Abstract

This study examines the hegemony of falsehood in synthetic media and the limitations of conventional communication regulation in the age of generative artificial intelligence. Using a critical library-based method, the research synthesizes recent national and international literature, regulatory documents, and platform policy texts to analyze deepfakes, AI-generated disinformation, and post-facto legal responses. The findings show that synthetic media transforms falsehood from a representational distortion into an algorithmically produced reality that is scalable, personalized, and difficult to verify. Indonesia’s current cyber-regulatory framework, including the Electronic Information and Transactions Law, remains largely reactive because it intervenes after harmful content has circulated. This creates epistemological and legal gaps involving velocity, accountability, intent, and platform responsibility. The study proposes Ethics by Design as a future communication policy paradigm that embeds transparency, traceability, algorithmic accountability, privacy protection, and human oversight into system architecture. It concludes that effective synthetic media governance requires shifting from Lex Scripta to Lex Informatica through co-regulation among the state, industry, academics, and civil society.

Abstract

Kajian teoritis ini menganalisis peran komunikasi sebagai instrumen aktif dan konstitutif dalam pembentukan struktur dan budaya organisasi. Berdasarkan perspektif teoritis organisasi klasik hingga interpretatif, penelitian ini berargumen bahwa komunikasi tidak hanya berfungsi sebagai saluran penyampai pesan, tetapi merupakan proses inti yang secara dialektis membentuk sekaligus mereproduksi realitas organisasi. Dalam konteks struktur organisasi, komunikasi berperan sebagai mekanisme koordinasi, kontrol, dan pengambilan keputusan yang menghidupkan kerangka formal. Pola komunikasi (baik formal maupun informal) secara aktual menentukan efisiensi hierarki, keluwesan jaringan kerja, dan distribusi kekuasaan, sehingga menciptakan struktur operasional di lapangan. Sementara dalam pembentukan budaya organisasi, komunikasi berfungsi sebagai medium penciptaan makna, penyebaran nilai-nilai, serta sosialisasi norma. Melalui narasi, simbol, dan ritual yang dikomunikasikan, identitas kolektif dibangun dan dipertahankan, sekaligus menjadi sarana potensial untuk perubahan budaya. Hubungan ketiganya bersifat dialektis: struktur membentuk pola komunikasi, pola komunikasi membangun dan memperkuat budaya, dan budaya yang terbentuk kemudian melegitimasi atau menantang struktur yang ada. Implikasinya, pemahaman holistik terhadap organisasi harus menempatkan manajemen komunikasi strategis sebagai elemen fundamental, bukan sekadar fungsi pendukung, untuk mencapai efektivitas dan adaptabilitas organisasi.

Abstract

The rapid development of social media has fundamentally transformed da'wah communication and reshaped the structure of religious authority in contemporary Muslim societies. Digital platforms enable individuals to produce, distribute, and consume Islamic messages without relying solely on traditional scholars or religious institutions. This transformation has given rise to new religious actors, including digital preachers and religious influencers, whose legitimacy is increasingly constructed through popularity, audience engagement, and algorithmic visibility. Consequently, religious authority has become fragmented as scholarly legitimacy is gradually replaced by digital popularity. This study aims to analyze the fragmentation of religious authority on social media from the perspective of da'wah communication and to reconstruct a prophetic-based model of digital religious authority. This research employs a qualitative library research approach by examining scholarly publications related to digital da'wah communication, prophetic communication, religious authority, social media, platform algorithms, and religious influencers. Data were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña through data collection, reduction, display, and conclusion drawing. The findings reveal that social media has transformed the mechanism of religious legitimacy through algorithmic logic, digital popularity, and audience participation, creating increasingly fragmented religious authority. Simultaneously, prophetic communication provides a normative framework based on humanization, liberation, and transcendence to reconstruct ethical and credible digital da'wah authority. This study proposes a conceptual novelty called the Prophetic Digital Religious Authority Model (PDRAM), positioning prophetic communication as the ethical foundation for developing adaptive, credible, and socially responsible digital religious authority.
