Abstract

This study examines the effectiveness of Work from Home (WFH) policy in Indonesian immigration public service delivery, using Efficiency Theory and Digital Transformation Theory as frameworks for analysis. The findings suggest that WFH enhances administrative efficiency and supports digital transformation for remote-compatible functions such as visa processing, residence permit administration, and internal coordination. However, the policy proves less effective for front-line services requiring physical presence, such as passport issuance, biometric capture, and border control. The study highlights that WFH must be considered selectively based on the operational nature of each immigration function. Additionally, the effectiveness of remote work in immigration services is closely linked to digital readiness, cybersecurity, and the availability of secure infrastructure. The article concludes by proposing a function-based model for WFH implementation, emphasizing the need for continued investment in digital infrastructure and equitable access to immigration services. This study contributes to the understanding of WFH applicability in the public sector, specifically in immigration services, and offers policy recommendations for improving service delivery through hybrid work models.

Abstract

The digitalisation of public financial management in Indonesia has advanced through the Integrated Financial Management Information System (IFMIS), particularly the mandatory Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI) for all central government work units. This article analyses SAKTI’s implementation at the Immigration Polytechnic, a strategic vocational institution under the Ministry of Law, expected to strengthen efficiency, transparency, and accountability in managing state funds. Using DeLone and McLean’s (2003) Information Systems Success Model, the study assesses system quality, information quality, service quality, use, user satisfaction, and net benefits. A case study design was employed, combining a survey of end-users with semi-structured interviews and document analysis. The findings show that SAKTI has improved standardisation and traceability of financial transactions, yet several socio-technical challenges persist, including unstable connectivity, system slowdowns during peak periods, limited user training, and varying levels of digital literacy. These constraints reduce user satisfaction and hinder the full realisation of organisational benefits. The study contributes to e-government and IFMIS literature in developing country bureaucracies and proposes practical recommendations to strengthen leadership commitment, capacity-building, and technical infrastructure to optimise SAKTI implementation in education-sector work units. Abstract

Buruknya kualitas pelayanan publik dan tumpang-tindihnya birokrasi menjadi permasalahan utama yang menghambat terwujudnya tata kelola pemerintahan yang ideal di Indonesia. Penelitian ini dilakukan karena Direktorat Jenderal Imigrasi, sebagai etalase pelayanan publik dan penegakan hukum negara, memiliki urgensi tinggi untuk mengakselerasi lingkungan kerja yang bebas dari korupsi, kolusi, dan nepotisme (KKN) melalui program Zona Integritas (ZI). Tujuan dari penelitian ini adalah untuk menganalisis secara komprehensif implementasi pembangunan ZI menuju Wilayah Bebas dari Korupsi (WBK) dan Wilayah Birokrasi Bersih dan Melayani (WBBM) di lingkungan Direktorat Jenderal Imigrasi. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif-analitis. Metode ini dipilih karena sangat tepat untuk membedah data dokumen evaluasi dan capaian secara mendalam. Hasil penelitian menunjukkan adanya tren positif di mana 119 satuan kerja (60,41%) telah meraih predikat ZI per tahun 2025, yang terdiri atas 103 WBK dan 16 WBBM. Kesimpulannya, pencapaian ZI di Direktorat Jenderal Imigrasi telah menunjukkan kemajuan masif, namun masih terhambat oleh belum tuntasnya Tindak Lanjut Hasil Pemeriksaan (TLHP) dan kendala administratif di satuan kerja baru. Rekomendasi untuk penelitian lanjutan adalah perlu adanya kajian khusus mengenai efektivitas platform digital dalam mengontrol tingkat kepatuhan pelaporan harta kekayaan aparatur sipil negara.
