Abstract

Public service is a key indicator of government performance in meeting community needs effectively and efficiently. In the implementation of business licensing services through the Online Single Submission (OSS) system, several challenges remain at the rural level, including low digital literacy, limited access to technology, and complex procedures. To address these issues, the Wonogiri Regency DPMPTSP initiated the Mitra Desa Application Innovation to facilitate the issuance of Business Identification Numbers (NIB) through assistance provided by village officials. This study employed a descriptive qualitative approach using Utomo’s (2020) innovation indicators. The results of the study indicate that the compatibility of the Mitra Desa Application Innovation is reflected in its alignment with public service policies, community needs, and its support for licensing services and regional investment competitiveness. The innovation incubation process was carried out gradually through preparation, testing, and system improvement despite limitations in resources. The replication aspect shows that this innovation is an original initiative of the Wonogiri Regency DPMPTSP and not an imitation of other innovations, while also having the flexibility to be implemented in other regions according to local conditions. In terms of dissemination and diffusion, the innovation was spread through socialization, technical guidance, and collaboration among various stakeholders to expand its utilization. Meanwhile, the institutionalization aspect indicates that the innovation has been integrated into daily service practices through system maintenance, monitoring, and the continuous involvement of various parties.

Abstract

This study analyzes the influence of communication from the Surabaya City Environmental Agency (DLH) and the participation of environmental cadres on the success of the Climate Village Program (ProKlim) using a quantitative approach with a survey method on 110 environmental cadres selected through probability sampling techniques with a stratified sampling method. The results of multiple linear regression analysis show that DLH communication and environmental cadre participation partially and simultaneously have a positive and significant effect on the success of ProKlim, with a regression equation of Y = 3.455X1 + 0.608X2. The coefficient of determination value of 73% indicates that the success of the program is largely influenced by these two variables. This finding confirms that the synergy between effective government communication and active participation of environmental cadres is an important factor in supporting the success of the Climate Village Program in Surabaya City.

Abstract

Penelitian ini dilatarbelakangi oleh pentingnya optimalisasi pengelolaan Retribusi Izin Pemakaian Tanah (IPT) di Kota Surabaya sebagai salah satu sumber Pendapatan Asli Daerah (PAD). Namun, perbedaan kebijakan antar daerah mendorong kecenderungan wajib retribusi untuk menghindari pembayaran, sehingga realisasi penerimaan Retribusi IPT belum mencapai target. Pemerintah Kota Surabaya menerapkan Program Bebas Denda sebagai upaya penataan piutang dan peningkatan kepatuhan wajib retribusi guna mendukung optimalisasi tata kelola keuangan daerah. Oleh karena itu, penelitian ini penting dilakukan untuk menganalisis bagaimana tata kelola keuangan daerah melalui Program Bebas Denda di Sentra Pelayanan Publik Menur Surabaya pada Retribusi IPT. Penelitian dilakukan dengan menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Data dianalisis berdasarkan teori penerapan good governance dalam pengelolaan keuangan daerah dari Moenek dan Suwanda (2020). Hasil penelitian menunjukkan bahwa pada indikator wawasan ke depan, pengelolaan Retribusi IPT telah diarahkan untuk mendukung PAD melalui Program Bebas Denda, namun belum ada kejelasan arah kebijakan di masa mendatang. Pada indikator transparansi, keterbukaan informasi dasar telah berjalan baik, tetapi informasi tarif retribusi masih kurang jelas. Pada indikator akuntabilitas, mekanisme pertanggungjawaban telah tersedia, namun pemahaman wajib retribusi masih terbatas. Pada indikator kepastian hukum, dasar hukum telah ada, tetapi kepastian bagi masyarakat belum sepenuhnya dirasakan. Pada indikator efisiensi dan efektivitas, Program Bebas Denda meningkatkan kemudahan pelayanan dan penerimaan retribusi, namun belum membentuk kepatuhan yang berkelanjutan.

Abstract

The role and concern of the government are essential to support the success of e-commerce activities. One way is by innovating services in applications in terms of economic empowerment and resilience. Surabaya City is one of the cities with technology-based innovations that excels E-PEKEN as a mobile-based application that connects MSMEs with consumers. However, the application, which launched on October 31, 2021, still requires further development and refinement to achieve its stated objectives. Therefore, the government hopes that this new application innovation will prompt a swift public response and feedback regarding the advantages and benefits of the E-PEKEN application. This study aims to analyze and describe the service innovation of the E-PEKEN application (Economic Empowerment and Resilience) by the Surabaya City Communication and Informatics Office. This study uses a qualitative research type with a descriptive method, with data collection techniques using observation techniques, structured interviews, and documentation. The results of the study indicate that the E-PEKEN Surabaya service innovation (Economic Empowerment and Resilience in Surabaya) by the Surabaya City Communication and Informatics Office can be said to be good because it has met all the criteria and characteristics of existing innovations. The E-PEKEN Surabaya service has uniqueness or specificity, proven in terms of ideas, programs, structures, systems, and possible expected results, which are different from before. Furthermore, this service has an element of novelty, as it is an original innovation, truly an idea and a work of thought from members of the Surabaya City Communication and Informatics Office. Â
