Abstract

Provinsi Riau menghadapi krisis ekologi struktural yang kompleks, ditandai oleh kebakaran hutan dan lahan (karhutla) berulang akibat konversi lahan gambut untuk perkebunan kelapa sawit dan Hutan Tanaman Industri (HTI), degradasi kawasan konservasi Tahura Sultan Syarif Hasyim (SSH), serta pencemaran Daerah Aliran Sungai (DAS) Rokan Hulu oleh limbah Pabrik Kelapa Sawit (PKS). Instrumen tata kelola berbasis komando-kendali (command-and-control) terbukti tidak memadai dalam merespons kompleksitas ancaman tersebut. Penelitian ini bertujuan menganalisis dinamika Rezim Tata Kelola Lingkungan Kolaboratif (Collaborative Governance Regimes/CGRs) di Provinsi Riau melalui tiga situs kasus yang melintasi skala makro, meso, dan mikro. Menggunakan metode kualitatif studi pustaka, penelitian ini menerapkan kerangka CGRs Emerson & Nabatchi (2015) yang mencakup komponen konteks sistem, pendorong, dan dinamika kolaborasi (principled engagement, shared motivation, capacity for joint action). Hasil penelitian menunjukkan bahwa meskipun capaian kinerja karhutla 2025 melampaui target secara signifikanluas terbakar 179.969,18 ha dari target maksimal 586.702,59 ha (69,94%efisiensi) kolaborasi yang terbangun masih bersifat reaktif-aksidental dan transaksional jangka pendek. Distrust masyarakat adat, asimetri sumber daya, serta pembubaran Desk Karhutla pasca-September 2025 menjadi hambatan utama. Penelitian ini menghasilkan model ICEL-R (Integrative Collaborative Eco-Governance for Local Resilience) sebagai kerangka transformasi menuju rezim kolaborasi adaptif-permanen di Riau.

Abstract

Green Public Procurement (GPP) is an approach to public procurement that takes environmental considerations into account in the planning, selection, and implementation stages of contracts. The goal is to ensure that the goods, services, or construction works selected not only meet the government's needs but also have a positive impact or at least minimal negative impact on the environment. Sustainable Development (SDGs) is a development concept that focuses on meeting the needs of the present without compromising the ability of future generations to meet their own needs, taking into account three pillars: economic growth, social aspects, and environmental aspects. The SDGs represent a global agenda aimed at addressing key challenges in global development, with a focus on achieving a harmonious balance between economic growth, social welfare, and environmental preservation. The SDGs consist of a series of targets designed to create inclusive, fair, and sustainable development, benefiting both the current and future generations. The success of GPP is strongly influenced by a strong commitment, clear regulations, capacity building of human resources, and synergy between the government, suppliers, and society. The use of information technology also plays a crucial role in ensuring transparency and efficiency in the implementation of GPP. Therefore, GPP plays a significant role as a catalyst for systemic change towards sustainable consumption and production patterns, while accelerating the achievement of global sustainable development goals.
