Abstract

Perumusan program pelayanan publik di tingkat desa memerlukan kemampuan aparatur untuk mengidentifikasi masalah, membaca data, menilai bukti, menentukan prioritas, dan menerjemahkan hasil analisis ke dalam desain program yang terukur. Kegiatan pengabdian kepada masyarakat ini bertujuan memperkuat kapasitas Pemerintah Desa Tj. Heran, Kecamatan Penengahan, Kabupaten Lampung Selatan, dalam menerapkan pendekatan evidence-based policy pada proses perumusan program pelayanan publik. Pendampingan dilaksanakan pada 6 Juli 2026 pukul 10.00-15.00 WIB dengan melibatkan 20 peserta yang terdiri atas kepala desa, perangkat desa, anggota Badan Permusyawaratan Desa, dan unsur pengelola layanan. Metode kegiatan menggunakan pendampingan partisipatif melalui lima tahap, yaitu diagnosis kapasitas awal, inventarisasi dan penilaian bukti, pemetaan serta prioritisasi masalah pelayanan, penyusunan logic model dan matriks indikator, serta penyusunan policy brief dan rencana tindak lanjut. Evaluasi dilakukan melalui pre-test dan post-test, observasi proses, penilaian dokumen kerja, dan refleksi peserta. Hasil kegiatan menunjukkan bahwa aparatur desa mampu menyusun inventaris data pelayanan, membedakan data administratif dengan bukti kebijakan, merumuskan masalah berbasis gap pelayanan, dan menghubungkan intervensi dengan output serta outcome. Skor pemahaman rata-rata meningkat dari 56,0 menjadi 84,5 atau sebesar 50,9%. Pendampingan juga menghasilkan tiga policy brief dan satu matriks program pelayanan publik berbasis bukti yang dapat digunakan dalam forum perencanaan desa. Kegiatan ini menegaskan bahwa pendampingan yang sederhana, kontekstual, dan berorientasi pada produk kerja dapat menjadi strategi untuk meningkatkan kapasitas analitis pemerintah desa dan mendorong perumusan program pelayanan publik yang lebih tepat sasaran, akuntabel, dan responsif terhadap kebutuhan warga.

Abstract

Rapid advances in information technology, along with the increasing volume and diversity of data, have prompted the government to utilize data analytics as a governance tool. One concrete example of this is the launch of the PeduliLindungi app by the Ministry of Communication and Information Technology in collaboration with the Ministry of Health as a tool for detecting, tracking, and controlling the spread of COVID-19. This article aims to examine the role of the PeduliLindungi app in supporting digital governance in Indonesia during the pandemic by analyzing aspects of population data integration, compliance with the “One Data Indonesia” policy, and the challenges of its implementation. This study employs a literature review method with a descriptive-qualitative approach to relevant academic sources and policy documents. The findings indicate that PeduliLindungi has made a significant contribution to supporting screening, contact tracing, and the determination of Community Activity Restriction (PPKM) levels through data integration with the National Identity Number (NIK), in line with the spirit of Presidential Regulation No. 39 of 2019 on “One Data Indonesia”. However, previous studies have also identified weaknesses in service connectivity and the protection of users’ personal data. This article concludes that the success of data-driven applications such as PeduliLindungi in supporting digital governance depends heavily on service quality, infrastructure reliability, and consistent data security governance.

Abstract

This study aims to identify and analyze the factors and obstacles in the implementation of talent management in the Metro City Government, which has had a legal basis since 2021 and won a meritocracy award in 2023. The research method used is qualitative with a case study approach. Primary data was collected through in-depth interviews, while secondary data was obtained from documentation and archives. The data analysis technique followed the Miles and Huberman model, which includes data collection, data reduction, data presentation, and verification. The results of the study show that the implementation of talent management in Metro City has not been systematic and comprehensive. At the talent acquisition stage, processes such as critical job identification, talent mapping, and succession planning have not been optimal. Similarly, the talent development, retention, and placement stages have not achieved the expected results. Several obstacles were identified, including: (1) political intervention in the assessment process, resulting in a lack of transparency; (2) limited institutional readiness, including cooperation with accredited assessment centers and the adoption of information systems; (3) leadership support that often intersects with political interests; and (4) an organizational culture that positively utilizes the potential of employees in each regional apparatus.
