Abstract

This study aims to analyze and formulate a model for strengthening village governance based on public accountability in realizing good governance. The main issues raised are the still low transparency, community participation, and accountability in financial management and public services at the village level, which has implications for low public trust in the village government. This study uses a qualitative approach with a case study design in several villages that serve as the research locus. Data were collected through in-depth interviews, participant observation, and analysis of village financial planning and reporting documents. Data analysis was conducted interactively through data reduction, data presentation, and drawing conclusions. The results show that strengthening village governance requires an integration between budget transparency, community participation in development planning, strengthening internal control systems, and optimizing the use of information technology in village public administration. In addition, the capacity of village officials in financial management and public services is a key factor in creating sustainable accountability. The resulting model emphasizes a collaborative approach between the village government, the Village Consultative Body, and the community through inclusive deliberation mechanisms and transparent financial reporting. The implications of this research provide conceptual contributions to the development of a public accountability-based village governance model as well as practical recommendations for local governments in strengthening village monitoring and development systems. Thus, strengthening public accountability-based governance becomes a strategic strategy in realizing the principles of good governance at the village government level.

Abstract

The quality of educational services is a strategic determinant of institutional effectiveness, stakeholder satisfaction, and sustainable educational development. However, many educational institutions continue to face challenges related to inconsistent administrative performance, limited service competencies, inadequate responsiveness, and insufficient implementation of public service standards. This study aims to analyze how strengthening the competencies of public service administrators contributes to improving the quality of educational services. The research employed a qualitative approach using a descriptive case study design. Data were collected through in-depth interviews, participant observation, and document analysis involving school administrators, education personnel, institutional leaders, teachers, and service users. Data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa, including data condensation, data display, and conclusion drawing, while the trustworthiness of the findings was ensured through source triangulation, member checking, and prolonged engagement. The findings reveal that competency strengthening encompasses four interrelated dimensions: professional competence, communication competence, digital administrative competence, and public service ethics. The enhancement of these competencies contributes to faster administrative processes, greater service accuracy, improved transparency, stronger accountability, and more responsive interactions with stakeholders. Furthermore, institutional support through continuous professional development, digital transformation, leadership commitment, and standardized service procedures significantly reinforces competency development and organizational performance. The study concludes that strengthening the competencies of public service administrators is a fundamental strategy for enhancing educational service quality by promoting efficiency, effectiveness, and citizen-oriented service delivery. These findings provide practical implications for educational policymakers and institutional leaders in designing sustainable competency development programs that support excellent public service within educational institutions.

Abstract

Educational service quality has become a strategic factor in improving public satisfaction, particularly as educational institutions are increasingly expected to provide accessible, responsive, and high-quality services that meet the evolving needs of stakeholders. Despite various educational reforms, disparities in service quality remain evident in many institutions, affecting users' perceptions and overall satisfaction. This study aims to examine the influence of educational service quality on public satisfaction. The research employed a quantitative explanatory design using a survey approach. Data were collected from service users, including students, parents, and members of the public, through structured questionnaires distributed using proportionate random sampling. Educational service quality was measured using five dimensions adapted from the SERVQUAL model, namely tangibility, reliability, responsiveness, assurance, and empathy, while public satisfaction was assessed through perceived service performance, expectation fulfillment, overall satisfaction, and willingness to continue using and recommending the services. The collected data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the reliability and validity of the measurement model and to test the proposed structural relationships.The findings reveal that educational service quality has a positive and statistically significant effect on public satisfaction. Improvements in the quality of educational services, particularly in service reliability, responsiveness, and assurance, substantially enhance users' satisfaction and strengthen their trust in educational institutions. Furthermore, high-quality educational services encourage positive perceptions of institutional performance, increase stakeholder loyalty, and foster continuous public engagement in educational development. The study also demonstrates that educational service quality serves as a critical determinant of public satisfaction by bridging institutional performance with stakeholder expectations. These findings underscore the importance of strengthening service quality management through continuous evaluation, staff competency development, user-oriented service innovation, and effective quality assurance systems. This research contributes to the literature on educational management by providing empirical evidence that improving educational service quality is an effective strategy for enhancing public satisfaction and supporting sustainable educational governance.
