The gap between gender equality policies and gender responsive budgeting is still ....in Indonesiaâspublic finance (Sopanah,2004). This brings negative impacts to the society, in particular women,because the proportion of public expenditure for womenâs interest is still very low (less than 5% of totalbudget). Such condition requires the commitment of the Government to realize gender equality bymainstreaming gender perspective on various mechanism, policies and budgeting. This research aimsto analyze the integration of gender responsive budgeting in regional expenditure at Department ofHealth in Makassar Municipality in 2014. This research used qualitative methods of which the primarydata were collected through in-depth interview and documentation. The result indicated that theallocation of gender specific budgeting was 4% with 26 posts and allocation of gender equalitybudgeting was 3% with 3 posts. Meanwhile general gender mainstreaming budgeting was unavailableor 0% of total direct expenditure at the Department of Health. There were several obstacles inimplementing gender responsive budgeting at the Department including the obstacles on policies,structural and cultural. Therefore, this research suggest to the national and provincial governments toactively do socialization and campaign on the implementation of gender responsive budgeting withinplanning, budgeting, implementation, monitoring and evaluation. It is also necessary to providetrainings for Regents/Mayors and Head of all Departments on this matter.

This article discusses Community Political Participation in the selection of regent and deputy regent candidates in the Enrekang Regency and to find out the efforts of the Empty column winning team in increasing the political articipation of the community to choose the empty column. The research method used is a qualitative descriptive method and using two kinds of data, namely primary data and secondary data. The results of this study indicate that the form of community political participation in the selection of the district Head and Deputy Regent of Enrekang district is the Electoral Activity, Lobbying, Organizational Activity, Contacting and Violence. Community participation in the electoral system and of course their have own reasons, star because of the political awareness of the community and most of them assume that choosing is the right of each individual so that everyone is free to choose according to their wishes without being influenced by others. Hasil penelitian ini menunjukkan bahwa bentuk partisipasi politik masyarakat dalam pemilihan Bupati dan Wakil Bupati Kabupaten Enrekang yaitu dengan Electoral Activity, Lobbying, Organizational Activity, Contacting dan Violence. Keikutsertaan masyarakat dalam sistem pemilu dan tentunya memiliki alasan masing-masing, mulai karena kesadaran politik masyarakat. Edukasi politik kepada siswa-siswa di SMK Negeri 1 Bulukumba merupakan instrumen penting untuk membantu memperkenalkan politik sejak di bangku sekolah. Kegiatan yang biasa dilakukan berupa sosialisasi tentang pemilu, pemilukada, dan pendidikan politik bagi siswa. Kegiatan ini bermaksud memberikan trasnfer pengetahuan dan pemantik semangat siswa sebagai pemilih pemula untuk turut berpartisipasi aktif dalam pemilu maupun pemilukada yang akan datang. Tetapi, permasalahan yang dihadapi oleh siswa SMK Negeri 1 Bulukumba yang telah memiliki hak suara, diantaranya: (1) Masih terdapat siswa yang tabu memahami politik sehingga apatis berpartisipasi dalam pemilu. Selain itu, ketidaktahuan terhadap informasi-informasi pemilu dan politik juga salah satu penyebab sikap golput mereka; (2) Terdapat siswa yang senang terlibat dalam kegiatan-kegiatan politik, tetapi sikap fanatik terhadap salah satu pilihan politiknya sering membuat perseteruan hingga menyebarkan ujaran kebencian dengan pendukung kandidat lainnya di media sosial; (3) Terdapat siswa yang menggunakan hak pilihnya berdasarkan money politic; (4) Terdapat siswa yang belum mengetahui cara penggunaan media sosial dengan bijak, sehingga banyak yang menjadi pelaku penyebar berita hoax. Di era Revolusi Industri 4.0 kinerja pemerintahan dalam mewujudkan pelayanan publik yang berkualitas meskipun berada pada pulau yang jauh dari ibukota negara menjadi tantangan bagi stakeholder pemerintahan. Hal ini terjadi dikarenakan pemerataan pembangunan dan kesuksesan pelayanan publik maka pemerintah perlu melakukan bebagai upaya penyediaan fasilitas pelayanan publik yang efektik dan efisien, termasuk memberikan pelayanan berbasis e-government. Artikel ini akan menganalisa dan mengulas dari aspek strategi pengembangan program yang melibatkan sumber daya manusia dan teknologi informasi dengan output pelayanan prima. Meski Realisasi pengembangan pelayanan berbasis e-government di Kabupaten Muna menghadapi banyak tantangan baik dalam hal geografis, ekonomi, teknologi, politik, maupun budaya, namun pelaksanaannya sangat ditunggu oleh masyarakat setempat. This article discusses the performance of female politicians from the Sinjai Regency Regional People's Legislative Council. research methods thatused is a type of qualitative descriptive research. There are 7 informants using data collection techniques throughinterviews, observations and documentation. The research data analysis technique is through the stages of data simplification, data analysis, and data verification.The results of this study indicate that the performance of female politicians in the DPRD of Sinjai Regency in 2014-2019 has been good, it can be seenfrom the implementation of the role of women politicians in carrying out the function of legislation, as evidenced by the successful approval of regional regulations related togender, and children. Women politicians are judged to be able to recognize the needs and aspirations of the community to then be poured into policies. BesidesTherefore, the implementation of the role of women politicians in carrying out the budget function can be seen from the success in determining the amount of the budget forsupport programs to increase women, women politicians are considered active and capable in carrying out supervisory functions, includingsupervising the executive, supervising the running of the government and carrying out supervision of the APBD by the SKPD.

This study was to find out how the accountability of the Provincial Legislatives Council (DPRD) in supervising local regulations regarding the Sungguminasa traditional market in Gowa Regency. This study used a qualitative research method. Data was collected by interviews, documentation, observation. Legitimacy was the acceptance of a decision by a leader that according to the procedure that applied to society. Legitimacy was related to legal issues and the application of laws. It could be used as a measure of how the decision could be accepted and its validity recognized by the community. The results of this study showed that DPRD supervision of traditional market was still not good enough with market conditions. It was still muddy and several abandoned stalls, no sanctions for swords selling on the side of the road and irregular parking arrangements.

The purpose of this study was to find out how the Effectiveness of CDR Service Innovation (Search, Data, Record) Resque Pickup Balls at the Population and Civil Registration Service of Pinrang Regency. The type and type of research is a descriptive qualitative approach that will provide an overview or phenomena and problems that occur. Data collection techniques are through observation, media review, interviews and documentation. The results of research conducted at the Office of Population and Civil Registration there are three criteria, namely: Achievement of Goals, Integration and Adaptation. Based on the results of the study, it shows that the effectiveness of Resque CDR services in achieving the goals has been going well and does not take a long time according to the standard service time and has achieved the specified service goals. However, in the socialization process, they only coordinate with the local government and there are still people who do not know about the Resque CDR service, so there are still many who do not know about the Resque CDR service.

The purpose of this study was to determine the government's strategy in empowering small and medium enterprises in North Luwu Regency. The method used in this study is qualitative with a descriptive approach. The results of the research show that in the process of empowering SMEs with indicators of goals, environment, direction, action and learning as well as supporting and inhibiting factors, the government in Luwu Uara Regency has attempted to empower SMEs in North Luwu . With the aim of improving people's welfare as well as being the driving force of the national economy. Through internal and external environmental factors, namely cooperation and support between the government and business actors, the DP2KUKM government then provides direction, namely by conducting outreach among fellow policy implementing actors and between community policy implementers supported by financial institutions

This article analyzes Push, Pass, Pull Political Marketing Adnan Purichta Ichsan-Abdul Rauf Mallagani At the Election of Regional Heads in Gowa Regency 2015. This study uses qualitative research methodology, with data obtained through interviews, literature studies and documentation. The analysis technique uses data reduction, data presentation, and conclusion drawing. The results of the study show that 1). The results of the electability survey of JSI, LSI and IPI as well as the vision and mission that are used as selling political products can ultimately give influences to the formation of public opinion, so that voters solidify their choice of candidates who are marketed. This push-marketing strategy is carried out as a rational and emotional stimulant to voters. 2). The involvement of Ichsan's character in the political marketing pass strategy by Adnan's team was able to become the ideal influencer for rational voters and loyalists of Yasin Limpo's family in the 2015 Gowa Regency Election. 3) Strategy Pull Political Marketing whose expectations for forming Adnan's image is not optimal due to Ichsan's under the shadow. Even so, there are still efforts to form a positive political image.
