Abstract

This study aims to analyze the procurement of educational facilities and infrastructure from the perspective of Islamic Educational Management at Madrasah Ibtidaiyah Pangkalpinang. The research employed a qualitative approach with a case study design to obtain an in-depth understanding of the procurement process of educational facilities in madrasahs. Data were collected through interviews, observations, and documentation involving the principal, vice principals, and teachers. Data analysis was conducted through data reduction, data display, and conclusion drawing, while validity was ensured through triangulation. The findings revealed that procurement was carried out through planning, implementation, and utilization stages. Planning was conducted through internal deliberation by considering institutional needs and budget capacity. From the perspective of Islamic Educational Management, the procurement process reflected the values of trustworthiness, deliberation, efficiency, and responsibility. This study is expected to become a reference for improving the effectiveness of educational facilities management in madrasahs sustainably. However, post-procurement evaluation had not been conducted systematically, indicating the importance of strengthening planning, supervision, and evaluation in educational facilities management within madrasahs comprehensively.

Abstract

Innovative learning programs in 3T schools (underdeveloped, frontier, and outermost regions) often operate without an evaluation framework that adapts to dynamic social and geographical conditions, making their effectiveness difficult to measure on an ongoing basis. This study aims to analyze the relevance and potential application of the Developmental Evaluation (DE) model as an evaluation approach for learning innovation programs in 3T schools. The research employs a literature review method, with data collected from journal articles, books, and prior research reports related to DE and learning innovation in 3T regions, then analyzed descriptively and qualitatively. The findings indicate that DE's core principles—adaptability, continuous feedback, and stakeholder involvement—align with the contextual and evolving nature of innovation programs in 3T schools, although implementation faces constraints related to local evaluator capacity. These findings imply a need to adapt DE instruments to better fit local contexts. The study concludes that DE offers a potentially more responsive evaluation alternative than conventional models in disadvantaged education settings.
