Abstract

Students enrolled in higher education institutions are obligated to adhere to the Tri Dharma of Higher Education. Higher Education is a place that produces research and scientific development of the highest potential and excellence. Students are required to possess skills in conducting research, analyzing data, compiling scientific papers, and publishing their findings. In particular, postgraduate students are not only needed to create scientific documents but must also possess the expertise to review journals and books. S2 students who have received knowledge related to the preparation of scientific papers and publications need new knowledge and techniques associated with the scope of scientific articles. One of the things needed is knowledge about journal reviews. The purpose of this study is to enhance graduate students' understanding and expertise in conducting thorough and effective journal reviews. Automatically increase understanding and expertise in writing and publishing scientific journals with a reputable national and international scope. Community service activities, such as assisting with scientific journal reviews, are conducted to enhance the competence of graduate students in critically analyzing scientific journals. The results of questionnaires and interviews showed that partners experienced changes and increased understanding related to journal review. All partners agree to gradual and continuous assistance.   Abstrak Mahasiswa dalam naungan perguruan tinggi wajib dan harus patuh dalam Tri Dharma Perguruan Tinggi. Perguruan Tinggi menjadi wadah yang menghasilkan bentuk penelitian dan pengembangan ilmu pengetahuan yang memiliki potensi dan unggul. Mahasiswa dituntut keterampilan dalam melakukan penelitian, menganalisa, menyusun karya ilmiah, dan mempublikasikan. Khususnya pada mahasiswa pascasarjana tidak hanya dituntut untuk membuat karya ilmiah namun harus memiliki keahlian untuk melakukan review jurnal dan buku. Mahasiswa S2 yang pernah menerima ilmu terkait penyusunan karya ilmiah dan publikasi membutuhkan ilmu dan teknik baru terkait lingkup artikel ilmiah. Salah satu yang dibutuhkan pengetahuan tentang review jurnal. Tujuan penelitian ini untuk meningkatkan pemahaman dan keahlian mahasiswa pascasarjana dalam melakukan review jurnal dengan tepat. Secara otomatis meningkatkan pemahaman dan keahlian dalam menulis dan mempublikasi jurnal ilmiah dilingkup nasional dan internasional bereputasi. Kegiatan pengabdian masyarakat berupa pendampingan review jurnal ilmiah dilaksanakan sebagai upaya peningkatan kompetensi mahasiswa pascasarjana dalam melakukan analisis kritis terhadap jurnal ilmiah. Pada hasil kuesioner dan wawancara menunjukkan mitra mengalami perubahan dan peningkatan pemahaman terkait review jurnal. Seluruh mitra setuju adanya pendampingan yang bertahap dan berkelanjutan. Abstract

Openness of information is demonstrated in information services that minimize disputes over public information and adapt to new media by involving public participation. The implementation of KIP by government agencies needs to be assessed or measured and analyzed based on evidence. Public information disclosure is a fundamental element of transparent, accountable, and participatory governance, particularly in the context of digital transformation and open government. This study aims to measure and analyze the Public Information Disclosure Index (IKIP) in Majalengka Regency and to provide an in-depth explanation of the factors underlying its measurement results. The study employed a mixed- methods approach with a sequential explanatory design, integrating quantitative and qualitative methods in two consecutive stages. The quantitative stage involved 100 respondents, with data collected through structured questionnaires designed to measure the dimensions and indicators of public information disclosure. The quantitative data were analyzed using descriptive statistical analysis and index measurement to determine the level and characteristics of IKIP. Subsequently, qualitative data were collected through interviews and observations to explain, deepen, and validate the quantitative findings. The qualitative data were analyzed through data reduction, data presentation, interpretation, and conclusion drawing. The findings provide an empirical assessment of public information disclosure and identify aspects that support or constrain the quality of information openness in Majalengka Regency. The novelty of this study lies in integrating IKIP measurement with explanatory qualitative analysis, thereby moving beyond numerical index assessment to provide contextual evidence regarding the conditions underlying the resulting scores. This approach contributes to the development of a more comprehensive framework for evaluating public information disclosure and provides practical evidence for local governments to strengthen transparency, accountability, digital information governance, and public participation. The aim is to determine the clear value of IKIP accompanied by evidence-based explanations. The results of the study show that the Public Information Disclosure Index (IKIP) value of 86.3 is in the B quality category, which is good. This is supported by evidence of the Majalengka Regency Government's actions in public information disclosure, which show open governance, new media, and community participation

Abstract

The integration of disruptive technology, especially Artificial Intelligence (AI), has pushed public administration towards smarter governance. However, local governments in Indonesia still face capacity and digital gaps in implementing digital transformation. Studies on organizational readiness for AI comprehensively impact digital service innovation in the local public sector, but they are still limited. This study aims to assess the level of AI Readiness (AIR) and Digital Public Service Innovation (DPSI) in Indonesian local governments, as well as empirically analyze the influence of AIR on DPSI. The study uses an explanatory quantitative design. Primary data were collected through structured questionnaires with a five-point Likert scale. The study population consists of local government officials handling data management, information technology, digital transformation, and public services. A total of 100 respondents were selected using purposive sampling.  The descriptive analysis results show that both Artificial Intelligence Readiness and Digital Public Service Innovation are at a high level in local governments in Indonesia. Furthermore, the simple linear regression analysis confirms that Artificial Intelligence Readiness has a positive and statistically significant impact on Digital Public Service Innovation, indicating that the higher the organization's readiness to adopt AI, the higher the level of digital public service innovation produced. These findings provide empirical validation for the Resource-Based View (RBV) and Dynamic Capability Theory, with the sustainability of public sector innovation heavily relying on strengthening the organization's internal capabilities, including technology infrastructure, human resource competencies, strategic leadership, and data governance.
