Planning Approach of Kebayoran New City of Jakarta: Background and Lessons Learned Erwin Fahmi

Abstract

The planning of Kebayoran Baru in 1948 marked the end, and perhaps the peak, of the achievements of town planning in the Dutch East Indies. In this era, a different planning approach was applied than the one used today. This study examines that approach, the challenges it faced, and the lessons learned for current and future eras. Kebayoran Baru was meant to provide housing and office buildings in view of the expected economic growth of the colony, which had begun at the turn of the century. However, its construction was only done after World War II in the context of city reconstruction. The planning of Kebayoran Baru utilized the accumulation of knowledge concerning the principles, methods, and practice of town planning in the archipelago formulated in the third decade of the century. Instrumental to the planning of Kebayoran Baru were two prominent figures: H. Mohammad Soesilo and Thomas Karsten. Two of Karsten’s conceptual legacies that Soesilo applied in the planning of Kebayoran Baru, i.e. the concepts of ‘social mix’ and ‘organic whole’, were also relevant for post-independence Indonesia (to be).   Abstrak. Perencanaan Kebayoran Baru pada tahun 1948 menandai akhir, dan mungkin puncak, dari pencapaian tata kota di Hindia Belanda. Di era ini, pendekatan perencanaan yang diterapkan berbeda dari yang digunakan dahulu. Studi ini mengkaji pendekatan tersebut, tantangan yang dihadapinya, dan pembelajaran untuk era saat ini dan masa depan. Sejak pergantian abad, Kebayoran Baru dimaksudkan untuk menyediakan perumahan dan gedung perkantoran demi mengakomodasi pertumbuhan ekonomi koloni. Walaupun demikian, pembangunan tersebut dilakukan setelah Perang Dunia II dalam rangka rekonstruksi kota. Perencanaan Kebayoran Baru memanfaatkan akumulasi pengetahuan tentang prinsip, metode dan praktik tata kota di Nusantara yang dirumuskan pada dekade ketiga abad ini. Sosok di balik perencanaan Kebayoran Baru adalah dua tokoh penting: H. Mohammad Soesilo dan Thomas Karsten. Dua warisan konseptual Karsten yang diterapkan Soesilo dalam perencanaan Kebayoran Baru, yakni konsep 'campuran sosial' dan 'keseluruhan organik', juga relevan bagi Indonesia pasca kemerdekaan.   Kata kunci. Abstract

Sustainable and resilient cities are a holistic reference for the direction of urban development going forward. Theoretical analysis shows that the biophilic city concept is one way to achieve a sustainable and resilient city. The research underlying this paper aims to examine the application of the biophilic master plan concept in the development of CitraGarden City real estate in Jakarta. Its scope includes various aspects of the development and management of green areas and infrastructure, and its prospects in the long term. Using a phenomenological approach, this research places various aspects of the development and management of green areas and infrastructure as an interesting phenomenon. The future prospects of this phenomenon are interpreted from the values that underlie it, both for developers and residents of the area. Primary research data were collected by analyzing development plans and interviews with developers and residents of the area. The results showed that 52.9% of the total development area of CitraGarden City consists of green zones, drainage, water systems and roads. Broadly applied biophilic master plans are based on the values of sustainability and resilience, driven by corporate values. The essence to be achieved is business development based on corporate values, namely integrity, professionalism and entrepreneurship, to create a sustainable and resilient home for families and communities, now and in the long term. Keywords: biophilic design; sustainable development; resilient city. Abstrak Kota yang berkelanjutan dan berketahanan merupakan acuan holistik arah pembangunan perkotaan ke depan. Analisis teoritis menunjukkan bahwa konsep kota biofilik merupakan salah satu cara untuk mencapai kota berkelanjutan dan berketahanan. Penelitian yang mendasari tulisan ini bertujuan untuk mengkaji penerapan konsep biophilic master plan dalam pengembangan real estate CitraGarden City di Jakarta. Ruang lingkupnya mencakup berbagai aspek pengembangan dan pengelolaan kawasan hijau dan infrastruktur, serta prospeknya dalam jangka panjang. Dengan menggunakan pendekatan fenomenologi, penelitian ini menempatkan berbagai aspek pengembangan dan pengelolaan kawasan hijau dan infrastruktur sebagai fenomena yang menarik. Prospek masa depan dari fenomena ini dimaknai dari nilai-nilai yang melandasinya, baik bagi pengembang maupun warga sekitar. Data penelitian primer dikumpulkan dengan menganalisis rencana pembangunan dan wawancara dengan pengembang dan warga sekitar. Hasil penelitian menunjukkan bahwa 52,9% dari total kawasan pengembangan CitraGarden City terdiri dari zona hijau, drainase, sistem pengairan, dan jalan. Rencana induk biofilik yang diterapkan secara luas didasarkan pada nilai-nilai keberlanjutan dan ketahanan, yang didorong oleh nilai-nilai perusahaan. Esensi yang ingin dicapai adalah pengembangan usaha berdasarkan nilai-nilai perusahaan yaitu integritas, profesionalisme dan kewirausahaan, untuk menciptakan rumah tangga yang berkelanjutan dan berketahanan bagi keluarga dan masyarakat, saat ini dan dalam jangka panjang.

Abstract

Innovation in urban financing in DKI Jakarta needs to be continuously improved, considering that conventional financial sources, such as local and national government budget (APBD and APBN), are limited vis a vis the increasing demand. Mechanisms such as Public-Private Partnership (PPP or KPBU) which are currently being put forward, although they address the issue of efficiency, have not yet addressed another issue, namely the issue of equity. Parties that impose additional burden on infrastructure do not cover the financing burden proportionally. The mechanism that has been developed in the state of New South Wales - Australia, namely the developer’ contribution mechanism, has embryonic-ally been introduced in DKI Jakarta through the Governor’ Regulation (Pergub) No. 175 year 2015 concerning the imposition of compensation for exceeding the building floor coefficient value, which has been amended by the Pergub No. 210 of 2016 concerning the same. This study aims at investigating the similarities and differences between the Pergub and the developer’s contribution mechanism, the depthness, and steps that can be taken to develop the application of the mechanism in DKI Jakarta. For those purposes, the study uses a qualitative research approach. Data collection is mainly carried out by field observations, and interviews with developers, local government officials, and related parties. The analysis uses chronology, comparison, and interpretation methods. Findings of the study demontrate that the mechanism is applicable based on efficiency and equity arguments. In addition, this mechanism is also justified on the bases of current implementation experiences. However, for such an application, a number of aspects need to be fulfilled, namely the clear nexus between the infrastructure built and the advantages of KLB, expanding the scope of the policy, and a stronger policy umbrella, namely Provincial Regulation (Perda) instead of Government’ Regulation. Keywords: Inovation; Urban Financing; Efficiency and Equity; DKI Jakarta Abstrak Inovasi pembiayaan infrastruktur perkotaan di DKI Jakarta perlu terus ditingkatkan, mengingat sumber-sumber pembiayaan konvensional, seperti APBD dan APBN, semakin terbatas di hadapan kebutuhan yang meningkat. Mekanisme seperti Kerjasama Pemerintah – Badan Usaha (KPBU, atau public-private partnership [PPP]) yang sekarang diketengahkan, meskipun menjawab persoalan efisiensi, namun belum menjawab isu lain, yakni persoalan keadilan/ekuiti. Pihak yang memberikan beban tambahan pada infrastruktur tidak menanggung beban pembiayaan yang proporsional. Mekanisme yang berkembang di negara bagian New South Wales - Australia, yakni mekanisme developer’s contribution, secara embrionik telah diintroduksikan di DKI Jakarta melalui Peraturan Gubernur (Pergub) DKI Jakarta No 175 Tahun 2015 tentang Pengenaan Kompensasi terhadap Pelampauan Nilai Koefisien Lantai Bangunan, yang telah diperbaharui menjadi Pergub No 210 Tahun 2016 tentang hal yang sama. Studi ini bertujuan mengkaji kesamaan dan perbedaan Pergub dan mekanisme developer’s contribution, kedalaman, dan langkah-langkah yang dapat dilakukan untuk mengembangkan penerapan mekanisme tersebut di DKI Jakarta. Untuk itu, digunakan pendekatan penelitian kualitatif, dengan melakukan observasi lapangan, dan wawancara mendalam dengan pengembang, Pemerintah Daerah, dan pihak-pihak terkait. Analisis menggunakan metode kronologi, pembandingan, dan interpretasi. Hasil penelitian menunjukkan kelayakan mekanisme ini diterapkan secara penuh berdasarkan argumentasi efisiensi dan ekuiti. Selain itu, mekanisme ini dijustifikasi berdasarkan pengalaman penerapannya selama ini. Namun, untuk itu sejumlah hal juga perlu dipenuhi, antara lain menguatkan kaitan (nexus) antara infrastruktur yang dibangun dan kelebihan KLB, diperluasnya cakupan kebijakan, dan diperkuatnya payung hukum kebijakan dimaksud.

Abstract

The development and management of Jakarta confront numerous obstacles, including inadequate infrastructure, increasing weather extremity, population growth, and shifts in residential, occupational, and shopping habits. Attempts to tackle these difficulties are often restricted by financial, institutional, and technological constraints. The ongoing improvement of drone technology provides real-time and cost-effective data collecting for inspection, monitoring, and addressing daily challenges in urban management. This paper used a straightforward case study on Panggang Island, located offshore from Jakarta, to explore the prospect of drone technology in addressing the challenges faced by Jakarta. The study employs a qualitative methodology, combining desk study, literature review, and a case study approach. The findings indicate that the prospects for this application are evident and robust.
