Abstract

Educational community service programs have become an essential avenue for bridging academic knowledge and community development. This study explores the implementation and impact of such programs at STIT Al-Ittihadiyah Labuhanbatu Utara, focusing on how they empower local communities and contribute to a better future. Using a qualitative descriptive approach, data were collected through interviews, observations, and document analysis involving students, lecturers, and community members. The findings reveal that these programs enhance educational engagement, develop practical skills, and foster social cohesion, benefiting both the community and student participants. However, challenges such as limited resources and inconsistent community involvement affect program sustainability. The study highlights the importance of strategic planning and collaborative efforts to maximize the positive outcomes of educational community service. Ultimately, serving through knowledge proves to be a powerful means of fostering community empowerment and sustainable development.

Abstract

Importance of administrative completeness in every requirement in registration to obtain services such as school registration, employment status, obtaining health services, obtaining permits, and other services. All require appropriate population administration. However, every human being’s status will change over time, such as employment, marriage, and education. Then it is necessary to make changes. Services for administrative management can already be done online. However, due to a lack of knowledge of technology and information, the implementation of online services is less attractive to the public. This paper aims to examine the digital governance process through the implementation of e-government in the public service process at the Department of Population and Civil Registration, Tanah Karo Regency. The research focus is on implementation performance and the factors that influence the performance of e-government policy implementation. So that researchers can provide research findings that will be used as a reference for the next researcher when comparing implementation performance and factors that influence the current study to the next. Using a qualitative description approach that provides detailed explanations of the problems investigated, it was discovered that the performance of the implementation of population administration services via e-government was as follows: (1) Access to information requirements is easily obtained by the community, but access to all types of services cannot be managed online; (2) People still use online services a little; (3) People still rarely use online services; (4) The implementation of online services is right on target; (5) The process of completing administrative documents is on time; (6) Documents can be printed by the community themselves because their authenticity is guaranteed; (7) Management of documents becomes efficient and effective; Meanwhile, the factors that affect the performance of the first e-government policy implementation are the environmental conditions of the relationship between human resource organizations and the character of the institution. Based on these findings, the proposed policy recommendations need to increase the socialization of services through e-government to the community, carried out by the Information Service Section of the Population and Civil Registration Service of Karo Regency, by inviting the cooperation of sub-district and village officials in providing online service socialization and using social media. Providing service space in each sub- district and village office using the village fund budget, such as the availability of one unit computer, one unit printer, and A4 paper weighing 80 grams, and one person who is able to operate and can teach the community so that the next document management can be done online and can print the results in the office that is already available in the administrative management service room because in the printing place there is not necessarily a paper size like the set.

Abstract

This research was motivated by the devastating impact of Covid-19 global pandemic towards the daily lives of transgender individuals in North Sumatra. The aim of this research is to capture the reality of how far the government has protected and aided transgender people through various policies that have been launched from April 2020 to October 2021. By using a qualitative approach this research combines data collection from in-depth interviews and literature studies. The authors find that transgender people in North Sumatra are heavily relying on the evident solidarity and meaningful initiatives from their respective communities in order to survive during this horrible pandemic. Therefore, we argue that the so-called public policies from the North Sumatran government at all levels, including Covid-19 vaccination distribution scheme, have failed to fulfill the urgent needs of the transgenders.

Abstract

This study focuses on community-based waste management strategies in Deli Serdang Regency with a community self-help approach towards a healthy and waste-free area. The core problem raised in this study is the low level of community participation in waste management which has an impact on increasing the volume of unmanaged waste and has a negative impact on the environment and public health. The purpose of the study is to formulate an effective strategy to increase community awareness and participation in waste management, as well as build collaboration to realize a more efficient and sustainable waste management system. The method used in this study is a qualitative approach through participatory rural appraisal (PRA). Furthermore, data analysis was carried out by identifying key themes that emerged from the interaction, as well as developing a participatory strategy that involved the community in waste management. The results of the study indicate that the implementation of community-based waste management strategies through community self-help can increase community awareness and participation in waste management. It was found that effective counseling and training as well as the formation of community groups that focus on waste management have improved the community's ability to manage and recycle waste. In addition, the implications of this study also emphasize the importance of local government support in facilitating policies and providing the necessary infrastructure. The novelty of this study shows that community-based waste management strategies through independent governance have proven to be an effective alternative in creating healthy and waste-free areas in Deli Serdang Regency. This study is expected to be a reference for other regions in implementing similar programs to overcome waste problems at the community level

Abstract

This study aims to examine the effect of acceptability and work efficiency on public service quality through E-Government initiatives in Medan City. The study was motivated by the need to improve public service delivery through digital governance, particularly in local government contexts where public acceptance, administrative efficiency, and digital service initiatives play an important role in strengthening service performance. This research employed a descriptive quantitative approach using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The population consisted of 2,494,512 residents of Medan City in 2023, and the sample was determined using the Slovin formula with a 10% margin of error, resulting in 100 respondents selected through accidental sampling.The results indicate that acceptability has a significant effect on the improvement of public service quality in Medan City. Work efficiency also significantly contributes to improving public service quality. Furthermore, acceptability and work efficiency significantly influence E-Government initiatives. The findings also show that E-Government initiatives significantly contribute to the improvement of public service quality. In addition, E-Government initiatives serve as an intervening variable in the relationship between acceptability and public service quality, as well as between work efficiency and public service quality. These findings confirm that public service improvement is not only determined by the availability of digital government systems, but also by the extent to which such systems are accepted by citizens and supported by efficient work processes within government institutions.This study concludes that acceptability, work efficiency, and E-Government initiatives are important determinants of public service quality improvement in Medan City. The higher the public acceptability of E-Government technology and the more efficient the work processes implemented by public institutions, the stronger the contribution of E-Government initiatives to improving public service quality. Therefore, the Medan City Government needs to continuously strengthen citizen-oriented E-Government initiatives to create public services that are more efficient, responsive, transparent, and aligned with citizens’ needs

Abstract

This study aims to examine the influence of E-Government application innovation on public trust and citizen engagement through E-Government effectiveness as an intervening variable in Medan City. The study is motivated by the continuing reliance on manual public service systems, which often create administrative delays, limited accessibility, low transparency, and insufficient citizen participation. In response to these challenges, E-Government application innovation is expected to strengthen digital public service delivery by improving service availability, accessibility, transparency, operational efficiency, and public participation. This study employs a descriptive quantitative approach using Structural Equation Modeling (SEM). The population consists of 2,494,512 residents of Medan City in 2023, and the sample comprises 100 respondents selected using stratified random sampling based on educational level. The results show that all measurement indicators satisfy convergent validity, discriminant validity, and composite reliability requirements. The hypothesis testing results indicate that E-Government application innovation has a significant effect on public trust, citizen engagement, and E-Government effectiveness. Furthermore, E-Government effectiveness significantly influences public trust and citizen engagement. The indirect effect analysis also confirms that E-Government effectiveness plays an intervening role in strengthening the influence of E-Government application innovation on both public trust and citizen engagement. These findings suggest that innovative and effective E-Government applications are essential for building citizen confidence, encouraging public participation, and improving the quality of digital public services in Medan City.
