Abstract

This research aims to examine the strategies used by female politicians in Bali to balance their political careers with their social and cultural roles in the family and society. In addition, this study will also analyze the factors that influence the development of Balinese women's political careers. The method used is descriptive qualitative research with data collection through interviews and documentary studies. Interview data was collected from Balinese women politicians who are running for legislative members (Caleg) in the 2024 legislative elections (Pileg) from the Indonesian Solidarity Party (PSI), as well as from academics experienced in gender studies. The results showed that time management strategies and effective communication approaches are solutions for Balinese women in their multi-tasking roles. In addition, Balinese women are expected to innovate creatively by using technology to facilitate the management of household and work affairs in line with the concept of work-family balance. There are three important factors that influence Balinese women's political careers: first, cultural factors related to the still dominant patriarchal culture; second, structural factors reflecting the lack of allocation of strategic positions for women; and third, institutional factors related to the weakness of existing regulations to protect women's interests in the political arena.

Abstract

The closure of the Suwung Landfill (TPA Suwung) in Bali in August 2025 marked a critical juncture in Indonesia’s urban waste governance, signaling a policy shift toward source-based waste management (reduce–reuse–recycle). While the policy aligns with global methane mitigation targets and the circular economy (CE) agenda, its rapid implementation, limited transitional planning, and the Governor’s assertive communication style have triggered public controversy. This study investigates public perception and policy communication surrounding the TPA Suwung closure, drawing on qualitative analysis of policy documents, media reports, and field interviews in selected TPS3R and TPST facilities. Findings reveal a substantial policy–capacity gap: despite regulatory support (Provincial Regulation No. 47/2019; Governor’s Circular No. 9/2025) and the construction of new TPST facilities, infrastructure coverage remains insufficient, with most daily waste still unprocessed at the source. Public responses, amplified through social media, indicate perceptions of distributive and procedural injustice, especially when the burden of waste processing shifts abruptly to households and businesses without adequate technical and logistical support. This paper contributes to the waste governance literature by demonstrating how policy communication mediates the acceptance of environmental reforms in the Global South and by framing urban waste policy as a climate-relevant intervention. The results underscore the need for participatory policy design, equitable burden-sharing, and evidence-based transitional roadmaps to prevent unintended environmental and social consequences.

Abstract

The management of Barang Milik Negara (BMN) plays a crucial role in ensuring accountability and optimization of government assets; however, in practice, various challenges are still encountered, particularly regarding the accuracy of administrative data, the alignment between physical asset conditions and records, and the effectiveness of information system usage. This study aimed to examine the implementation of BMN management at BPK Perwakilan Provinsi Bali and to analyze the factors influencing the effectiveness of asset administration based on Edward III’s policy implementation model, which comprises the dimensions of communication, resources, disposition, and bureaucratic structure. A descriptive qualitative method was employed through interviews, observation, and document study involving officials responsible for BMN management. The findings show that BMN management has essentially followed established procedures, yet still faces obstacles such as limited human resources, suboptimal internal socialization, differing understandings of asset classification, and technical constraints in the SIMAN V2 application, including unstable internet connectivity and inefficient barcode scanning. These results underscore that the effectiveness of BMN management is strongly influenced by the quality of communication and coordination, improvement of managers’ competencies, upgrading of technological infrastructure, and strengthened periodic physical verification of assets, all of which constitute critical prerequisites for achieving accountable and optimal state asset administration.

Abstract

This study is grounded in the importance of archives as legal and administrative instruments that safeguard the integrity of governmental processes, as well as in the challenges of archival digitization that demand archivists’ professionalism, particularly in state audit institutions such as the Audit Board of the Republic of Indonesia (BPK RI). The study aimed to analyze the role of archivists in enhancing accountability and transparency in correspondence management at BPK RI Representative Office of Bali Province. Using a descriptive qualitative method through interviews, observations, and document studies, this research examined the implementation of regulation-based archival and correspondence management, particularly through the use of the JASMIN application, Tata Naskah Dinas, Kode Klasifikasi Arsip, and Jadwal Retensi Arsip. The findings showed that archivists hold a strategic role as controllers of correspondence flows, guardians of audit document integrity, and mediators between public information disclosure and the protection of sensitive data. Digitization through JASMIN strengthened document traceability and security; however, the limited number of archivists remains a major obstacle to consistent archival management in each work unit. The study recommends increasing archivist human resources, providing continuous training, and strengthening inter-unit coordination as strategic measures to achieve more accountable, transparent, and sustainable archival governance within BPK RI Representative Office of Bali Province.

Abstract

The acceleration of digital transformation in the public sector has positioned information systems as a critical instrument for improving government performance. One of Indonesia’s strategic initiatives in this area is the implementation of the Regional Government Information System (Sistem Informasi Pemerintahan Daerah/SIPD), which integrates planning, budgeting, administration, and reporting processes across local governments. This study aims to evaluate the effectiveness of SIPD implementation in Indonesia by examining system performance, user acceptance, and institutional readiness. Using a qualitative descriptive approach, data were collected through literature review, policy documents, and relevant empirical studies published between 2022–2025. The findings indicate that SIPD contributes positively to data integration and transparency; however, challenges remain in terms of system latency, centralized architecture constraints, and uneven human resource capacity across regions. These issues affect the optimal utilization of SIPD at the local government level. The study concludes that while SIPD has strengthened the foundation of digital governance in Indonesia, continuous system refinement and capacity building are required to enhance its effectiveness and sustainability.
