Abstract

The criminal justice system has long tended to be offender-oriented, resulting in victims often being marginalized and viewed merely as objects within the evidentiary process. In reality, victims are the parties who directly suffer losses due to criminal acts and should, therefore, be positioned as subjects with legal rights and interests. This research aims to analyze the legal standing of victims within the criminal justice system and examine efforts to establish them as subjects from a victimological perspective. This study employs a normative legal research method with a statutory and conceptual approach. The legal materials used consist of primary, secondary, and tertiary legal sources, which are analyzed qualitatively. The results indicate that although victims are normatively recognized as having rights, in practice, they are still frequently treated as objects within the criminal justice system. This is caused by a strong offender-oriented paradigm, a legal culture that does not yet favor victims, and limited mechanisms for victim participation in the judicial process. Consequently, a paradigm shift through victimological approaches specifically critical and restorative victimology is required to strengthen the position of victims as subjects within the criminal justice system.

Abstract

South Bengkulu Regency is located on the western coast of Sumatra, directly facing an active subduction zone, which places it at high risk of earthquakes, tsunamis, and landslides. Community preparedness, particularly among school-aged groups, is an important factor in reducing disaster risk and impact. This community service activity aimed to improve the knowledge and preparedness of students at MAS Al-Qur'aniyah in facing earthquake, tsunami, and landslide disasters through a disaster mitigation socialization program. The activity was carried out by students of the Community Service Program (KKN) of the University of Bengkulu, Period 108, Group 114, in collaboration with the Regional Disaster Management Agency (BPBD) of South Bengkulu Regency on 20 July 2026 in a classroom of MAS Al-Qur'aniyah, involving 30 students. The implementation method consisted of two stages, namely the planning stage (coordination with the school and BPBD, preparation of materials and facilities) and the implementation stage (material presentation by a BPBD resource person and a question-and-answer session). The results showed good participant enthusiasm, indicated by active engagement during the presentation and three questions raised during the discussion session regarding evacuation procedures and natural signs preceding a disaster. This activity is expected to serve as an initial foundation for students in building a disaster-aware culture and encouraging the establishment of disaster-resilient schools in disaster-prone areas.
