Abstract

This study was based on the low economic condition of small-scale fishermen community in Padang. Ministry of Marine Affairs and Fisheries launched an empowerment of fishermen community through Rural Fisheries Business Development program (PUMP) implemented by the Marine and Fisheries Office of Padang City. The purpose of this research was to see the results of the empowerment strategy toward fishermen community in Padang through Rural Fisheries Business Development Program (PUMP). This research used qualitative by using descriptive method, informant determined by Purposive Sampling. The type of data consisted of primary and secondary data. Data were collected through observation, interview, and documentation study. Data collection tools included interview guides, observation guides, and field notes. Data validity test utilized source triangulation. Data analysis used SWOT analysis through data processing, data analysis, data reduction, and conclusion.

Abstract

High quality public services are a key indicator of effective government performance. In this context, the role of employees as the frontline executors of public service delivery is crucial in determining public satisfaction and trust toward public institutions. This study aims to explore the contribution of employees in enhancing public service quality through a literature review approach. Data were collected from various scholarly sources, including journals, books, and research reports related to public service and human resource management in the public sector. The findings indicate that the quality of public services is significantly influenced by several employee-related factors, such as competence, work ethics, integrity, innovation, and adaptability to technology and evolving public needs. Furthermore, organizational culture and leadership style also play a supportive role in reinforcing employees' contributions to excellent service delivery. This study emphasizes the importance of strengthening employee capacity through continuous training, performance evaluation, and the creation of a work environment that promotes accountability and professionalism.

Abstract

This study examines the dynamics of Data Driven Policy implementation in Indonesia, which faces a disconnect between the ambitions of digital regulation and the reality of execution on the ground. Using a qualitative approach with the Three Lenses of Evidence-Based Policy analysis framework (Head, 2008), this study examines the interaction between scientific evidence, political considerations, and professional practices in government data governance. The results show that although legal infrastructure such as Satu Data Indonesia (SDI) has been established, its effectiveness is hampered by structural barriers: the dominance of sectoral egos and a culture of intuitive decision-making (political lens), as well as a mix of digital talent and resistance from a paternalistic bureaucratic culture (practical lens). These findings confirm that data fragmentation and cybersecurity incidents are not simply technical failures, but rather systemic governance failures. Therefore, this study recommends a “soft reform” strategy that integrates the enforcement of technical standards, budget incentive mechanisms, and digital leadership transformation to align data validity with the political realities of the bureaucracy.

Abstract

Organizational Citizenship Behavior (OCB) plays a vital role in enhancing the quality of public services, productivity, and organizational effectiveness among State Civil Apparatus (ASN), as it supports the effective execution of duties and may extend beyond formally assigned job responsibilities. OCB contributes to the development of a harmonious work environment, strengthens employee engagement, enhances teamwork, and serves as an internal control mechanism that reduces the potential for fraudulent behavior within organizations. Accordingly, this study aims to examine the effects of leadership, work commitment, and discipline on OCB at the Regional Secretariat of Mandailing Natal Regency. This research employed a quantitative approach using a path analysis model to assess the relationships between independent variables and the dependent variable. Research were collected through observations, interviews, and questionnaires administered to employees of the Regional Secretariat of Mandailing Natal Regency. To ensure comprehensive results, a saturated sampling technique was utilized, encompassing the entire population of 83 employees. The results indicate that, simultaneously, the examined variables have a positive and significant effect on OCB; however, partial analysis reveals no significant individual effect on OCB. These findings suggest that other factors may influence the relationships between the independent variables and OCB.

Abstract

This study investigates the effect of service quality on community satisfaction in motor vehicle testing services at the Department of Transportation of Bukittinggi City. Despite the increasing demand for public services, empirical evidence on how multidimensional service quality influences user satisfaction in the context of mandatory vehicle testing remains limited, particularly in local government settings. This research addresses this gap by employing a quantitative explanatory design, conceptualizing service quality through five dimensions: tangible, reliability, responsiveness, assurance, and empathy. Data were collected from 100 service users using a structured and validated questionnaire and analyzed through multiple linear regression. The findings reveal that all dimensions of service quality have a positive and statistically significant effect on community satisfaction, both partially and simultaneously. The model explains 76.8% of the variance in community satisfaction (R² = 0.768), indicating strong explanatory power. Among the dimensions, responsiveness emerges as the most influential factor, highlighting the critical role of prompt and adaptive service delivery in shaping user perceptions. This study contributes to the public service literature by providing empirical evidence on the relative importance of service quality dimensions in a regulatory service context. Practically, the findings suggest that improving responsiveness and reliability should be prioritized to enhance service effectiveness and sustain public trust.
