Abstract

This study examines the effectiveness of Work from Home (WFH) policy in Indonesian immigration public service delivery, using Efficiency Theory and Digital Transformation Theory as frameworks for analysis. The findings suggest that WFH enhances administrative efficiency and supports digital transformation for remote-compatible functions such as visa processing, residence permit administration, and internal coordination. However, the policy proves less effective for front-line services requiring physical presence, such as passport issuance, biometric capture, and border control. The study highlights that WFH must be considered selectively based on the operational nature of each immigration function. Additionally, the effectiveness of remote work in immigration services is closely linked to digital readiness, cybersecurity, and the availability of secure infrastructure. The article concludes by proposing a function-based model for WFH implementation, emphasizing the need for continued investment in digital infrastructure and equitable access to immigration services. This study contributes to the understanding of WFH applicability in the public sector, specifically in immigration services, and offers policy recommendations for improving service delivery through hybrid work models.

Abstract

Migration to hybrid cloud computing is increasingly being implemented by organizations to achieve a balance between flexibility, security, and cost efficiency in supporting digital transformation. However, integration across private and public cloud environments and the use of multi-cloud environments creates technical and socio-technical complexities that increase operational risks. This study aims to develop a conceptual framework for hybrid cloud migration risks from an Information Systems perspective. The research method uses a narrative literature review of 23 relevant scientific articles. The analysis process is carried out in two stages: grouping literature findings into operational risk domains and mapping risks using Threat, Vulnerability, Risk Factors, Impact, and Damage components. The results identify eight key risk domains, including information security and privacy, compliance and regulation, migration costs, downtime and service availability, existing system integration and compatibility, interoperability and lock-in risk, observability and cross-cloud monitoring, and socio-technical readiness and information technology governance. The resulting conceptual framework emphasizes the importance of integrated risk management through a combination of technical controls and governance mechanisms. Practically, this framework can be utilized to help organizations identify, prioritize, and mitigate hybrid cloud migration risks more systematically.

Abstract

The digitalisation of public financial management in Indonesia has advanced through the Integrated Financial Management Information System (IFMIS), particularly the mandatory Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI) for all central government work units. This article analyses SAKTI’s implementation at the Immigration Polytechnic, a strategic vocational institution under the Ministry of Law, expected to strengthen efficiency, transparency, and accountability in managing state funds. Using DeLone and McLean’s (2003) Information Systems Success Model, the study assesses system quality, information quality, service quality, use, user satisfaction, and net benefits. A case study design was employed, combining a survey of end-users with semi-structured interviews and document analysis. The findings show that SAKTI has improved standardisation and traceability of financial transactions, yet several socio-technical challenges persist, including unstable connectivity, system slowdowns during peak periods, limited user training, and varying levels of digital literacy. These constraints reduce user satisfaction and hinder the full realisation of organisational benefits. The study contributes to e-government and IFMIS literature in developing country bureaucracies and proposes practical recommendations to strengthen leadership commitment, capacity-building, and technical infrastructure to optimise SAKTI implementation in education-sector work units.
