Abstract

This study, using a literature study method, examines education financing and budget politics in determining the direction of education policy in Indonesia. Education financing is an essential component in the implementation of education, aimed at ensuring the availability of resources to support effective and quality learning processes. Meanwhile, budget politics plays a role in determining funding allocation priorities influenced by the interests of various policy actors. Literature analysis shows a close relationship between education financing and budget politics, where budget policies are not only technical in nature but also reflect political interests in the distribution of resources. Education financing is identified as a strategic factor in improving the quality of education through the provision of infrastructure, enhancement of teacher competence, and equal access to education. However, challenges such as unequal fund distribution, political intervention, and inefficiency in budget utilization remain obstacles in achieving quality education. It is concluded that education financing managed transparently, accountably, and oriented toward real needs, supported by budget politics that prioritizes public interests, is key to improving the quality and equity of education in Indonesia. ABSTRAK Penelitian ini, menggunakan metode studi pustaka, mengkaji pembiayaan pendidikan dan politik anggaran dalam menentukan arah kebijakan pendidikan di Indonesia. Pembiayaan pendidikan merupakan komponen penting dalam penyelenggaraan pendidikan yang bertujuan untuk menjamin tersedianya sumber daya dalam mendukung proses pembelajaran yang efektif dan berkualitas. Sementara itu, politik anggaran berperan dalam menentukan prioritas alokasi dana yang dipengaruhi oleh kepentingan berbagai aktor kebijakan. Analisis pustaka menunjukkan adanya hubungan yang erat antara pembiayaan pendidikan dan politik anggaran, di mana kebijakan anggaran tidak hanya bersifat teknis, tetapi juga mencerminkan kepentingan politik dalam distribusi sumber daya. Pembiayaan pendidikan diidentifikasi sebagai faktor strategis dalam peningkatan mutu pendidikan melalui penyediaan sarana prasarana, peningkatan kompetensi tenaga pendidik, dan pemerataan akses pendidikan. Namun, tantangan seperti ketimpangan distribusi dana, intervensi politik, serta kurangnya efisiensi penggunaan anggaran masih menjadi hambatan dalam mewujudkan pendidikan yang berkualitas. Disimpulkan bahwa pembiayaan pendidikan yang dikelola secara transparan, akuntabel, dan berorientasi pada kebutuhan nyata, serta didukung oleh politik anggaran yang berpihak pada kepentingan publik, merupakan kunci dalam meningkatkan kualitas dan pemerataan pendidikan di Indonesia.

Abstract

This study aims to examine the role of the administrative office in improving administrative services at SMP Negeri 9 Palembang. This study employs a qualitative approach using the case study method. Data were collected through interviews, observations, and documentation involving the principal, the head of the administrative office, administrative staff, teachers, and students. The research findings indicate that school administrative staff play a key role in improving school administrative services across five dimensions of service quality: physical evidence, reliability, responsiveness, assurance and empathy. In terms of physical evidence, the school already has adequate administrative facilities, although there are still some shortcomings in terms of infrastructure. In terms of reliability, the administrative staff have carried out their duties in an orderly and meticulous manner, in accordance with procedures. In terms of responsiveness, the administrative staff are quite quick to respond to the administrative needs of the school community. In terms of reliability, the administrative staff demonstrate a professional, polite and responsible attitude. In terms of empathy, the administrative staff are able to provide a friendly and patient service, whilst paying close attention to the needs of service users. The challenges that remain include limited facilities, the use of personal devices by staff, limited archive space, and the need to improve the skills of administrative staff. Consequently, the school administration plays a significant role in ensuring the smooth running of school administrative services.
