This study aims to develop and evaluate comic-based learning media integrating Acehnese Meuseuraya cultural values to improve elementary school students’ social skills. The research employed a Research and Development (R&D) method using the ADDIE model, which consists of five stages: analysis, design, development, implementation, and evaluation. The study was conducted at Alue Bu State Elementary School with participants consisting of Phase C students (grades V and VI). Data were collected through observation, questionnaires, and tests. The developed media was validated by experts in content, media, and language to determine its validity. Practicality data were obtained from teacher and student responses, while effectiveness was measured using pretest and posttest scores analyzed through N-Gain and effect size. The results show that the comic-based learning media is categorized as very valid based on expert validation. Practicality results indicate that the media is easy to use, attractive, and applicable in classroom learning. Effectiveness analysis shows a significant improvement in students’ social skills, indicated by a moderate N-Gain score and a high effect size. The integration of Meuseuraya cultural values provides contextual and meaningful learning experiences that support the development of students’ social competencies, including cooperation, responsibility, empathy, and communication. The findings suggest that comic-based learning media integrated with local cultural values can serve as an effective alternative to enhance students’ social skills in elementary education.
