in the local context should prove useful as basis of concrete recommendations for policy decisions and courses of action for those concerned with children’s welfare. The same information are vital for agencies and stakeholders in the five pillars of the justice system such as the law enforcement, the prosecution, the court, the penal system and the community. The study focused on the Tipanoy Jail under the BJMP and the Pag-asa (Hope) Youth Centre, the detention and rehabilitation centre of Iligan City. The study covered a total of two semesters. The Lower-Class-Based Theory of Delinquency and the Labelling Theory provided the framework of this study.   These theories explicate why youth offenders seem dominant in the lower-class sector of the population and how devastating the effects of labelling on them as individuals.Data were gathered from a sample of 15 CICL and 15 non-CICL.  Key informants from the DSWD, PNP, BJMP, RTC as well as parents of CICL were also involved. Personal interview, questionnaire, FGDs and case studies were utilized in data collection In turn, these were analyzed qualitatively whenever necessary and applicable, frequencies and percentages were used and data were displayed in tables and graph. Recommendations were offered based on findings. The findings are as follows: theorized factors such as overcrowding, poor housing, house ownership and type of home (broken home) were found to have influenced the commission of crimes, while migration status, employment status of father and mother were found to have nothing to do with commission of crimes.

Abstract

The level of welfare of persons with disabilities is still relatively low. This is partly due to limited access to employment opportunities. Special Region of Yogyakarta through Regional Regulation Number 4 of 2012 has made serious efforts to protect and fulfill the rights of persons with disabilities, particularly in the field of work. However, the employment of persons with disabilities in the formal sector is still low. Evidently, the results of monitoring the Special Region of Yogyakarta’s Manpower and Transmigration Office in 2016, only 24 of 325 companies that have employed persons with disabilities. Therefore, this study aims to examine the Yogyakarta Special Region government program in facilitating employment opportunities for persons with disabilities. Special Region of Yogyakarta’s Social Service through the activities of the Mobile Social Services Unit; providing motivation and strengthening social mentality; skills guidance; Training in Loka Bina Karya; Job Learning Practices; and some capital activities have been carried out to prepare workers with disabilities. However, skills training is considered to be traditional in nature and only trains basic-level abilities. Thus, the competencies of persons with disabilities do not match the qualifications required by the company. In addition, the unavailability of accessibility is also the reason companies have not employed workers with disabilities. Furthermore, the Department of Manpower and Transmigration Special Region of Yogyakarta conducts disability-friendly labor market activities in collaboration with non-governmental organizations to increase employment opportunities for persons with disabilities. Promoting and giving rewards to companies is also carried out to encourage the absorption of workers with disabilities in the formal sector. However, there are still many companies/agencies that have not employed persons with disabilities in accordance with the mandate of Law Number 8 of 2016.
