Abstract

The success of the Forest and Land Rehabilitation (RHL) Program is influenced by the level of community participation and institutional capacity at each stage of implementation. This study aims to analyze the level of community institutional participation, identify internal and external factors affecting these institutions, and formulate strategies to strengthen community institutions within the RHL Program in Sumberejo Village, Wonogiri Regency (under the jurisdiction of BPDAS Solo). A descriptive approach employing both quantitative and qualitative methods was used. Data were collected through observation, interviews, questionnaires, and document review involving 40 members of the Forest Farmer Group selected via random sampling, while key informants were chosen through purposive sampling. Data analysis utilized a Likert scale, IFAS-EFAS matrices, and SWOT analysis. The results indicate that community institutional participation falls into the "high" category during the implementation (79.37%) and output utilization (81.37%) stages, whereas the planning (63.12%) and evaluation (54.75%) stages fall into the "moderate" category. Identification results reveal that member engagement, group cooperation, and group leadership are key strengths, while limited knowledge regarding rehabilitation and group management remains a weakness. Externally, government support, facilitation, and the availability of rehabilitation land represent major opportunities, despite challenges posed by unpredictable weather and pest infestations. These conditions place the community institutions in Quadrant I; consequently, an SO (Strengths-Opportunities) strategy is prioritized to bolster participation, group cooperation, and the utilization of government support, thereby ensuring the sustainability of the RHL Program.

Abstract

This study aims to determine strategic evacuation locations and optimal evacuation routes for visitors in the Klayar Coast area, Pacitan Regency, based on tsunami modeling scenarios with wave heights of 8.5 meters and 20 meters. This region has a high level of tsunami vulnerability due to its direct exposure to the Indian Ocean and its location within a zone of regional tectonic activity, while the intensity of tourism activities has led to a significant increase in the number of people exposed to risk. The study applies tsunami hazard zone modeling based on topographic and elevation data, combined with evacuation route network analysis using a Geographic Information System (GIS). Evacuation travel time was calculated by considering route length, topographic conditions, and average evacuation speed under emergency conditions. The results show that the 20-meter tsunami scenario causes a significant expansion of high-hazard zones and increases evacuation travel time by approximately 3.5–6 minutes compared to the 8.5-meter scenario. Several evacuation routes and Temporary Evacuation Sites (TES) that are effective under the lower scenario become suboptimal under the higher scenario. The novelty of this study lies in the integration of travel-time-based evacuation route analysis with multi-scenario tsunami modeling in a coastal tourism area, providing a more adaptive spatial basis for tsunami mitigation planning. These findings emphasize the importance of worst-case-scenario-based evacuation planning and the strengthening of early warning systems to enhance visitor safety.
