Abstract

This study analyzes Indonesia’s accession process to the Organization for Economic Co-operation and Development (OECD) by focusing on institutional capacity and governance transformation. Existing studies on OECD accession largely emphasize economic benefits such as investment inflows and growth acceleration, while limited attention has been given to the institutional readiness and governance capacity of acceding countries, particularly in the Global South. Addressing this gap, this research offers a novel institutional perspective by examining how Indonesia’s bureaucratic capacity, regulatory coherence, and coordination mechanisms shape the effectiveness of accession. This study employs a qualitative case study approach using thematic analysis of official OECD documents, national policy reports, and academic literature. The analytical framework integrates neo-institutionalism with governance capacity indicators to assess reform dynamics. The findings reveal that while OECD accession provides a structured pathway for regulatory harmonization, its success is highly contingent upon institutional capacity, inter-agency coordination, and policy sequencing. Weak administrative capacity risks producing “formal compliance” without effective implementation. This study contributes theoretically by extending neo-institutionalism analysis into accession processes in emerging economies, and practically by proposing an institutional reform roadmap emphasizing coordination mechanisms, monitoring systems, and adaptive governance strategies. The findings suggest that OECD accession should be positioned not merely as an economic strategy but as a long-term institutional transformation agenda.

Abstract

Indonesia possesses abundant marine resources and has increasingly promoted the blue economy as a key pillar of sustainable development. At the same time, ASEAN economic integration has created broader opportunities for intra-regional trade, including the expansion of Indonesia’s maritime exports to the Philippines, one of the most promising markets in Southeast Asia. This study aims to analyze the implementation of Indonesia’s blue economy policy in strengthening maritime product exports to the Philippines within the framework of ASEAN economic integration. The research employs a qualitative approach through literature review and document analysis of government policies, trade reports, publications from international organizations, and relevant academic literature. The findings indicate that the implementation of the blue economy contributes to enhancing the competitiveness of maritime products through sustainable marine resource management, downstream industry development, and value-added processing of fisheries and marine commodities. Furthermore, ASEAN economic integration provides opportunities through improved trade connectivity, regulatory harmonization, and the development of regional supply chains that facilitate Indonesia’s access to the Philippine market. Nevertheless, several challenges remain, including non-tariff barriers, increasingly stringent sustainability standards, and limitations in maritime logistics infrastructure. The study concludes that the synergy between Indonesia’s blue economy policy and ASEAN economic integration can serve as an effective strategy for strengthening maritime exports to the Philippines while simultaneously promoting sustainable economic development.

Abstract

Kewirausahaan merupakan salah satu kompetensi penting yang perlu dimiliki mahasiswa untuk meningkatkan kemandirian ekonomi dan kemampuan menciptakan peluang usaha. Namun disisi lain, banyak pelaku usaha pemula yang masih berfokus pada aspek penjualan tanpa memahami pentingnya profesionalisme dan pelayanan prima sebagai faktor keberhasilan usaha jangka panjang. Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan literasi kewirausahaan mahasiswa wirausaha FISIP Universitas Lampung. Metode pelaksanaan dilakukan melalui pemaparan materi, diskusi interaktif, studi kasus dan evaluasi menggunakan instrumen kueisoner pre-post test. Kegiatan diikuti oleh 34 peserta mahasiswa dengan hasil evaluasi menunjukkan rata – rata tingkat ketepatan jawaban peserta mencapai 97,65%, dengan 88,24% peserta memperoleh skor sempurna. Sebanyak 79,4% peserta menyatakan memahami konsep kewirausahaan dan 97,1% menunjukkan minat tinggi untuk berwirausaha. Data tersebut menunjukkan bahwa pelatihan mampu meningkatkan pemahaman peserta mengenai pentingnya integritas, kepercayaan dan pelayanan prima sebagai fondasi keberlanjutan usaha. Kegiatan ini diharapkan mampu mendukung pengembangan ekosistem kewirausahaan mahasiswa yang lebih berdaya saing serta berkelanjutan.
