This study aims to analyze the effect of implementing electronic tendering (e-Tendering) on time and cost efficiency in the procurement process of goods and services at the LPSE of Palopo City. This research employed a quantitative approach using descriptive and inferential methods. Data were collected through questionnaires distributed to 16 respondents consisting of LPSE administrators, Commitment Making Officials (PPK), Working Groups (Pokja), and service providers. The research instrument used a Likert scale ranging from 1 to 5. Data analysis was conducted using percentage analysis and Pearson correlation tests to determine the relationship between electronic tendering and time and cost efficiency. The results indicate that the implementation of e-Tendering in Palopo City improves the efficiency of the procurement process. The average perception score of respondents regarding system usability, time efficiency, and cost efficiency falls within a very high category, with percentages ranging from 84% to 96%. The Pearson correlation test results show a very strong and positive relationship between electronic tendering and time efficiency (r = 0.95), as well as cost efficiency (r = 0.93). Furthermore, the electronic tendering process only requires approximately two weeks with costs ranging from IDR 0 to IDR 100,000, whereas manual tendering takes around three weeks with costs ranging from IDR 500,000 to IDR 3,000,000. Therefore, the implementation of e-Tendering has been proven to improve time and cost efficiency in the procurement process of goods and services at the LPSE of Palopo City.
