Abstract

Local governments are required to adapt to electronic systems through the Electronic-Based Government System (SPBE) policy. The Human Resources Development Agency (BPSDMD) of Banten Province faces challenges such as low digital literacy among civil servants, a conventional work culture, and limited network infrastructure. This study aims to evaluate the effectiveness of innovation strategies for civil servant human resource development in addressing these challenges, utilizing Chandler’s strategy theory and Bekkers’ digitalization framework. A descriptive qualitative approach was employed, involving interviews, observations, and document analysis. The results indicate that BPSDMD Banten Province successfully implemented blended learning and distance learning methods, while optimizing the "Banten Ceria" and "Teko Banten" Learning Management Systems (LMS). Key supporting factors included central policy support, physical facilities, and regional budget (APBD) allocations; conversely, network disruptions and participants' digital literacy gaps served as obstacles, which were mitigated through human-centric support and the simplification of application interfaces. It is concluded that digitalization innovation strategies are crucial for bureaucratic transformation; however, they require continuous post-training performance evaluation and the enrichment of interactive features to maximize employee competence in public service. Recommendations include strengthening backup internet infrastructure, recruiting additional programming experts, and expanding micro-learning content to ensure the innovation remains responsive to technological advancements. Abstract

Abstract This study aims to examine: 1) the management of active records, 2) obstacles in the implementation of active records management, and 3) efforts to overcome obstacles in active records management at the Rancaseneng Village Office, Cikeusik District, Pandeglang Regency. This is a descriptive study employing a qualitative approach. The study involved five informants: the Village Head, the Village Secretary, and three section/division heads at the Rancaseneng Village Office. Data collection techniques included observation, interviews, and documentation analysis. Data analysis involved data collection, data reduction, data presentation, and conclusion drawing. Data validity was verified through source and method triangulation. The results indicate that, in general, active records management at the Rancaseneng Village Office encompasses: 1) Active record creation, covering the generation of incoming and outgoing correspondence. 2) Record usage, involving the borrowing of records (using loan slips) and record retrieval (using control cards and search lists). 3) Record maintenance, performed by cleaning dust from records using a feather duster. 4) Record disposition (weeding/reduction), conducted annually. 5) Factors influencing records management include: a) the use of a control card system, a classification code filing system, and a combined centralization-decentralization approach; b) inadequate facilities due to insufficient budget allocation; c) a shortage of records staff and a lack of specialized educational backgrounds in records management among existing staff; and d) adequate room lighting, though the temperature remains suboptimal. Obstacles encountered include: hampered management due to inadequate facilities; a shortage of staff and a lack of necessary skills and knowledge among records personnel; and suboptimal record maintenance. Efforts to overcome obstacles include: submitting a proposal for additional funding to procure archiving facilities; maximizing the use of existing infrastructure and equipment; optimizing the assignment of qualified personnel to archiving roles; and regularly cleaning archives to prevent damage. Abstract

Abstract In the current bureaucratic process in Indonesia, weaknesses in the service sector are still often found, these weaknesses include complicated services, inefficient services, and a lack of fairness in service delivery. This study aims to analyze the procedures for granting investment permits to minimize the occurrence of bureaucratic pathology and to analyze the steps taken by the Central Java government if bureaucratic pathology occurs in Central Java Province. This study is a qualitative descriptive study. Data collection was carried out using interview, observation, and documentation techniques. The results of this study indicate that in the DPMPTSP of Central Java Province there are still services that have not been running optimally, namely existing infrastructure, employee time discipline, and late issuance of permits. Meanwhile, the obstacle is the public who wants things to be immediate. To overcome this, the DPMPTSP of Central Java is innovating and reforming the bureaucracy. Keywords: Bureaucracy, Investment, Pathology, Public Services, Abstrak Dalam proses birokrasi saat ini di Indonesia, kelemahan di sektor pelayanan masih sering ditemukan; kelemahan tersebut meliputi layanan yang rumit, layanan yang tidak efisien, serta kurangnya keadilan dalam pemberian layanan. Penelitian ini bertujuan untuk menganalisis prosedur pemberian izin investasi guna meminimalkan terjadinya patologi birokrasi serta menganalisis langkah-langkah yang diambil oleh pemerintah Jawa Tengah jika terjadi patologi birokrasi di Provinsi Jawa Tengah. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data dilakukan dengan menggunakan teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada DPMPTSP Provinsi Jawa Tengah masih terdapat layanan yang belum berjalan optimal, yaitu terkait infrastruktur yang ada, kedisiplinan waktu pegawai, dan keterlambatan penerbitan izin. Sementara itu, kendala yang dihadapi adalah adanya keinginan masyarakat agar segala sesuatu dapat diselesaikan secara instan. Untuk mengatasi hal tersebut, DPMPTSP Jawa Tengah melakukan inovasi dan reformasi birokrasi. Kata kunci: Birokrasi, Investasi, Patologi, Pelayanan Publik.
