enelitian ini bertujuan untuk mengetahui peningkatan peranan perempuan baik itu di domestik (rumah tangga/keluarga) maupun di publik (masyarakat), dan untuk melihat interaksi laki-laki dan perempuan dalam peningkatan dan pemberdayaan ekonomi perempuan pengupas bawang di Sentral Sambu Medan serta memperhatikan kebijakan yang dilakukan oleh perempuan baik secara kelompok maupun secara pribadi dalam mempertahankan ekonomi keluarga melalui pendekatan kualitatif. Data itu dapat diperoleh dari tehnik pengumpulan data kualitatif destriktif berupa: observasi dan wawancara mendalam. Data diambil dari beberapa kelompok masyarakat pengupas bawang dan juga owner yang mewakili dan kontemporer. Tempat kelompok pengupas bawang tersebut adalah sesuai dengan tempat owner atau pengusaha bawang yang berada di sekitar pasar Sentral Sambu Kota Medan. Fenomena keterlibatan perempuan bekerja di luar rumah menandakan bahwa perempuan telah berusaha merekonstruksi sejarah hidupnya, dengan membangun identitas baru bagi dirinya, tidak hanya sebagai ibu, istri, tetapi juga sebagai pekerja atau perempuan karier. Pada saat perempuan saat memasuki ruang publik dan masuk dalam salah satu kerja, maka ia harus memiliki kualitas dan kapasitas yang sama dengan laki-laki yang cukup tinggi termasuk dengan membayar biaya ideologis, karena perempuan dianggap pendatang baru dalam dunia publik. Dan, sebenarnya biaya ideologis perempuan itu tidak terhitung besarnya, karena peran ganda perempuan itu sangat luar biasa, termasuk perempuan pengupas bawang di Sentral Sambu Kota Medan, harus mengoarbankan salah satu peran itu hanya untuk mempertahankan kelangsungan hidup domestik.

As a nation that is scientifically and technologically strong, the United States, which is called the world police, is certainly not an exaggeration. Public policies made by the United States are always loaded with economic interests. Regional domination framed by equal state relations on the basis of human rights has always been the entry point for the American nation in carrying out domination politics. Public policy made by the United States is certainly oriented to its interests. Naturally, the concept of the American nation Number one by its leaders has certainly made its global policy always oriented to its interests. In the current global arena, the United States of America always makes policies that benefit itself in this case its economic interests.

This study was conducted to see how the process and factors that cause the birth of a single candidate versus an empty box in the 2020 gunungsitoli mayor/deputy mayoral election. The study was conducted in the city of Gunungsitoli in August 2020. The study used descriptive quality research methods with interview data collection techniques, and documentation to retrieve data from data sources in the form of writing, behavior, actions, events, events, words. The informants in this study are key informants of the Chairman of the DPC of the gunungsitoli city democratic party, the main informant of figures or candidates failed in the gunungsitoli election in 2020 and additional kpud informants and academics / communities. The results showed that the process of the birth of a single candidate in the gunungsitoli city election in 2020 began with political lobbying and the lack of intention from the public to run because the candidate who eventually became the sole candidate had enormous power or power. The factors that cause the birth of the candidate are influenced by the power of power (oligarchy) and material power that allows transactional politics (cartel politics) can be carried out by the incumbent candidate by buying the party in the dprd of gunungsitoli city so that the election is carried out with a single candidate versus an empty box.

The role of participation in the implementation of village development is a very important component for the success of the village development program. So that community participation can run optimally. Therefore, the village government should play an active role in developing community participation in the implementation of development programs. The purpose of this study is to find out how community participation in the implementation of village development is to optimize community welfare. This study uses a qualitative descriptive research method using interview and observation techniques. This study uses "key informants, main informants and additional informants". The result shows that the process of community participation in the implementation of village development is quite good, starting from decision making, implementation of development and evaluation of development. Where the community already has the responsibility in village development, participates in the implementation and participates in the evaluation of development. But there are factors that hinder the process of community participation in the implementation of village development, namely the village government does not have the ability to explain to the community what development will be carried out so that people do not understand and do not understand which results in people not wanting to participate in village development. The conclusion from the results of this study is that community participation in the implementation of village development in Bandar Klippa Village is quite good, as can be seen from the enthusiasm of the community in implementing village development.

General elections are a means of upholding people's justice and this is the only process to build a country's political ethics. In elections, citizens are given as much freedom as possible and guaranteed by the constitution to express their political aspirations. Through elections, citizens will come to the polls and have been regulated by the state through special regulations regarding general elections. Citizens will give their political rights so that in the future a government structure will be created that will organize state governance for public services and accelerate development. The problem is, is an election valid if the citizen's participation is minimal or far from what we expect? Like the term white group (abstentions) where citizens are very passive and do not give their political rights. We will enter the political year and the 2024 elections are getting closer. Can the abstentions increase or decrease? This is certainly a very relevant question so that the legality of elections can be better because every citizen's political election participation is a supporting factor for the success of elections.

Pendidikan adalah alat satu-satunya dalam membangun peradaban sebuah bangsa. Melalui pendidikan diharapkan sumber daya manusia bisa terwujud dengan baik. Itulah sebabnya tata kelola pendidikan yang bagus berpengaruh positif terhadap mutu pendidikan. Selama ini tata kelola pendidikan di negara Indonesia masih jauh dari apa yang diharapkan. Tata kelola itu belum fokus pada upaya membangun lulusan yang bermutu. Tata kelola hanya dilakukan dengan rutinitas tanpa ada upaya yang konkrit bagaimana mengangkat mutu pendidikan kita. Apalagi di era otonomi daerah saat ini, pendidikan menengah adalah wewenang dari pemerintah Provinsi dan juga Kabupaten. Otonomi pendidikan yang memebrikan wewenang luas itu seharusnya serta merta mendongkrak mutu pendidikan kita karena adanya limpahan wewenang yang banyak, termasuk dalam hal mengelola masalah keuangan. Bagaimana seharusnya pemeritah daerah dalam mengelola otonomi pendidikan, khsusnya di era industri 4.0 saat ini tentu jadi sebuah pertanyaan yang harus di jawab oleh pemerintah kabupaten dan provinsi di era otonomi pendidikan saat ini.

This study aims to determine the obstacles or challenges in the implementation of policies for dealing with street children in the Medan City Social Service. Street children are a social problem that has become a trend of life in big cities in Indonesia, including the city of Medan. In the context of handling street children, the Medan city government, in this case the Medan City Social Service, has implemented handling programs based on Regional Regulation Number 6 of 2003 concerning the Prohibition of Homeless and Begging and Immoral Practices in Medan City. The handling programs that have been carried out so far are considered to be effective and relevant to the existing problems, but even so, it turns out that street children are still found at certain points in the city of Medan, for example at Simpang Pos Padang Bulan. The type of research conducted in this research is qualitative research. Where this research goes into the field that has become the object of research to obtain data sources, such as conducting interviews with informants directly and also making direct observations. The results of this study indicate that there are obstacles in the implementation of policies for handling street children in the city of Medan which causes street children to still exist in the city of Medan even though handling programs have been implemented.

Public sector leadership is a very important part of service and is the true essence of leadership as the main part of public service. How public sector leadership can work well so that there is increased community participation is certainly a very important discussion. This research was conducted to see the effectiveness of the village head's leadership in motivating village community participation to improve village infrastructure development. Based on the problems studied, this method and research uses qualitative descriptive research. The results of the research show that the village head of Nagori Pardomuan Tongah has made efforts and roles, such as inviting the community to take part in various village activities with the aim of increasing community participation in development in accordance with with the content, aims and intentions of each development program to be implemented in accordance with his responsibilities and the community as a supporting factor, it is stated that the village head is carrying out his role as less effective. The efforts made by the government in overcoming these obstacles are the village head of Nagori Pardomuan Tongah as a driver and motivator in better village development, the village head should increase motivation to be used as a channel to convey information from each development program , the village head must increase the intensity of implementing development activities with the community for the welfare of the people in the village.

Penelitian ini bertujuan untuk mengetahui langkah strategis yang dilakukan oleh Badan Pelaksana Otorita Danau Toba dalam mewujudkan Danau Toba sebagai pariwisata super prioritas Indonesia. Penelitian ini menggunakan jenis pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Data tersebut dianalisis dengan menggunakan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Adapun informan dalam penelitian ini adalah pihak-pihak yang terkait dengan masalah yaitu informan kunci (Direktur Utama BPODT), informan utama (Direktur Keuangan, Umum, dan Komunikasi Publik BPODT), dan informan tambahan (Kepala Divisi Komunikasi Publik, Kepala Divisi Umum, dan structural BPODT lainnya). Hasil penelitian ini menunjukkan bahwa secara langkah strategis yang direncanakan oleh Badan Pelaksana Otorita Danau Toba sudah cukup baik, tetapi pada implementasinya membutuhkan waktu yang lama. Badan Pelaksana Otorita Danau Toba membutuhkan investor yang banyak untuk membantu dalam pengembangan zona otoritatif mereka yang disebut Toba Caldera Ressort, dan saat ini menarik investor menjadi target utama dari Badan Pelaksana Otorita Danau Toba.

Penelitian ini bertujuan untuk mengetahui apakah Kemampuan Adaptasi dan Konsistensi berpengaruh terhadap Kinerja Karyawan PT.ISS Indonesia Area Thamrin Plaza Medan Jl. M.H. Thamrin No.75, Pandau Hulu I, Kec. Medan Kota, Kota Medan, Sumatera Utara pada tahun 2020/2021. Rumusan pada masalah ini adalah apakah kemampuan adaptasi dan konsistensi berpengaruh secara parsial dan simultan terhadap kinerja karyawan PT. ISS Indonesia area Thamrin Plaza Medan. Metode penelitian yang digunakan dalam penelitian ini adalah metode kuantitatif. Popoulasi dalam penelitian ini adalah seluruh karyawan PT. ISS Indonesia area Thamrin Plaza Medan dengan jumlah sampel yang terpilih menggunakan sampling jenuh atau sensus sebanyak 60 orang. Teknik pengumpulan data yang digunakan adalah kuesioner, dokumentasi dan analisis data yang digunakan adalah regresi liniear berganda. Berdasarkan hasil pengujian hipotesis dapat disimpulkan Uji t (X1) t hitung = 3,031 ≥ t tabel = 1,296 dan Uji t (X2) t hitung = 2,292 ≥ t tabel = 1,296 dengan nilai signifikan X1 sebesar 0,004 dan X2 sebesar 0,026 < 0,05 sehingga dapat disimpulkan H1 diterima dan H0 ditolak yang berarti kemampuan Adaptasi berpengaruh positif dan signifikan secara parsial terhadap kinerja karyawan. Uji F = F hitung ≥ Ftabel = 13,140 ≥ 3,16 dengan nilai signifikan sebesar 0,000 < 0,05 yang berarti X1, X2, berpengaruh secara simultan terhadap kinerja karyawan. Oleh karena itu, PT. ISS Indonesia area Thamrin Plaza Medan agar kedepannya semakin mengembangkan dan meningkatkan lagi terkait kemampuan adaptasi dan konsistensi sehingga kinerja karyawan semakin maksimal dan membuat pelanggan puas serta perusahan semakin maju.
