Abstract

Digital transformation has become a strategic priority in public service reform to improve efficiency, transparency, and inclusivity. Despite the rapid growth of research in this field, existing studies remain fragmented, with limited attention to governance challenges, inclusivity, and the broader implications of digital transformation for public sector governance. This study aims to identify research trends, intellectual structures, knowledge gaps, and future research directions in digital transformation within public services. A bibliometric analysis was conducted on 574 Scopus-indexed publications published between 2012 and 2025 using the Bibliometrix package in RStudio. The findings reveal a substantial increase in publications after 2020, reaching a peak in 2024, largely driven by accelerated digital adoption during the COVID-19 pandemic. Keyword co-occurrence analysis identifies digital transformation, public services, e-government, and public administration as dominant research themes, while artificial intelligence, smart cities, blockchain, and sustainability emerge as rapidly growing topics. Geographical analysis indicates significant contributions from Russia, Germany, and Indonesia, reflecting the global relevance of digital transformation across diverse governance contexts. This study contributes by systematically mapping the intellectual landscape of the field, identifying underexplored governance and inclusivity issues, and proposing future research directions that integrate advanced digital technologies with sustainability and citizen-centered public service governance.

Abstract

Public sector innovation has become an increasingly important topic in public administration due to the growing demand for adaptive governance, digital transformation, and improved public service delivery. However, the rapid expansion of the literature has made it difficult to identify the intellectual structure, major trends, and emerging themes within the field. This study aims to map the evolution of public sector innovation research through a bibliometric analysis of 534 Scopus-indexed publications published between 2015 and 2025. The analysis was conducted using VOSviewer to examine publication trends, influential authors, countries, affiliations, citations, and keyword networks. The results reveal a substantial growth in public sector innovation research over the last decade, with significant contributions from the United States, the Netherlands, the United Kingdom, Canada, and Australia. Co-creation, collaborative innovation, governance, and digital transformation emerged as the most influential themes, while recent studies increasingly focus on digital governance, technology adoption, transparency, and collaborative approaches. This study contributes by providing a systematic overview of the field’s intellectual landscape and identifying emerging research directions that can inform future studies and public sector innovation policies.

Abstract

Pelayanan akta kelahiran adalah pelayanan administrasi kependudukan yang berkaitan langsung dengan pemenuhan hak sipil masyarakat. Tujuan penelitian ini yaitu untuk menganalisis faktor-faktor yang memengaruhi kualitas pelayanan pembuatan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Tomohon. Penelitian ini menggunakan metode kualitatif dengna pendekatan deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kualitas pelayanan akta kelahiran dipengaruhi oleh faktor internal dan eksternal. Faktor internal meliputi pola manajemen umum organisasi, terutama pengelolaan sumber daya manusia aparatur yang belum optimal, serta keterbatasan fasilitas pendukung akibat gangguan jaringan internet dan pemadaman listrik. Faktor eksternal meliputi pola layanan dan tata cara penyediaan layanan yang belum sepenuhnya dipahami masyarakat, serta pola interaksi pelayanan yang sangat bergantung pada sikap dan responsivitas aparatur. Penelitian ini menunjukkan bahwa penerapan layanan administrasi kependudukan berbasis digital belum optimal tanpa dukungan manajemen organisasi, infrastruktur yang memadai, dan peningkatan literasi digital masyarakat.
