Abstract

Illicit drug trafficking is an example of Transnational Organized Crime. The location,geographical conditions and high demand of illegal drugs have made Indonesia highlyvulnerable towards a member of drug crime activities. Iran is the second largest country thatsmuggles drugs of Shabu to Indonesia. In tackling illicit drug trafficking from Iran toIndonesia, the National Narcotics Board (BNN) initiating cooperation with United NationsOffice on Drug and Crime (UNODC). Descriptive Analytic approach is used to explain theform and result of BNN and UNODC cooperation. The result of this research shows that eventhough supports have been given to BNN, the issue has not been succesfully tackled. UNODCand BNN need to improve efforts in combating illicit drug trafficking to keep Indonesiasecured and prosper.

Abstract

Maritime piracy and armed robbery against ship remains important issue due to its nature as athreat to international security, inflicting impacts beyond national borders. Pirate attacks inSouth China Sea is not only disrupting regional security, but also alarms claimant statesaround the sea border. ReCAAP is an agreement signed by 14 countries on 11 November2004. To this date, 20 countries had joined ReCAAP to combat piracy and armed robbery inAsia. The main objective of this research is to analyse piracy and armed robbery against shipactivities in South China Sea in 2009-2014 and also ReCAAP implementation in combatingSouth China Sea piracy and armed robbery against ship in 2009-2014. This explanativeresearch attempts to explain piracy and armed robbery against ship activities and also to giveexamples of ReCAAP implementation in South China Sea. By using neoliberalism paradigm,this research finds that this cooperation which is based on absolute gains and common interestwas implemented through three pillars, that is Information Sharing Center (ISC), CapacityBuilding, and Cooperative Arrangements. Focal Point is the main mechanism in thiscooperation.

Abstract

In the era of globalization, trade liberalization characterized by problems of counterfeitgoods. Definition of counterfeiting according to the International Trademark Association isa practice of manufacturing goods which are low in quality, and sold under a famous brand,without having a license, and without supervision of a brand and patent owner of the goods.Counterfeit goods activity is not only on the production process, but also on the stage ofdistribution, and import-export process. Counterfeiting is closely related to IPR theft andbecame a global problem. Therefore, the United States as the country with the biggest IPRbasedindustries in the world, it is necessary to eradicate the source of counterfeit goodsfrom China. This study was conducted to measure the effectiveness of the efforts made bythe United States, so it can be a guide to the establishment of policies and strategies forachieve the desired results. In this research, the authors encountered several limitationsrelated to operating results, the result of criminal cases, as well as the lack ofunderstanding of U.S. citizen related to counterfeit goods. This type of research isqualitative descriptive study, in which the analysis is done by collecting data throughlibrary research by using books, journals, government documents, and other writtensources. Comprehension of this research was formed by theory of neo-realism and theoryof effectiveness by William N. Dunn. Thus it is capable to explain the limitations of theresults that have been done by the United States.

Abstract

9/11 Attack in the United States led to the international community alert to the threat ofterrorism. A year later, the first Bali bombing incident occurred in 2002 with the victim asmuch as 202 people from 22 countries, including 88 victims are Australians. It’s triggered thegovernments of Indonesia and Australia to cooperate on counter-terrorism. This researchintends to analyze 13 years of cooperation between the two governments under three differentpresidents of the Republic of Indonesia from the year 2002 to 2015. The framework used wasthe liberalism theory in international relations with international cooperation as the concept.This type of research is descriptive with qualitative data analysis techniques through datacollection from literature and documentation. This study found that the development ofcounter-terrorism cooperation between Indonesia and Australia are affected by the situation ofnational and international security, foreign policy, the background of each president, and thenational identity. The cooperation that has existed for the past 13 years show no significantdevelopment other than the establishment of JCLEC in 2004, so it’s necessary to form a new anew cooperation that is more preventive against the threat of terrorism in the future.

Abstract

The Philippines has become a source, transit, and destination of all forms of humantrafficking, especially for sexual exploitation or known as sex trafficking. In handling thecases, Philippines is cooperated with Indonesia and Malaysia where both of them have adirect border with the Philippines. This study aimed to analyze the shape and result ofcooperation between Philippines, Indonesia, and Malaysia in handling sex trafficking casesin the year 2006-2014. In analyzing the cooperation, this study using the theory ofneoliberal institutionalism and also using qualitative method with descriptive typeanalyticaltechniques is through interviews, and literature. In this study it can be seen thatthe cooperation conducted by Philippines with Indonesia and Malaysia have a considerableimpact in the process of handling of trafficking problem in the Philippines. Thecooperation among the three countries had increased vigilance of security in the borderregion and the country gave rise to the role of civil society and non-governmentalorganizations in helping to maximize the business. Through the Trafficking In PersonsReport, the Philippines became the only country in Southeast Asia that has the highestranked in meeting the minimum standards for the elimination of trafficking.

Abstract

The trade and production of illegal drugs such as Cocaine in Colombia have given directimpact which threatening the security of United States' homeland, it's proved from the factthat 90% of Colombian's cocaine entered U.S domestic market. As country that has beenlong-identified as anti-drugs state, United States were responsible for securing its landfrom the threat of illegal drugs both in domestic and regional scope. Thus, U.S has beenproviding assistance namely Plan Colombia to fight the trade and production of Cocaine inColombia for six years. During the implementation of Plan Colombia, U.S faced thefrightening event of 9/11 which shifted the policy from War on Drugs to War on Terror.This research aimed to analyze the impact of U.S shifted policy toward drug's traffickingand production in Colombia. Identity concept of Constructivist theory of InternationalRelations used as research framework. The research conducted in explanative type usingqualitative data technic through library data collection. The result of this researching wouldshow the impact given from U.S shifted policy towards trade and production of drugs inColombia.

Abstract

This research aims to describe Indonesia and South Korea policies in tackling overstayedIndonesian migrant workers in South Korea. Both countries have signed MoU on theSending Indonesian Workers to the Republic of Korea under Employment Permit Systemsince 2004. Indonesia and South Korea implement several policies through either bilateralpolicy and unilateral policy to resolve the problem. This research uses qualitative as amethod and neoliberalism as a theory to explain policies that released by Indonesia andSouth Korea. Those policies should be maximizing both parties absolute gain as mentionedin the neoliberalism theory. Indonesia had released four main policies. South Koreapolicies stand for general term of overstayed foreign worker. As conclusion, the policiesneed a strong supervision on their implementation for efficiency increment.

Abstract

This research has the focus point on the explanation of transnational crime named honourkilling did by Pakistani immigrants in United Kingdom. Honour killing happens due topatriarchy community who has a culture of honour and shame that discriminate women inorder to be responsible to maintain the honour in the family. This issue has been advocated byKarma Nirvana as a social movement organization which eventually impacted in the creationof United Kingdom government policy to mitigate the problem. The aim of this research is toanswer the question on what are the factors that affect social movement of Karma Nirvanatowards United Kingdom government policy on mitigating honour killing in Pakistan during2003 to 2015. In order to answer that, researcher uses the approach of liberal feminism andresource mobilization theory. The method used for this research is qualitative withexplanative type and data collected by interview and literature review. The result of thisresearch has proven that the factor affected social movement of Karma Nirvana towardsUnited Kingdom government policy are the utilization of resource in the form of formalorganization and the use of honour killing and forced marriage issues which are in line withthe priority of United Kingdom government.

Abstract

The arrival of boat people from Vietnam, Sri Lanka, and the Middle East to Australia sincethe 1970s marked the beginning of an irregular arrival in that country. Irregular arrival toAustralia in fact has an important influence for political and economic condition. In aneffort to respond these issues, the Australian government under the leadership of PrimeMinister Tony Abbott issued a policy named Operation Sovereign Borders (OSB). Themain key of the policy will be carried out by intercepting the entire Irregular MaritimeArrival (IMA) and combating the practice of people smuggling. The purpose of thisresearch is to describe the implementation of the principle of non-refoulement in theOSB’s policies that run during the reign of PM Abbott. This research showed thatAustralia had violated the principle of non-refoulement in the implementation of the policy.Australia is also suspected of committing violations of human rights of refugees andasylum seekers. While other impacts arising from the implementation of OSB’s policies isthe emergence of political tensions between Australia and Indonesia.

Abstract

Afghanistan is an area where narcoterrism is happening. In there, Taliban helped to launchthe process of opium production and trade it to the international world and makeAfghanistan as a contributor to the world's largest opium. By using the theory of liberalisminstitutional, the researcher trying to analize UNODC’s effort to combat narcotic and howterrorism group get involved in that issuse. The purpose of this study is to determine thegrowth of opium situation in Afghanistan as well as the intervention of the Taliban, andthe efforts of UNODC to overcome this problem in the period of 2011-2014. The resultsshowed that in UNODC’s effort, they found several obstacles as well as the reality thatshows the increasing amount of opium production program despite all the efforts they didto implements their country programme.
