Abstract

One of the positive impacts of regional autonomy is the change in the government system from a centralized system to a decentralized system. Decentralization in regional autonomy means that there is a delegation of authority from the central government to regional governments. The delegation of authority means the granting of authority and flexibility to the regions to manage and utilize regional resources optimally. Although the emphasis on autonomy is placed at the Regency/City level, in essence, independence must start from the lowest level of government, namely the Village. Because government starts from the village, as a follow-up to the provisions contained in Law Number 23 of 2014 concerning Regional Government, Law Number 6 of 2014 concerning Villages was issued. Article 1 of Law Number 6 of 214 concerning Villages states that: "The village is a legal community unit that has territorial boundaries that are authorized to regulate and manage government affairs, the interests of the local community based on community initiatives, origin rights, and/or rights. recognized and respected in the system of government of the Unitary State of the Republic of Indonesia. The research objectives are: To analyze the Village Financial Management strategy in 2 villages namely Stungkep Lingsar Village and Mendana Raya Village, Keruak District, East Lombok Regency, for the 2015-2018 fiscal year. The research method used is a qualitative research method, while the results of the research are as follows: There is a very clear difference between financial management in Setungkep Lingsar Village and financial management in Mendana Raya Village. Village financial management in Setungkep Lingsar Village, starting from the planning, implementation, administration, reporting and accountability processes have been going well and correctly in accordance with applicable regulations, while village financial management in Mendana Raya Village, in terms of activities related to Planning, Management Business, Reporting and Accountability have been carried out properly and correctly in accordance with applicable regulations, especially the provisions in Permendagri Number 113 of 2014 concerning Village Financial Management, only in terms of carrying out activities that deviate from existing provisions, where the transfer of funds to build and or finance other activities that are considered urgent and have not been listed in the APBDesa, not accompanied by changes in the APBDesa. Suggestion, the East Lombok Regency Government and the Village Head and related agencies to provide in-depth understanding to village government officials either through education education and training as well as through courses related to village financial management

Abstract

Landslides represent a major disaster risk in many regions of Indonesia, requiring effective disaster prevention management at the local government level. This study aims to examine disaster prevention management for landslide risk reduction in Purbalingga Regency, Central Java, Indonesia, using George R. Terry’s management framework as an analytical lens. A qualitative descriptive approach was employed, with data collected through in-depth interviews, field observations, and document analysis involving local government officials and community representatives in landslide-prone areas. The findings indicate that disaster prevention management has been implemented through planning, organizing, actuating, and controlling functions. Planning activities include hazard identification and risk mapping, while organizing focuses on institutional coordination led by the Regional Disaster Management Agency. Actuating is reflected in community awareness programs and preventive actions, although community participation remains uneven. Controlling functions are primarily administrative, with limited outcome-based evaluation. The discussion reveals that while the basic structure of disaster prevention management exists, its effectiveness is constrained by limited institutional capacity, resource availability, and weak monitoring mechanisms. This study contributes to disaster governance literature by demonstrating the applicability of classical management theory to disaster prevention in a local government context. The findings provide practical insights for strengthening managerial capacity and improving landslide risk reduction strategies in disaster-prone regions of developing countries.

Abstract

This study aims to analyze civil servants’ readiness in facing the implementation of artificial intelligence in local government bureaucracy. The study focuses on civil servants’ capacity, digital literacy, technological competence, organizational culture, and bureaucratic resistance to AI-based transformation. This research uses a qualitative method with an exploratory-descriptive approach and conceptual framework development. Data were collected from secondary and documentary sources, including recent peer-reviewed journal articles, policy documents, institutional reports, regulatory materials, and scholarly works related to AI adoption, digital transformation, civil-service competence, public-sector innovation, organizational culture, and bureaucratic resistance. The data were analyzed using thematic analysis by classifying findings into digital literacy, technological competence, organizational culture, leadership support, bureaucratic resistance, ethical awareness, and institutional support. The findings show that AI implementation in local government depends not only on technological infrastructure, but also on civil servants’ ability to operate digital systems, interpret algorithmic recommendations, evaluate data quality, and maintain public accountability. The study also finds that bureaucratic resistance may arise from fear of job displacement, loss of authority, weak technical confidence, rigid work culture, and lack of training. The main contribution of this study is the formulation of a human-centered AI readiness framework consisting of digital literacy, technological competence, adaptive organizational culture, ethical awareness, and institutional support. This framework emphasizes that civil servants are the key actors of successful AI transformation in local government bureaucracy.

Abstract

This study analyzes agricultural modernization and mechanization as strategies for increasing national food production in Indonesia, with particular attention to implementation dynamics and farmer responses to technological change. The study employs a descriptive qualitative approach with policy implementation and socio-technical analysis. Data were collected through document analysis of government policy documents, BPS Agricultural Census data, Ministry of Agriculture reports, academic literature, and relevant studies on mechanization, precision agriculture, farmer adoption, and food production policy. The findings show that mechanization has strong potential to improve production efficiency by accelerating land preparation, planting, harvesting, irrigation support, and post-harvest handling. However, the effectiveness of mechanization depends on technology suitability, farmer access, operator availability, maintenance capacity, financing, and institutional support. The study also finds that smallholder farmers face specific barriers to mechanization because of fragmented landholdings, limited capital, high rental costs, and unequal access to machinery services. Farmer response is shaped by perceived usefulness, perceived cost, land size, labor availability, trust in technology, and the role of farmer institutions. The novelty of this study lies in framing agricultural mechanization as a socio-technical transformation rather than a purely technical production strategy. The study concludes that mechanization can strengthen national food production only when it is inclusive, locally adaptive, and supported by farmer-centered service institutions.

Abstract

This study aims to analyze the implementation of Indonesia’s 2025 national rice self-sufficiency policy in strengthening food security governance. The study focuses not only on production achievement, but also on procurement, distribution, price stabilization, public rice reserves, and the impact on smallholder farmers. This research employs a descriptive qualitative approach with a policy implementation analysis design. Data were collected through document studies of official statistics, government reports, policy documents, media reports, and relevant academic literature on rice self-sufficiency, food security governance, farmer welfare, and rice market stabilization. The findings show that the 2025 policy achieved significant progress in increasing harvested area, paddy production, rice output, domestic procurement, and public rice stocks. However, production success did not automatically ensure stable consumer prices or inclusive benefits for smallholder farmers. The study finds that rice self-sufficiency must be governed as an integrated food system that connects upstream production with procurement governance, public stock management, efficient distribution, price stabilization, and farmer protection. The main contribution of this study lies in framing rice self-sufficiency as a governance issue rather than merely a production target. The study argues that the success of rice self-sufficiency should be measured not only by surplus production and reduced imports, but also by its ability to ensure fair procurement, affordable prices, effective logistics, transparent stock management, and improved welfare for small farmers.

Abstract

This study analyzes food price stabilization policy in Indonesia and its impact on farmer welfare, with particular attention to the balance between consumer affordability and farmer income protection. The study focuses on government intervention through market operations, SPHP distribution, Bulog’s role, public food reserves, and domestic procurement. Using a descriptive qualitative approach with policy implementation and welfare analysis, this research examines official statistics, government policy documents, Bulog publications, credible media reports, and relevant academic literature on food price stabilization, rice markets, food security governance, and farmer welfare. The findings show that food price stabilization policy plays an important role in protecting consumers from excessive staple food price increases, especially during periods of rice price pressure and volatile food inflation. However, the policy also creates potential welfare risks for farmers when market intervention suppresses farm-gate prices or is not accompanied by effective domestic procurement. The study finds that Bulog has a strategic dual role in stabilizing consumer prices and absorbing domestic production, but this role depends on stock availability, procurement timing, distribution channels, and institutional coordination. The novelty of this study lies in framing food price stabilization as a distributive governance mechanism that must balance consumer protection and farmer welfare. The study concludes that stabilization policy should not only aim to reduce retail prices, but also maintain fair producer prices, strengthen farmer access to procurement, and protect the sustainability of domestic food production.

Abstract

This study analyzes regional food reserve policy in Indonesia as a preparedness instrument for responding to climate crisis and food production uncertainty. The study focuses on the readiness of local governments to build and manage food reserves in the face of drought, flooding, harvest failure, and food distribution disruption. Using a descriptive qualitative approach with policy implementation analysis, this research examines regulations, official reports, climate information, food production data, and relevant academic literature on food security governance, climate adaptation, and regional preparedness. The findings show that regional food reserves have a strategic role in strengthening local food security resilience, particularly because climate-related food risks are spatially uneven and often emerge first at the local level. However, the effectiveness of regional food reserve policy depends on local implementation capacity, including reserve calculation, budget allocation, procurement, storage, stock rotation, quality control, institutional coordination, and emergency distribution mechanisms. The study also finds that regional food reserves must be integrated with climate-risk information, food vulnerability maps, disaster-risk data, and local food balance analysis. The novelty of this study lies in framing regional food reserves as an anticipatory governance instrument rather than merely a logistical stock policy. The study concludes that strengthening regional food reserves is essential for building climate-adaptive food security governance in Indonesia.

Abstract

This study aims to analyze the dynamics of food estate policy implementation in strengthening national food security in Indonesia. The focus of the study is to examine the gap between policy design and field implementation, particularly in relation to land suitability, socio-ecological conditions, and institutional coordination. This research employs a descriptive qualitative approach with a policy implementation analysis design. Data were collected through document analysis, official government reports, audit findings, environmental monitoring reports, and relevant academic literature on food security, agricultural development, and land governance. The findings show that food estate policy implementation faces significant challenges, including mismatches between land allocation and ecological conditions, limited integration with local farming systems, and weak coordination among implementing institutions. The study also finds that socio-ecological constraints, particularly in peatland areas, significantly affect the sustainability and productivity of food estate development. The novelty of this study lies in its focus on implementation dynamics, emphasizing that food estate outcomes are determined not only by policy design but also by ecological compatibility and governance capacity. The study concludes that food estate should be understood as a governance system rather than a purely production-oriented program.

Abstract

This study aims to analyze Indonesia’s new rice field expansion policy and the challenges of protecting Sustainable Food Agricultural Land (Lahan Pertanian Pangan Berkelanjutan or LP2B). The study focuses on the policy conflict between food production expansion and sustainable agricultural land protection within the framework of spatial planning and food security governance. This research employs a descriptive qualitative approach with a policy analysis and legal-spatial governance perspective. Data were collected through document studies of laws and regulations, official statistics, government policy documents, spatial planning materials, media reports, and relevant academic literature on agricultural land conversion, LP2B protection, food security, and sustainable land governance. The findings show that new rice field expansion may strengthen food production capacity, but it does not automatically solve the continuing loss of productive agricultural land. The policy may become ineffective if newly opened fields are used merely to compensate for the conversion of existing fertile and irrigated rice fields. The study also finds that LP2B protection remains constrained by weak spatial planning integration, land conversion pressure, limited enforcement, and insufficient incentives for farmers and local governments. The contribution of this study lies in framing new rice field expansion as a spatial governance issue, not merely an agricultural extensification program. Food security policy should therefore balance land expansion with stronger LP2B protection, ecological safeguards, spatial consistency, and smallholder farmer protection.
