Penelitian ini menganalisis urgensi integrasi kebijakan pengelolaan kepiting bakau (Scylla spp.) untuk menjaga keberlanjutan stok sekaligus mempertahankan kinerja ekonomi subsektor perikanan nasional. Kajian disusun dengan pendekatan mixed methods melalui identifikasi masalah menggunakan metode urgency, seriousness, growth (USG), analisis akar masalah, telaah regulasi, serta pengujian runtut waktu terhadap data ekspor kepiting dan PDB perikanan periode 2014–2023. Hasil kajian menunjukkan bahwa pasokan nasional masih didominasi oleh tangkapan alam sekitar 75–85%, sementara pengembangan budidaya masih terkendala rendahnya survival rate benih pada kisaran 7–14% dan ketergantungan pada benih alam. Dari sisi ekologi, tujuh dari sebelas Wilayah Pengelolaan Perikanan terindikasi over-exploited. Dari sisi ekonomi, hasil uji kointegrasi Johansen menunjukkan adanya hubungan jangka panjang antara volume ekspor, nilai ekspor, dan PDB perikanan, sedangkan uji kausalitas Granger menunjukkan pengaruh satu arah dari ekspor terhadap PDB perikanan dengan probabilitas 0,0463. Temuan tersebut menegaskan bahwa kebijakan pembatasan tangkap perlu dilengkapi dengan kuota adaptif berbasis WPP, penguatan hatchery dan budidaya, rehabilitasi mangrove, serta instrumen hilirisasi dan stabilisasi ekspor. Evaluasi alternatif kebijakan menunjukkan bahwa pendekatan bioekonomi-terintegrasi dan hilirisasi merupakan opsi paling komprehensif untuk mengurangi trade-off antara konservasi dan pertumbuhan ekonomi. Title: The Urgency of Integrated Mud Crab Management Policy in Safeguarding Sustainability and National Fisheries Economic PerformanceThis researche analyzes the urgency of integrating mud crab (Scylla spp.) management policy to sustain stock resources while maintaining the economic performance of Indonesia’s fisheries subsector. The study applies a mixed-methods approach combining urgency-seriousness-growth (USG) prioritization, root-cause analysis, regulatory review, and time-series testing of mud crab export and fisheries GDP data for 2014–2023. The results show that national supply remains heavily dependent on wild capture, accounting for about 75–85% of total supply, while aquaculture development is constrained by low hatchery survival rates of only 7–14% and continued dependence on wild seed. Ecologically, seven of eleven Fisheries Management Areas are indicated to be over-exploited. Economically, the Johansen cointegration test confirms a long-run relationship among export volume, export value, and fisheries GDP, while the Granger causality test indicates a one-way effect from exports to fisheries GDP with a probability of 0.0463. These findings imply that harvest restriction policy should be complemented by adaptive quotas by fisheries management area, stronger hatchery and aquaculture systems, mangrove rehabilitation, and downstreaming and export-stabilization instruments. Policy evaluation further indicates that an integrated bioeconomic and downstreaming approach is the most comprehensive option to reduce the trade-off between conservation and economic growth.
