Abstract

This article discusses the collective action of NGOs in guarding and advocating corruption cases in South Sulawesi, specifically the procurement of Center Point of Indonesia (CPI) goods/services. The NGOs in the coalition are engaged in collective action in guarding the corruption of CPI, in which the group is focused on behalf of the Anti Corruption Community Coalition (KMAK) of Sulawei, incorporated from various NGOs namely ACC Sulawesi, PeRAK Institute, KOPEL Indonesia, FIK Non-Governmental Organizations and YASMIB Sulawesi. Media engagement is key to KMAK's success in guarding the CPI corruption, as an aggregation method to achieve its goals. The mass media coverage of reports, monitoring and discussions conducted by KMAK has made a number of formal state institutions take a look at the CPI case. The solid movement established by KMAK has transformed into a civil society movement that maintains a common goal of guarding the procurement of goods and services.  Artikel ini menjelaskan tentang collective action NGO dalam mengawal dan mengadvokasi kasus korupsi di Sulawesi Selatan, khususnya kasus pengaadaan barang/jasa Center Point of Indonesia (CPI). Dengan menggunakan metode penelitian kualitatif, penelitian ini menunjukan tindakan kolektif yang dilakukan NGO dalam mengawal dugaan korupsi CPI yaitu dengan cara berkoalisi, dan kelompok NGO tersebut mengatasnamakan Koalisi Masyarakat Anti Korupsi (KMAK) Sulawesi, yang tergabung dari berbagai NGO seperti (ACC Sulawesi, PeRAK Institute, KOPEL Indonesia, FIK Ornop Sulsel dan YASMIB Sulawesi) sebagai bentuk collective action. Keterlibatan media menjadi kunci keberhasilan KMAK Dalam mengawal kasus korupsi CPI, dan juga sebagai metode agregasi untuk mencapai tujuannya.

Abstract

The arrangement of the slum settlement area is still a problem faced by the Makassar City Government. There are 740.10 hectares of slum areas in Makassar City, one of which is the Untia coast. This study aimed to analyze the advocacy coalition in slum area management. The research method used was a qualitative method. The results showed that at the beginning of 2019, Untia had become a light slum area from the previous heavy slum. This happened because Untia received many programs from the government for a relatively long time. This activity was a collaborative activity of several government institutions and Kotaku government agencies that are members of the Working Group (Pokja). Therefore, Untia is still in the category of a slum area, not because of a lack of assistance from the government, but rather because the programs implemented are not integrated. So, the result was that the settlements that receive the program only come out of the slum indicator partially. In addition, the institutions involved in the Working Group (Pokja) often overlap programs due to a lack of face-to-face communications.

Abstract

This article analyzes Push, Pass, Pull Political Marketing Adnan Purichta Ichsan-Abdul Rauf Mallagani At the Election of Regional Heads in Gowa Regency 2015.  This study uses qualitative research methodology, with data obtained through interviews, literature studies and documentation. The analysis technique uses data reduction, data presentation, and conclusion drawing. The results of the study show that 1). The results of the electability survey of JSI, LSI and IPI as well as the vision and mission that are used as selling political products can ultimately give influences to the formation of public opinion, so that voters solidify their choice of candidates who are marketed. This push-marketing strategy is carried out as a rational and emotional stimulant to voters. 2). The involvement of Ichsan's character in the political marketing pass strategy by Adnan's team was able to become the ideal influencer for rational voters and loyalists of Yasin Limpo's family in the 2015 Gowa Regency Election. 3) Strategy Pull Political Marketing whose expectations for forming Adnan's image is not optimal due to Ichsan's under the shadow. Even so, there are still efforts to form a positive political image. Abstract

The objective of this study was to examine the misuse of the village funds by village heads and to assess the benefits of the funds. Data were collected using online research methods (ORMs), including reports from supervisory agencies, news articles, and publications related to the misuse of village funds. The results showed that village funds—introduced in 2015—totaled Rp 609 trillion from 2015 to 2024, with corruption cases rising annually throughout this period. In 2023, the village sector recorded the highest number of corruption cases among all sectors. Between 2016 and 2022, a total of 682 cases were documented, resulting in state losses of Rp770.5 billion. Based on these findings, we conclude that corruption is likely to continue rising annually, particularly following the enactment of Law No. 3 of 2024, which extended the term of office for village heads from six to eight years. This prolonged tenure increases the risk of further misuse of village funds by village heads and officials. Moreover, the findings indicate that village funds have not yet been effectively used to empower communities or to significantly reduce poverty. To optimize the role of village budgets in reducing poverty and improving community welfare, the government should enhance oversight and evaluation mechanisms while implementing preventive policies to mitigate the risks associated with extending the term of office of village heads.
