Abstract

The importation of used clothing, widely traded through thrifting activities, has grown rapidly in Jakarta amid increasing public demand for affordable fashion. The widespread circulation of imported used clothing threatens the competitiveness of the domestic textile industry, prompting the government to enact a ban through Minister of Trade Regulation No. 40 of 2022, reinforced by Regulation No. 47 of 2025. This study evaluates the policy banning used clothing imports in Jakarta using William N. Dunn's policy evaluation theory, covering six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A descriptive qualitative method was employed through in-depth interviews, documentation, and literature review. Informants included the Directorate General of Customs and Excise, the Jakarta Provincial Civil Service Police Unit (Satpol PP), the Indonesian Chamber of Commerce and Industry (KADIN), used clothing traders, and consumers. Findings show that enforcement actions rising from 44 cases (2022) to 192 cases (2024) were not accompanied by reduced circulation, as traders adapted to digital platforms that are difficult to monitor. Supervision suffers from structural inefficiency due to its concentration at formal entry points, while informal distribution channels and digital commerce remain inadequately covered. Based on all six of Dunn's indicators, none are fully met. The policy requires comprehensive reform in its design, digital oversight model, public participation mechanisms, and protection programs for directly affected groups.

Abstract

The construction of Tol Tanggul Laut Semarang-Demak (TTLSD) as a National Strategic Project (PSN) valued at Rp15.3 trillion contains tensions between the narrative of rob flood mitigation and larger economic-political interests. This study analyzes the implementation of TTLSD as a political-economic arena, examines policy priorities, and investigates the socio economic impacts on the coastal communities of Desa Bedono and Desa Sriwulan, Sayung Subdistrict, Demak Regency. Employing a qualitative case study approach, data were collected through in-depth interviews with seven purposively selected informants, including government officials, WALHI activists, village heads, and affected residents. The analysis draws on Rachbini’s (1996) political economy theory, Harvey’s (2003) accumulation by dispossession, and Jessop’s (2016) state capitalism. The findings indicate that TTLSD implementation is highly centralized, prioritizing industrial zones and investors through the “vanished land” mechanism and inadequate compensation. Coastal communities experience multilayered marginalization, including livelihood destruction, social fragmentation, and loss of local knowledge. This study recommends more inclusive policy processes, fairer compensation mechanisms, and greater recognition of local ecological knowledge in future PSN projects.

Abstract

This research was conducted to examine the influence of demographic factors (independent variables) on voter behavior due to money politics (dependent variable) in the 2024 election in South Semarang District and East Semarang District, Semarang City. Money politics is a phenomenon that often occurs in Indonesia ahead of general elections. Money politics is a form of dishonesty in elections. The form of dishonesty in money politics is reflected through the giving of money, goods, or assistance with the aim of obtaining voter support from the community, and this is done with the intention of influencing the number of votes for a particular candidate so that the chances of winning the election votes are greater. This research focuses on voter behavior analyzed using a demographic factor approach, which includes age, gender, education level, income level, and occupation to see how voter tendencies respond to money politics using a quantitative approach.This research is a type of quantitative study with primary data obtained through the results of questionnaires distributed to respondents who have the right to vote in the 2024 election. The sampling technique used in this study is Multistage Random Sampling. The data analysis techniques used in this research include validity tests, reliability tests, and simple regression tests to determine the influence between demographic factors and voter behavior. The findings of this study indicate that demographic characteristics with certain traits tend to be more vulnerable to the practice of money politics.The research results show a significant influence of demographic factors on voter behavior with a negative direction of influence. The findings of this study are expected to contribute to academic development, particularly regarding money politics and voter behavior, in order to minimize the practice of money politics in the future.

The increasing volume of urban solid waste has become a major environmental challenge in Semarang City, particularly regarding the burden of waste disposed at the Jatibarang Landfill, prompting the Semarang City Government to implement the Waste Sorting Program as a reduction strategy. This study aims to analyze the governance of that program using a good governance framework with indicators of transparency, accountability, effectiveness and efficiency, and public participation, further enriched by the integration of the Integrated Sustainable Waste Management (ISWM) framework encompassing three dimensions, namely physical system elements, stakeholder involvement, and sustainability aspects, to enable a more contextual analysis of urban solid waste management. This research employed a qualitative approach with a case study method. Primary data were collected through in-depth interviews with the Semarang City Environmental Agency, village heads in five urban villages, and community members of urban villages. Secondary data were obtained from waste management statistics and program documentation. The findings indicate that the governance of the Waste Sorting Program in Semarang City has reflected the application of good governance principles, particularly in information dissemination, community involvement in implementation, and the utilization of various resources. However, several limitations remain, including insufficient transparency of program performance data, an unintegrated reporting system, and the lack of significant reduction in waste volume delivered to the landfill. Community participation also varies across areas. Based on these findings, this study recommends improving data transparency and regular publication of program performance, strengthening integrated reporting systems, intensifying community assistance at the local level, and developing sustainable strategies through multi-stakeholder collaboration.

Abstract

The construction of the Mini Zoo tourist attraction in Purworejo Regency, funded by the 2023 Regional Budget (APBD) of Rp 9.4 billion, failed before it was operational due to structural damage. This study analyzes this failure as a public policy failure using Allan McConnell' (2010) logical framework approach and dimensions of failure. The results indicate a chain of failures from the planning stage to implementation. Determining the location in a disaster-prone zone without supporting technical data is a major weakness that impacts construction inconsistencies and the full disbursement of the budget before physical completion. This failure hampered the achievement of Regional Original Income (PAD) targets and undermined public trust. Based on McConnell's (2010) analysis, the failure encompasses process, program, and political dimensions, indicating weak planning and risk management in regional development policies.

Abstract

Climate change is a global phenomenon whose impacts are particularly felt in coastal areas, including Tugurejo Village. The main challenge in climate change adaptation and mitigation efforts lies in the complexity of climate change issues, which cannot be addressed by a single actor but require cross-sectoral synergy. This study aims to analyze collaborative governance practices in the management of the Climate Village program in Tugurejo Village using the Ansell and Gash model. The focus of this study is to examine the roles of stakeholders and the dynamics of collaboration among government actors, academics, the private sector, and the community. The research method employed is descriptive qualitative. Data were collected through in-depth interviews and document analysis. Data analysis was conducted based on the collaborative governance theory developed by Ansell and Gash. The research findings indicate that the Proklim program in Tugurejo Village tends to be top-down in nature. A significant power imbalance was identified, with the Semarang City Environmental Agency dominating as both the initiator and the entity determining the direction of the work. Furthermore, the institutional design, which remains informal, and the reliance on a “local hero” figure make the program’s sustainability vulnerable to external changes. The conclusion of this study is that collaborative practices in Tugurejo are more of an instructive coordination than an equal partnership, thus requiring the strengthening of a more formal institutional design and the redistribution of power and knowledge. Therefore, it is recommended that cooperation be formalized in writing and that leadership regeneration at the grassroots level be strengthened to ensure the program’s autonomy in the future.

Abstract

The acceleration of industrialization through the establishment of the Gresik Special Economic Zone (SEZ) in Manyar District has triggered the conversion of agricultural and fisheries land into industrial, residential, and commercial areas. This transformation has raised governance issues, particularly regarding the distribution of development benefits, environmental sustainability, and the protection of local communities’ rights. This study participation, aims to analyze the governance challenges of the Gresik SEZ using the Good Environmental Governance (GEG) theoretical framework, which encompasses the principles of the rule of law, access to information, transparency and accountability, decentralization, institutional capacity, and access to justice. The method employed is exploratory qualitative research through in-depth interviews, observations, and documentation involving local governments, technical agencies, and affected communities. The research findings indicate that the governance of the SEZ remains dominated by a top down approach, with fragmented inter-agency coordination and limited community participation. Land-use changes have led to the loss of community livelihoods, economic inequality, and the emergence of environmental issues that have not been adequately addressed. Additionally, access to justice tends to be pursued through informal mechanisms rather than formal legal channels. The study’s conclusions indicate that KEK governance has not fully reflected the principles of Good Environmental Governance, particularly regarding participation, transparency, and social-environmental justice. This research is limited to exploring issues within the 2021–2025 timeframe, so long-term dynamics have not yet been fully identified.

Abstract

The conversion of agricultural land in Pati Regency, particularly in Juwana District, has the potential to threaten the existence of Sustainable Food Agricultural Land (LP2B) and regional food security. This study aims to evaluate the implementation of Pati Regency Regulation No. 2 of 2021 on controlling the conversion of sustainable food agricultural land and identify inhibiting factors in its implementation. This study used a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews, observation, and documentation. The results indicate that policy implementation is not yet fully optimal. Although administratively protected land areas have been determined, land conversion still occurs at the implementation level due to pressure from industrial and residential development. The main inhibiting factors include weak supervision, suboptimal coordination between regional agencies, the dominance of economic interests, and limited incentive instruments for agricultural land owners. This study recommends that the Pati Regency Government strengthen the synchronization of spatial planning and agricultural land protection policies, improve licensing oversight and transparency, and develop more effective incentive and disincentive instruments. Further research is recommended to examine the dynamics of conflicting interests between the agricultural and industrial sectors in regional development planning, thereby establishing a more balanced policy formulation between economic growth and agricultural land protection.

Abstract

The problem of high waste accumulation in Surabaya has encouraged the local government to implement a technology-based waste management policy through the Benowo Waste-to-Energy Power Plant (PLTSa). This policy aims to reduce the volume of waste sent to landfills while converting waste into electrical energy. This study aims to analyze the implementation of the waste-to-energy policy at the Benowo PLTSa in Surabaya using Merilee S. Grindle’s policy implementation theory, which consists of two main dimensions: content of policy and context of implementation. The research uses a qualitative approach with a case study method. Primary data were obtained through in-depth interviews with the Surabaya Environmental Agency, PLTSa operators, WALHI East Java, local authorities, and surrounding communities, supported by field observations and document studies. The results show that administratively and technically the policy has been implemented and is able to process waste into electrical energy, with a management rate reaching 100% of the incoming waste volume (205,510 tons in 2024 and 234,021 tons in 2025). However, challenges remain in the socio-environmental aspect, particularly related to odor disturbances experienced by local communities and the limited space for public participation in the decision-making process. Therefore, the implementation of the waste-to-energy policy at the Benowo PLTSa in Surabaya has generally been carried out and has achieved its operational objectives, but it is not yet fully optimal in social and environmental aspects and still requires improvement to achieve comprehensive and sustainable policy goals.
