Abstract

ABSTRAKHarmonisasi Rancangan Peraturan Daerah (Raperda) merupakan tahapan penting dalam pembentukan produk hukum daerah guna mencegah tumpang tindih peraturan serta menjamin kesesuaian dengan sistem hukum nasional. Permasalahan yang sering terjadi adalah masih ditemukannya ketidaksesuaian materi muatan dan teknik penyusunan Perda, yang berdampak pada rendahnya implementasi regulasi. Penelitian ini bertujuan untuk mengkaji upaya memaksimalkan pelaksanaan harmonisasi Raperda di Provinsi Gorontalo. Metode penelitian yang digunakan adalah penelitian hukum empiris dengan pendekatan yuridis empiris, melalui pengumpulan data primer dan sekunder yang dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa secara kelembagaan, pelaksanaan harmonisasi oleh Kanwil Kemenkumham Gorontalo telah berjalan sesuai ketentuan dan didukung oleh peran perancang peraturan perundang-undangan. Namun, masih terdapat kendala berupa keterbatasan jumlah sumber daya manusia, belum optimalnya Standar Operasional Prosedur (SOP), serta koordinasi antar lembaga yang belum maksimal. Upaya yang dilakukan meliputi peningkatan kapasitas dan jumlah perancang, penguatan koordinasi dengan pemerintah daerah, serta penyediaan sarana dan prasarana pendukung. Selain itu, dalam konteks perkembangan terbaru, diperlukan inovasi melalui penerapan sistem e-harmonization berbasis digital untuk meningkatkan efisiensi dan kualitas harmonisasi. Kesimpulannya, optimalisasi harmonisasi Raperda tidak hanya memerlukan penguatan aspek normatif, tetapi juga pengembangan kapasitas kelembagaan dan pemanfaatan teknologi agar menghasilkan regulasi daerah yang harmonis, berkualitas, dan implementatif.Kata Kunci: Harmonisasi, Raperda, Perda

Abstract

This study analyzes the protection of the constitutional rights of persons with disabilities in the 2019 General Election in Gorontalo City through the perspective of administrative supervision. The research focuses on the role of the General Election Supervisory Agency (Bawaslu) in ensuring that electoral administration processes comply with legal provisions. Using an empirical juridical approach, this study examines supervisory practices across voter data updating, election socialization, polling station accessibility, and voting processes. Data were collected through interviews, observation, and documentation, and analyzed qualitatively. The findings indicate that administrative supervision was conducted in accordance with the regulatory framework of Bawaslu Regulation Number 21 of 2018 and was implemented across all electoral stages. However, several obstacles were identified, including the lack of continuous updating of disability voter data and limited accessibility factors affecting voter turnout. Although supervisory mechanisms functioned effectively in ensuring procedural compliance, they have not fully guaranteed the optimal fulfillment of constitutional rights of persons with disabilities in practice.

Abstract

The development of green home gardens is an important strategy for improving family welfare, particularly in Balayo Village, which has extensive yard potential that remains underutilized. The urgency of this community service program arises from the low level of public knowledge and skills in managing home gardens, as well as the need to strengthen household food security in accordance with Law No. 18 of 2012 on Food and the obligation to protect the environment as mandated by Law No. 32 of 2009 on Environmental Protection and Management. The program was implemented using the Participatory Assessment approach, which included problem identification, potential analysis, solution selection, community outreach, and technical assistance in preparing planting media, seedling cultivation, and garden management. The results indicate improved community knowledge, skills, and awareness regarding green home garden management; the formation of learning groups; and an increase in household green space, air quality, and food production. The program also strengthened social interaction and community participation in environmental conservation. Overall, the development of green home gardens proved to be an effective social intervention for enhancing food security, family welfare, and environmental quality at the household level.
