Abstract

This thesis research aim to analyze the actors and relationship between regional government and DPRD actors in making APBD. Through the analysis of actors the relationship between actors, this research provide a “general idea” to the public, academics, government and DPR, regional government and provincial, district and city DPRDs about the phenomena and facts behind the making of APBD.This research is qualitative study, which produces descriptive data in the form of written or spoken words from and about regional government and DPRD actors in making APBD – either as individuals, groups or as institutions – and their observable behavior.The results of the research on the analysis actors and relationship between actors show that the actors of the Regional Government and DPRD of Makassar City in making APBD are pathologies of actors who tend to prioritize the interests of themselves and their groups rather than the interests of the community. The spectrum of social facts such as conflicts of interest, group dynamic, network, and the authority of regional government and DPRD actors is very dominant in making APBD.APBD of Makassar City for the 2020 Fiscal Year which is established though the Makassar City Regional Regulation Number 09 of 2020 dated December 30, 2019: “responds more to the wishes (will) of the Regional Government and DPRD of Makassar City rather than responding to the needs of the people of Makassar City”

Abstract

Kegiatan pengabdian masyarakat dilaksanakan pada Agustus 2025 di Desa Talopak, Kecamatan Tabulahan, Kabupaten Mamasa, melalui kolaborasi Universitas Muhammadiyah Mamuju, perangkat desa, dan tenaga kesehatan Puskesmas Tabulahan. Sasaran kegiatan adalah balita usia 1–4 tahun beserta orang tua/wali mereka. Seluruh balita hadir dan mengikuti rangkaian kegiatan, diawali dengan penyuluhan kesehatan yang dihadiri ±28 orang tua. Hasil pre-test menunjukkan 70% peserta belum memahami hubungan cacingan, imunisasi, dan stunting. Setelah edukasi interaktif, pengetahuan meningkat menjadi 90%. Pemeriksaan berat dan tinggi badan dilakukan pada semua balita untuk data awal pertumbuhan. Seluruh balita (100%) menerima obat cacing Albendazole dosis tunggal (400 mg) sesuai pedoman Kementerian Kesehatan, sementara imunisasi campak dilaksanakan sesuai prosedur. Tidak ditemukan efek samping serius, hanya beberapa kasus demam ringan pascavaksinasi. Perangkat desa memfasilitasi kegiatan dan mobilisasi peserta, kader kesehatan mendampingi keluarga, tenaga medis menangani aspek teknis, dan mahasiswa mendokumentasikan kegiatan. Program ini berhasil meningkatkan pengetahuan orang tua, cakupan imunisasi, serta pemberian obat cacing sebagai langkah nyata pencegahan stunting

Abstract

Marine debris, especially plastic debris, is a global problem that requires intensive monitoring and management due to its impacts on humans, nature, and the environment. Indonesia, as the world's second-largest contributor to marine plastic debris, has committed to reducing marine plastic debris by 70% by 2025 by developing a National Action Plan (RAN) for Marine Debris Management. The abundance of plastic debris in Indonesia's marine environment has attracted global attention from scientists, and it is important to review research progress and predict research trends in this field. This study aims to determine marine debris management in Indonesia. To achieve this goal, researchers collected publications related to marine debris from the last five years obtained from the Scopus search database and analyzed them using VOSviewer. Based on the findings, publications related to marine plastic debris in Indonesia are still low, despite this issue being of great transboundary importance. This study also has limitations, namely, the data used in this study are research data from 2020 to 2024. Recommendations for further research include examining the correlation between Marine Debris and international cases from a different perspective.

Abstract

Data on open government (OGD) implementation in Indonesia remains under-researched, particularly in provinces outside Java. While existing OGD studies have examined the legal framework or technical administrative dimensions separately, no studies have simultaneously integrated legal obligations, administrative capacity, and political commitment as determinants of OGD outcomes. This study addresses this gap by investigating OGD policy implementation in six districts in West Sulawesi Province, one of the youngest and most administratively challenged provinces in Indonesia, through a qualitative case study design with 12 purposively selected key informants, field observations, and document analysis covering the period 2021–2025. The results show that OGD compliance scores across all West Sulawesi districts increased from 33.2% in 2021 to a projected 57.0% in 2025, but remain below the national threshold of 60%. Theoretically, this study contributes to OGD implementation theory by demonstrating that in low-capacity local governments, administrative capacity is a constraint that determines whether legal obligations and political commitments translate into substantive outcomes, thereby extending the application of the implementation capacity framework to the context of subnational digital governance. Practically, this study recommends a sequential, capacity-focused reform agenda, prioritizing digital skills training, infrastructure investment, and organizational culture transformation as prerequisites for effective OGD governance in Indonesia's periphery.

Abstract

Sumber daya manusia merupakan aset utama dalam rangka pembangunan suatu bangsa. Begitu pula dalam pembangunan desa. Pengembangan Kapasitas SDM aparatur desa dalam rangka mewujudkan Good Govenance, harus dimulai dari proses perencanaan desa yang baik, dan diikuti dengan tata kelola yang baik pula. Untuk menilai kemampuan perangkat desa dalam menjalankan pemerintahan desa, dapat dilakukan melalui pemetaan terhadap perangkat desa tersebut. Penelitian ini menggunakan pendekatan dan metode kualitatif, yang bersifat deskriptif. Tujuan dari penulisan artikel ini untuk memahami kapasitas perangkat desa dalam mengelola pemerintahan, mengidentifikasi hambatan yang dihadapi, serta mengevaluasi upaya yang telah dan akan dilakukan oleh Pemerintah Kecamatan Binuang untuk meningkatkan kemampuan perangkat desa dalam menjalankan tugas pemerintahan desa. Hasil penelitian menunjukkan bahwa tingkat pendidikan pada aparatur desa batetangnga memberikan pengaruh pada kinerja aparat desa dalam pelaksanaan tugas dan fungsinya pada pemerintahan, sebab semakin tinggi tingkat pendidikan seorang aparat maka cara berpikir mereka akan semakin baik pula. Adapun upaya yang bisa dilakukan untuk meningkatkan kapasitas SDM aparat desa yakni melakukan analisis kebutuhan, menyelenggarakan pelatihan bimbingan teknis dalam peningkatan kualitas untuk menghadapi perkembangan teknologi, melaksanakan evaluasi pada setiap pelatihan, membuka ruang partisipasi publik, dan perlunya koordinasi antara Pemerintah Pusat dengan Pemerintah Daerah untuk melakukan pelatihan secara berkelanjutan.

Abstract

Accountability is a principle that ensures that government administration is accountable for a series of designed programs. This study aims to examine the influence of success factors in village government accountability in managing village funds, namely, village apparatus competence, community participation, utilization of information technology, organizational commitment, and internal government control systems. The type of research used is quantitative, using component-based or variant-based Structural Equation Modeling (SEM) techniques with Partial Least Square (PLS) as a tool for conducting validity tests. Sampling using the method purposive sampling, thus obtaining 87 respondents with the criteria of village governments directly involved in administering village funds in Binuang District, Polewali Mandar Regency. The results of this study indicate that not all variables can influence accountability in village fund management in Binuang District. For example, village apparatus competence, community participation, information technology utilization, and internal government control systems have a positive effect on accountability in village fund management. However, organizational commitment does not affect accountability in village fund management. Therefore, accountability in village fund management has not been fully able to realize the achievement of good governance in Binuang District, Polewali Mandar Regency
