Beberapa permasalahan dalam pelayanan publik seperti maraknya tindakan korupsi, kolusi, dan nepotisme (KKN) di setiap instansi pemerintah baik pusat maupun daerah, birokrasi yang lamban, pegawai pemerintah yang tidak ramah, tertutupnya informasi kepada publik, pemborosan anggaran untuk hal-hal yang tidak mendukung kesejahteraan masyarakat, tidak bebas mengemukakan pendapat, serta masalah diskriminasi pelayanan yang sering terlihat dari suku, agama, kedudukan, status sosial masyarakat, serta adanya hubungan kekeluargaan. Menghadapi permasalahan di atas, pemerintah berupaya meningkatkan citra pelayanan publik dengan berusaha mewujudkan prinsip-prinsip good governance dalam pelayanan publik. Melalui penerapan prinsip-prinsip good governance dalam pelayanan publik, diharapkan kualitas pelayanan publik dapat maksimal dan mendapat respon positif dari masyarakat sehingga masyarakat puas dan percaya kepada pemerintah. Kondisi good governance di Kantor Kecamatan Medan Timur menunjukkan bahwa penerapan prinsip-prinsip good governance belum proses pengelolaan administrasi, masih diskriminatif terhadap masyarakat, mengutamakan hubungan kekeluargaan, dan pegawai kurang responsif. Ada empat prinsip yang belum dilaksanakan secara optimal, yakni prinsip pelayanan prima, prinsip demokrasi dan partisipasi, efektifitas dan efisiensi, serta keadilan. Penelitian ini bertujuan untuk mengetahui dan mengkaji bagaimana implementasi prinsip-prinsip good governance telah dilaksanakan dengan baik. Penelitian ini menggunakan pendekatan kualitatif, yaitu berusaha untuk memahami gejala dan memberikan penjelasan mengenai permasalahan yang dihadapi di Kantor Kecamatan Medan Timur. Teknik pengumpulan data menggunakan metode wawancara dan dokumentasi, teknik analisis data menggunakan langkah reduksi data, penyajian data, dan penarikan kesimpulan.

The future of education in our country is very dependent on the extent to which the quality and quality of teachers in this country. Institutional HKBP as one of the largest churches in Indonesia or Southeast Asia is still continuing to strengthen governance. As we all know, the internal problems of HKBP as a church organization are still far from what we expect from good and smart governance. So far, the financial decentralization that has occurred in the HKBP has caused various internal problems and ripples. The policy of financial decentralization by giving full authority to churches in the regions, for example, has created income inequality, for example. Many clergy stay in the church with substantial financial resources. With the financial centralization, it is hoped that income distribution, transfer of clergy or pastors can run well and this will strengthen church institutions. With the financial centralization, it is hoped that the church organization can become a good organization so that the mission and vision of the church can run well.

General elections are a means of upholding people's justice and this is the only process to build a country's political ethics. In elections, citizens are given as much freedom as possible and guaranteed by the constitution to express their political aspirations. Through elections, citizens will come to the polls and have been regulated by the state through special regulations regarding general elections. Citizens will give their political rights so that in the future a government structure will be created that will organize state governance for public services and accelerate development. The problem is, is an election valid if the citizen's participation is minimal or far from what we expect? Like the term white group (abstentions) where citizens are very passive and do not give their political rights. We will enter the political year and the 2024 elections are getting closer. Can the abstentions increase or decrease? This is certainly a very relevant question so that the legality of elections can be better because every citizen's political election participation is a supporting factor for the success of elections.

Pendidikan adalah alat satu-satunya dalam membangun peradaban sebuah bangsa. Melalui pendidikan diharapkan sumber daya manusia bisa terwujud dengan baik. Itulah sebabnya tata kelola pendidikan yang bagus berpengaruh positif terhadap mutu pendidikan. Selama ini tata kelola pendidikan di negara Indonesia masih jauh dari apa yang diharapkan. Tata kelola itu belum fokus pada upaya membangun lulusan yang bermutu. Tata kelola hanya dilakukan dengan rutinitas tanpa ada upaya yang konkrit bagaimana mengangkat mutu pendidikan kita. Apalagi di era otonomi daerah saat ini, pendidikan menengah adalah wewenang dari pemerintah Provinsi dan juga Kabupaten. Otonomi pendidikan yang memebrikan wewenang luas itu seharusnya serta merta mendongkrak mutu pendidikan kita karena adanya limpahan wewenang yang banyak, termasuk dalam hal mengelola masalah keuangan. Bagaimana seharusnya pemeritah daerah dalam mengelola otonomi pendidikan, khsusnya di era industri 4.0 saat ini tentu jadi sebuah pertanyaan yang harus di jawab oleh pemerintah kabupaten dan provinsi di era otonomi pendidikan saat ini.

Pemahaman dan penguatan wawasan kebangsaan adalah hal yang sangat urgen untuk dilakukan bagi semua lapisan masyarakat, tidak terkecuali bagi masyarakat kelompok Tani. Pentingnya wawasan kebangsaan dalam rangka menumbuhkan sikap dan karakter nasionalisme adalah hal yang harus dilakukan melalui berbagai kegiatan. Salah satu wujud untuk menumbuhkan nasionalisme dalam perspektif kampus adalah dengan cara salah satu fungsi tridarma pendidikan tinggi melalui pengabdian kepada masyarakat. Wujud pengabdian kepada masyarakat salah satunya adalah menggagas pertemuan dengan model diskusi dan ceramah yang pada sifatnya akan jadi sebuah upaya untuk mendorong wawasan kebangsaan bagi masyarakat kelompok Tani. Kelompok Tani Terpadu Martubung adalah kelompok Tani yang punya organisasi dengan baik dan punya aktivitas bergerak dalam bidang pertanian. Bagaimana untuk mewujudkan tumbuhnya rasa nasionalisme di kalangan kelompok Tani Terpadu Martubung Medan menjadi sebuah tantangan tersendiri bagi kampus melalui pengabdian kepada masyarakat. Maka, melalui model ceramah, diskusi, dan tanya jawab dengan topik wawasan kebangsaan diharapkan akan jadi model alternatif menumbuhkan rasa kebangsaan pada lapisan masyarakat petani Martubung.

The internet provides tremendous educational benefits for students and also provides better communication, information, and social interaction opportunities for young people, but excessive internet use can lead to negative psychological addiction. This study aims to quantitatively describe the tendency of internet addiction in the population of students majoring in Public Administration from the class of 2020, 2021, and 2022. The total sample taken was 142 people, including all students from the three batches. The data analysis method applied in this research is the crosstab or cross tabulation analysis technique. The data analysis process involved the use of SPSS V.25 statistical software. From the results of the analysis of gender and range of addiction, it can be seen that the majority of respondents, both males (66.7%) and females (69.9%), experience a moderate level of internet addiction, especially social media. The number of respondents who experienced moderate addiction reached 98 out of a total of 142 respondents. In the analysis of respondents' age groups and range of addiction, it can be seen that three age groups dominate, namely 19, 20 and 21 years old. Of the 28 respondents aged 19, 17 of them experienced moderate addiction. In the 20-year-old age group, out of 43 respondents, 33 were classified as moderately addicted. While in the 21-year-old age group, out of 37 respondents, 26 of them also showed a moderate level of addiction. Furthermore, the tendency of internet addiction in college students is dominated by two main aspects: characteristics and excessive use. Students who feel attached to the internet tend to always think about and find it difficult to control their use. Keywords: Tendency; Addiction; Internet; College Students

This study aims to find out how the leadership role of the Sitanggor Village Head, Muara sub-district in increasing community participation in village development. This research is used as information material and can provide useful input for the leadership of the Sitanggor Village Head, Muara District, North Tapanuli Regency. In conducting this research, the researcher used qualitative research methods. The results of this study indicate that the village head must be able and try to build the village according to his vision and mission by involving all elements of the community. The village head must also be able to invite the community to jointly participate in building Sitanggor Village, and in making decisions the village head must implement a deliberation system. In Leadership, it is hoped that the village government and the community can establish good relations and cooperation, with the same goal, namely the success of village development which will have a good impact on improving community welfare. The village head as a leader must be able to carry out coordination and communication, because coordination is absolutely necessary in an organization, because the organization is the executor of the management function of a leader.

The purpose of this study was to determine the effectiveness of the Family Hope Program (PKH) in improving the welfare of the community in Lawindra Village, Umbunasi District using descriptive qualitative research methods and data sources obtained through interviews and documentation studies. The informants in this study were village heads, beneficiary communities of the Family Hope Program (PKH). The results of this study are that the effectiveness of the Family Hope Program (PKH) in Lawindra Village, Umbunasi District, South Nias Regency is running smoothly and in accordance with existing regulations and the role of the village government there in a good perspective as evidenced by the statements of some of the people they interviewed said that the service from village government officials there is quite good, the inhibiting factors for the Effectiveness of the Family Hope Program (PKH) in Lawindra Village in the process of collecting data on PKH program beneficiaries, technical assistants to PKH, technical distribution/distribution, and use of PKH program funds, supporting factors in the implementation of the PKH program are the provision of Automated Teller Machines (ATMs) and individual account books for PKH beneficiaries. As for the suggestions from the author in the distribution of the Family Hope Program (PKH) the administrators pay more attention to it so that the assistance provided is right on target
