Abstract

We analyze the role of government and stakeholders in addressing stunting in Loktuan Urban Village, North Bontang, through the lens of collaborative governance. We find that the continued prevalence of stunting is not caused merely by a lack of resources and the absence of programs, but by weak coordination capacity and insufficient integrated collaboration among stakeholders. We employed a qualitative, interpretive approach, gathering data through in-depth interviews, observations, and documentation with local government representatives, community health workers, and social actors. Despite the presence of multi-sectoral programs, we find that their execution remains sectoral and disconnected, owing to a lack of shared responsibility and interdependence among stakeholders. Government steering functions as regulatory administration rather than as orchestration capable of aligning actors toward a shared outcome, while stakeholder engagement stays transactional and activity-based rather than co-produced. We contribute to governance scholarship by shifting the analytical focus from program availability to the government’s capacity to orchestrate multi-actor collaboration at the local level, offering insight into how village governance can move from fragmented coordination toward an integrated, accountable collaborative system for stunting reduction.
