Abstract

Program Magang Mandiri Mahasiswa merupakan bagian dari kebijakan Merdeka Belajar–Kampus Merdeka (MBKM) yang bertujuan memberikan pengalaman kerja nyata sekaligus mendukung kinerja instansi pemerintah. Penelitian ini bertujuan untuk menggambarkan kontribusi mahasiswa magang mandiri terhadap kinerja administrasi di Suku Dinas Pendidikan Wilayah II Kota Administrasi Jakarta Utara. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan subjek penelitian mahasiswa magang dan pegawai instansi terkait. Data diperoleh melalui observasi langsung terhadap aktivitas kerja mahasiswa selama masa magang berlangsung. Hasil penelitian menunjukkan bahwa mahasiswa magang berkontribusi signifikan dalam pengarsipan surat masuk dan keluar, pemberian stempel surat, pendataan penerimaan Kartu Jakarta Pintar (KJP) Sekolah Dasar, pengelolaan persuratan melalui sistem e-Office, serta pendataan sekolah pada instrumen monitoring Asesmen Nasional Berbasis Komputer (ANBK). Kontribusi tersebut terbukti membantu meningkatkan efisiensi kerja, mempercepat proses administrasi, mengurangi beban kerja pegawai, serta mendukung penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE). Program magang ini tidak hanya memberikan manfaat bagi pengembangan kompetensi mahasiswa, tetapi juga mendukung terwujudnya tata kelola pemerintahan yang lebih efektif, transparan, dan akuntabel di bidang pendidikan.

Abstract

Program Merdeka Belajar Kampus Merdeka (MBKM) merupakan salah satu kebijakan pendidikan yang bertujuan memberikan pengalaman belajar di luar kampus melalui kegiatan magang pada instansi pemerintah maupun swasta. Kegiatan magang ini dilaksanakan di Kelurahan Petojo Utara, Kecamatan Gambir, Kota Administrasi Jakarta Pusat dengan tujuan memberikan pengalaman praktis kepada mahasiswa dalam memahami tata kelola pemerintahan, pelayanan publik, dan pemberdayaan masyarakat. Selama pelaksanaan magang, mahasiswa terlibat dalam berbagai kegiatan administratif, seperti pengelolaan dokumen, penyusunan laporan, pengarsipan surat, pendampingan pelayanan masyarakat, serta mengikuti rapat koordinasi dan kegiatan pemerintahan di tingkat kelurahan. Metode yang digunakan dalam kegiatan ini adalah observasi langsung dan partisipasi aktif dalam pelaksanaan tugas-tugas pemerintahan. Hasil kegiatan menunjukkan bahwa magang memberikan pemahaman yang lebih mendalam mengenai proses administrasi pemerintahan, pelayanan publik, serta pentingnya koordinasi antarinstansi dalam mendukung efektivitas penyelenggaraan pemerintahan. Selain itu, mahasiswa memperoleh peningkatan keterampilan komunikasi, administrasi, manajemen waktu, dan pemecahan masalah. Meskipun demikian, ditemukan beberapa kendala, seperti tingginya volume pelayanan masyarakat, keterbatasan sumber daya manusia, dan perlunya optimalisasi teknologi dalam pengelolaan administrasi. Secara keseluruhan, program magang MBKM di Kelurahan Petojo Utara memberikan manfaat yang signifikan bagi mahasiswa maupun instansi dalam mendukung peningkatan kualitas pelayanan publik dan pengembangan kompetensi sumber daya manusia.

Abstract

This article examines the regulatory tensions between Law No. 23/2014 on Regional Government, which emphasizes the reconcentration of authority, and Law No. 6/2023 (the Job Creation Law), which mandates the centralization of licensing through a deregulatory framework. The study focuses on Sumatra, a region characterized by high ecological vulnerability and its role as a strategic hub for extractive expansion. Utilizing a juridical-normative methodology complemented by secondary spatial analysis, this study finds that ambiguities in environmental oversight authority have catalyzed a surge in deforestation and recurrent hydrometeorological disasters. The results demonstrate that deregulation, pursued under the guise of streamlining investment, has systematically dismantled the ecological protection functions previously vested in regional authorities. This "institutional displacement" has created a governance vacuum that prioritizes short-term economic output over the bio-geophysical stability of the Sumatran landscape. The findings suggest that without a substantive synchronization of regulations that restores "ecological veto" power to local governments, the island remains at critical risk of systemic ecosystem collapse.

Abstract

General elections are one of the main pillars of a democratic system, serving to legitimize power through a peaceful and periodic process. In their implementation, the Election Supervisory Agency (Bawaslu) plays a central role as the supervisory body responsible for ensuring that elections are conducted in a direct, public, free, confidential, honest, and fair manner. This study aims to analyze students' perceptions of Bawaslu's performance, transparency, and independence in the implementation of the 2024 General Election. This study uses a qualitative descriptive method with data collection techniques in the form of a closed Likert scale questionnaire distributed to students at the University of 17 Agustus 1945 Jakarta. The data obtained was analyzed using a descriptive approach based on the frequency distribution and percentage of respondents' answers for each indicator. The results show that the majority of students have a positive perception of Bawaslu's performance and transparency, with a total of 60% and 59.9% of respondents agreeing and strongly agreeing. However, perceptions of Bawaslu's independence tended to be lower, with only 49.4% of respondents agreeing and strongly agreeing, and 50.6% remaining neutral or disagreeing. This shows that although trust in Bawaslu is generally quite good, there are still doubts among students regarding the institution's neutrality from political intervention. This study emphasizes the importance of increasing information transparency, strengthening public communication, and protecting the institutional independence of Bawaslu as part of efforts to strengthen the legitimacy and quality of electoral democracy in Indonesia. The perceptions of students as young voters and a critical group are important indicators in measuring the success of election monitoring functions in the public eye. However, the weakness of this study is the limited number of respondents from one university and the use of a closed questionnaire as an instrument. Future research should involve respondents from various universities and combine quantitative methods with interviews or focus group discussions (FGDs) to obtain a more in-depth and representative picture. Abstract

The Community Early Warning Forum (Forum Kewaspadaan Dini Masyarakat/FKDM) is a participatory platform for community participation in identifying and preventing potential threats, challenges, obstacles and disturbances (ATHG) that could impact public security and social order. This research aims to analyse the performance of FKDM program conducted by Sub-Department of National Unity and Political Affairs (Subankesbangpol) of North Jakarta Administrative City especially in Tanjung Priok District. A descriptive qualitative approach was utilized using interviews, observations and documentation as data collection techniques. Informants were purposively selected. The results show that the cross-sectoral cooperation of the State Intelligence Agency (BIN), the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), the Attorney General’s Office, and intelligence units from ministries and non-ministerial government agencies strongly supports the success of the FKDM program. FKDM in Tanjung Priok has track various programs, including a campaign to raise the awareness of community security, neighbourhood watch and night patrol activities, education on disaster management, anti-drug campaigns, and family-strengthening programs. These initiatives have resulted in increased public awareness, reduced crime rates and better coordination of local security. However, there are still challenges in terms of resource optimization, capacity building of members and long-term sustainability of the programs. Therefore, the study recommends that training programs should be improved, the utilization of information technology should be expanded and collaboration among stakeholders should be strengthened to enhance FKDM’s role in preserving the security of the community and public order.
