Abstract

Public service is the linchpin of good governance, profoundly impacting community quality of life. This research delves into the redefinition of public service within the West Java Provincial Government, scrutinizing its essence and confronting primary challenges to effective service delivery. Amidst hurdles like intricate bureaucracy, deficient inter-agency coordination, and incongruent service standards, understanding these issues is imperative for a nuanced comprehension of public service. The research objective is to meticulously explore and redefine the core of effective public service at the West Java Provincial Government level, establishing a foundation for comprehending factors influencing service quality. Employing a qualitative approach encompassing in-depth interviews, observations, and document analysis, the study aims to gain profound insights into perceptions, experiences, and practices related to public service at the provincial government level. The findings pinpoint key aspects contributing to a comprehensive definition of public service. Recommendations derived from these findings propose initiatives to augment inter-agency coordination, streamline bureaucratic processes, and enhance consistency in service standards, thereby bolstering the efficacy of public service in the West Java Provincial Government. This research aspires to significantly contribute to fortifying the understanding and implementation of more effective, sustainable, and responsive public services to cater to the community's needs within the West Java Provincial Government area.

Abstract

Kualitas Sumber Daya Manusia (SDM) Badan Usaha Milik Desa (BUMDes) Sawahdadap Kecamatan Cimanggung Kabupaten Sumedang terbilang masih rendah. Hal tersebut menyebabkan maju dan mundurnya BUMDes. Tujuan penelitian ini untuk mengetahui dan mendeskripsikan kualitas SDM BUMDes berdimensi Knowledge (Pengetahuan), Skill (Keterampilan), dan Abilities (Kemampuan) dalam program Desa Mandiri. Metode yang digunakan di dalam penelitian ini adalah metode kualitatif. Teknik pengumpulan data melalui observasi, wawancara, dan studi literatur. Hasil penelitian ini menunjukan bahwa kualitas SDM BUMDes masih rendah.  Hal tersebut disebabkan karena kemampuan pegawai yang terdiri atas kerja sama, loyalitas, serta tanggungjawab belum tercapai walau pengetahuan dan keterampilan telah baik. Sehingga Novelty (kebaruan) penelitian ini adalah analisis kompetensi SDM BUMdes dalam menyongsong desa Mandiri.

Abstract

Researchers now indicate that development administration in the context of social change argues that it is evolving progressively from backwardness, dependence and modernization. That theoretically teaches the third world specifically in the perspective of classical theory, and contemporary perspectives. Classically it seems, in its development the development perspective is towards convergence, because there tends to be some similarity in elements. There is an effort to bring back historical analysis. With the method of historical assessment, social reality is always continuously in the process of change. Unlike dependency theory which focuses on the heyday and bankruptcy of a country, the world system perspective studies the dynamics of the history of the world economic system. Furthermore, the development perspective seems to try to test problems that have been formulated using variables simultaneously, statements about the positive or negative consequences of development remain left open.

Abstract

This study focuses on optimizing the implementation of Management Information System (MIS) This research employs a descriptive method with a case study approach. Data were collected through observations, in-depth interviews, and document analysis. The analysis was conducted based on six key dimensions: information, system components, organization and management, decision-making, and the value of information in supporting service effectiveness. The findings indicate that the implementation of MIS has accelerated administrative services, improved data accuracy, and facilitated information-based decision-making. However, challenges remain in technological infrastructure and system stability, which require further improvement. Therefore, this study recommends the development of real-time notification features, enhanced system capacity, and technological infrastructure upgrades to ensure more optimal and responsive services that cater to public needs.

Abstract

Desa Sugihmukti di Kecamatan Pasirjambu, Kabupaten Bandung, dikembangkan sebagai desa wisata berbasis pemberdayaan masyarakat. Namun, tantangan seperti distribusi manfaat ekonomi yang belum merata, rendahnya partisipasi dalam pengambilan keputusan, serta keterbatasan kapasitas pengelolaan wisata masih dihadapi. Selain itu, komitmen masyarakat dan pemangku kepentingan dalam menjaga kesinambungan program desa wisata masih bervariasi, memengaruhi efektivitas dan keberlanjutan pengelolaan. Penelitian ini bertujuan menganalisis dampak pengembangan desa wisata terhadap kesejahteraan masyarakat, terutama dalam aspek pemberdayaan ekonomi, partisipasi, penguatan kapasitas, distribusi manfaat, serta pelestarian budaya dan lingkungan. Komitmen masyarakat menjadi faktor kunci dalam memastikan keberhasilan program, terutama dalam keterlibatan pengelolaan usaha wisata, partisipasi dalam pengambilan keputusan, dan pelestarian budaya serta lingkungan.Menggunakan metode kualitatif dengan pendekatan studi kasus, penelitian ini dilakukan melalui wawancara, observasi, dan analisis data sekunder. Hasil penelitian menunjukkan dampak positif pengembangan desa wisata dalam menciptakan peluang ekonomi, meningkatkan kapasitas masyarakat, serta memperkuat partisipasi dalam operasional desa wisata, meskipun masih terbatas dalam tahap perencanaan. Komitmen masyarakat yang kuat diperlukan untuk memastikan keberlanjutan manfaat desa wisata.
