Abstract

Pemanfaatan media promosi digital merupakan salah satu strategi penting dalam memperluas penyebarluasan informasi dan promosi potensi daerah. Namun, pengelolaan media promosi digital di Badan Penghubung Provinsi Kalimantan Tengah masih belum optimal, terutama dalam penyusunan konten yang terencana dan pemanfaatan media sosial sebagai sarana publikasi. Kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan kapasitas sumber daya manusia dalam mengelola media promosi digital melalui pelatihan dan pendampingan. Program dilaksanakan selama periode Septembar–Januari 2026 dan diikuti oleh 10 peserta yang terdiri atas pegawai dan tenaga pendukung pada Subbidang Promosi, Komunikasi, dan Informasi. Metode pelaksanaan meliputi identifikasi kebutuhan mitra, penyusunan materi, pelaksanaan workshop, pendampingan praktik penyusunan konten, serta monitoring dan evaluasi menggunakan pre-test dan post-test. Hasil kegiatan menunjukkan adanya peningkatan kemampuan peserta yang ditandai dengan kenaikan nilai rata-rata dari 63,0 pada pre-test menjadi 88,0 pada post-test atau meningkat sebesar 25%. Selain peningkatan pengetahuan dan keterampilan peserta, kegiatan ini juga menghasilkan satu kalender konten media sosial, satu rancangan konten promosi digital, serta rekomendasi strategi publikasi yang dapat dimanfaatkan sebagai pedoman pengelolaan media promosi Badan Penghubung Provinsi Kalimantan Tengah. Dengan demikian, program pendampingan ini mampu meningkatkan kompetensi peserta sekaligus memperkuat pengelolaan media promosi digital sebagai sarana publikasi potensi daerah secara lebih efektif dan berkelanjutan

Abstract

This article examines the regulatory tensions between Law No. 23/2014 on Regional Government, which emphasizes the reconcentration of authority, and Law No. 6/2023 (the Job Creation Law), which mandates the centralization of licensing through a deregulatory framework. The study focuses on Sumatra, a region characterized by high ecological vulnerability and its role as a strategic hub for extractive expansion. Utilizing a juridical-normative methodology complemented by secondary spatial analysis, this study finds that ambiguities in environmental oversight authority have catalyzed a surge in deforestation and recurrent hydrometeorological disasters. The results demonstrate that deregulation, pursued under the guise of streamlining investment, has systematically dismantled the ecological protection functions previously vested in regional authorities. This "institutional displacement" has created a governance vacuum that prioritizes short-term economic output over the bio-geophysical stability of the Sumatran landscape. The findings suggest that without a substantive synchronization of regulations that restores "ecological veto" power to local governments, the island remains at critical risk of systemic ecosystem collapse.

Abstract

This study analyzes the influence of local strongmen on the victory of Roni Omba and Marlinus in the revote of Boven Digoel Regency's 2024 Regional Election. Although Petrus Ricolombus Omba was declared ineligible by the Constitutional Court, the consolidated power network successfully maintained massive support through candidate substitution. The research employs a qualitative approach using data from in-depth interviews with key informants, analysis of official documents including Constitutional Court Decision, and Boven Digoel Regency Election Commission's Decision. Main findings reveal that local strongmen's influence operates through four dimensions: kinship networks based on genealogy from two large tribes, patronage systems based on resource distribution and physical presence, spiritual legitimacy integrating religious values as foundation of trust, and regional identity creating significant informal authority. The victory of the Roni Omba-Murtinus pair with 12,990 votes proves that electoral legitimacy is built through long-term trust accumulation, not formal credentials alone. In conclusion, understanding local strongmen is crucial for designing electoral policies sensitive to local socio-cultural realities while strengthening democraticintegrity and honesty principles in electoral administration.
