Abstract

The Village Consultative Body, hereinafter referred to as the BPD, is an institution which is the embodiment of democracy in supervising the administration of village governance as an element of the BPD's function of accommodating and channeling community aspirations. As the subject of development, of course, community members should be involved in determining development plans so that the development plans to be implemented can directly touch the needs of the community. However, despite having a very strategic position, many BPDs are still not optimal in carrying out their functions. The research objective is to determine the role and function of the BPD in Kantanan Village. The research method used is descriptive qualitative, the research location is in Kantanan Village. Data collection techniques were in the form of observation, interviews and documentation which were then analyzed using qualitative data based on Miles and Huberman's concepts. The results showed that the function of the Kantanan Village Consultative Body in supervising village regulations and the village spending income budget had been implemented properly, although the research results found obstacles such as lack of facilities and outreach, as well as technical guidelines that should have been provided by the Kantanan village government. The biggest inhibiting factors in the implementation of BPD supervision of the Kantanan Village Government are allowances from BPD members, facilities, and understanding of the duties and functions of the BPD in administering Village Government, as well as other factors, such as mental attitude, and existing customary/family factors.

Abstract

This study aims to analyze the role of emotional intelligence among civil servants (ASN) in improving the quality of public services at the Population and Civil Registration Office (Disdukcapil) of Buol Regency. The background of this research stems from the phenomenon of public service challenges, such as unresponsive attitudes of officials and suboptimal communication. This study employs a descriptive qualitative approach using in-depth interviews, observations, and documentation. The research informants consist of the head of the office, the head of the service division, ASN service staff, and members of the public using the services. The findings show that emotional intelligence plays an essential role in improving professionalism and the quality of interactions between officials and the community. Officials with strong self-awareness, empathy, and emotional regulation can deliver more effective, friendly, and satisfying services. Conversely, poor emotional control diminishes the public service image. This study emphasizes that developing emotional intelligence must be an integral part of human resource development to achieve quality, humanistic, and citizen-oriented public services. Abstract

This study aimed to develop and validate a machine learning–based governance analytics framework for evaluating the efficiency and accountability of Village Fund Allocation (ADD) management. A quantitative explanatory design was employed using panel data from 83 villages in Kabupaten Buol during 2022–2024, comprising 249 village-year observations. Financial and governance indicators were integrated into Random Forest regression and classification models using grouped cross-validation. The regression model achieved a Mean Absolute Error of 7.8% and an R² of 0.82, while the classification model attained an Accuracy of 0.87 and an ROC-AUC of 0.91. Budget deviation, reporting timeliness, transparency, and managerial capacity emerged as the principal determinants of efficiency. The findings demonstrate that governance quality plays a more important role than fiscal magnitude in improving village fund efficiency and support the use of machine learning for risk-based fiscal supervision.
