Abstract

Educator certificates are official documents that play a crucial role for teachers, as they serve as legal proof of professional competence and are required for various administrative purposes, such as professional allowance applications, promotion, transfer, and institutional accreditation. Along with the increasing number of educators in Indonesia, the volume of educator certificate data managed by educational institutions has also grown significantly. However, certificate management is still largely conducted in a conventional manner, functioning merely as digital or physical archives without an effective search mechanism, resulting in inefficiencies and difficulties in retrieving relevant documents. Therefore, an information retrieval approach is needed to support fast and accurate document searching. This study aims to analyze and implement an information retrieval system for educator certificates using the Cosine Similarity method. The research data consist of educator certificate documents, including professional educator certificates, training certificates, and competency certificates. The retrieval process involves text preprocessing, term weighting using TF-IDF, and similarity measurement using Cosine Similarity. The results show that document d1 (Professional Mathematics Educator Certificate) has the highest similarity value to the query “educator certificate,” as it contains all query terms with relatively high TF-IDF weights. Document d3 ranks second due to partial term similarity, while document d2 has the lowest similarity value because it shares only one common term with the query. These findings indicate that the Cosine Similarity method is effective in ranking educator certificate documents based on their content relevance in an objective and measurable manner. The proposed system can improve the efficiency and accuracy of educator certificate document management and retrieval in educational institutions.

Abstract

Sistem e-learning memiliki peran penting dalam menunjang proses pembelajaran di masa era digital saat ini, namun, efektivitas sistem ini sangat bergantung pada tata kelola dan manajemen teknologi informasi yang baik dalam bidang Pendidikan. Sistem e-learning menjadi solusi alternatif yang relevan, terutama dalam kondisi di mana pembelajaran tatap muka tidak dapat dilakukan secara optimal. Penelitian ini bertujuan untuk melakukan audit terhadap sistem informasi e-learning di SMAN 2 Binjai menggunakan kerangka kerja COBIT 5.0. Metodologi penelitian meliputi identifikasi permasalahan, studi literatur, pengumpulan data melalui wawancara, kuesioner, dan analisis dokumen, serta evaluasi tingkat kapabilitas berdasarkan domain COBIT 5.0. Fokus penelitian adalah menilai tingkat kapabilitas proses dan mengidentifikasi gap antara kondisi saat ini dengan target yang diinginkan. Hasil penelitian menunjukkan bahwa beberapa proses masih berada di bawah tingkat kapabilitas yang diharapkan (level 3 – Established Process). Untuk itu, diberikan rekomendasi perbaikan seperti peningkatan dokumentasi, evaluasi risiko yang lebih terstruktur, serta pelatihan sumber daya manusia. Penelitian ini memberikan kontribusi signifikan dalam membantu institusi pendidikan meningkatkan pengelolaan dan efektivitas sistem e-learning, sehingga mampu mendukung tercapainya tujuan organisasi secara optimal.Kata Kunci: Audit Sistem Informasi, E-learning, COBIT 5.0 ABSTRACTThe e-learning system plays an essential role in supporting the learning process in today's digital era. However, the effectiveness of this system largely depends on proper information technology governance and management in the education sector. E-learning systems have become a relevant alternative solution, particularly in situations where face-to-face learning cannot be conducted optimally. This study aims to audit the e-learning information system at SMAN 2 Binjai using the COBIT 5.0 framework. The research methodology includes problem identification, literature review, data collection through interviews, questionnaires, and document analysis, as well as capability level evaluation based on the COBIT 5.0 domains. The study focuses on assessing the process capability levels and identifying gaps between current conditions and desired targets. The results indicate that several processes remain below the expected capability level (level 3 – Established Process). Recommendations for improvement include enhancing documentation, implementing more structured risk evaluations, and providing training for human resources. This study provides significant contributions to assisting educational institutions in improving the management and effectiveness of e-learning systems, thereby supporting the achievement of organizational goals optimally.Keywords: Information System Audit, E-learning, COBIT 5.0
